Referred back to Public Improvements and Beautification Committee, a Resolution authorizing the incorporation of the Birmingham Land Bank Authority under Chapter 9 of Title 24 of the Code of Alabama (1975). For more information please contact the Office of Councilor Sheila Tyson at 205.254.2359.

Other items approved by the Council at today’s meeting include the following:

1. Approved an Ordinance authorizing the Mayor to execute a Master Lease Agreement with The Public Athletic, Cultural and Entertainment Facilities Board of the City of Birmingham (PACE) under which the City will lease Railroad Park to PACE for a term of 10 years at an annual rental of $10.00 and will agree to be responsible for the maintenance and security of the park, and PACE will sublease the Railroad Park to the Railroad Park Foundation, which will operate and manage the park. 2. Approved a Resolution determining that the First Annual Steel City Jazz Festival that is being hosted by Empowerment, Inc. at Linn Park, June 5-7, 2014 serves as public purpose. For more information please contact the Office of Council President Johnathan Austin at 205.254.2679.

3. Approved a Resolution recommending a total of 99 neighborhood representatives attend the NUSA Conference in Eugene Oregon, Wednesday, May 21, 2014 through Saturday, May 24, 2014. For more information please contact the Office of Councilor William Parker at 205.254.2464.

3. Approved an Ordinance “TO FURTHER AMEND THE CAPITAL FUND BUDGET” for the fiscal year ending June 30, 2014 by transferring $1,218,962.50 from Apple Valley Recreation Center, $2,008,420.66 from Property Acquisition – Business Park Development, $475,529.00 from Wylam Library, $900,000.00 from Flood Mitigation Grant Match and appropriating $1,400,000.00 to 2ne Avenue North Streetscape, $1,000,000.00 to Negro Southern League Baseball Museum, $1,096,852.66 to Trinity Hospital Incentive, $875,000.00 to Fire Training Tower, $200,000.00 to East Pinson Valley Regional Recreation Center and $143,962.50 to Flood Mitigation Plan. 4. Approved a Resolution authorizing the Mayor to execute an Agreement for Consulting Services with Strada Professionals Services, LLC having a term of four (4) months of the effective date of the agreement, under which Strada will provide professional consulting services to the City by using the existing research from the City’s Transportation Priority Program to evaluate the City’s current Rail, Highway, Port and Intermodal transportation and to prepare a Transportation Action Plan to improve the City’s opportunities in securing Federal funding for its transportation priorities, will assist the City by preparing a Project Plan to secure the proposed April 2014 USDOT Regional Summit in the City of Birmingham, and will prepare materials and other presentation materials to educate the City’s Metropolitan Planning Organization (“MPO”) membership on how to access funding for the City’s projects through the MPO, and the City will pay Strada an amount not to exceed $185,000.00 for such services, with up to $92,500.00 to be paid during the remaining term of the agreement, provided that such funding has been approved and included in the City’s General Fund Budget for FY2014-15. 2. Councilor Steven Hoyt has postponed the District 8 Town Hall Meeting that was originally scheduled for April 29, 2014 at 6:00 p.m. at the Birmingham Crossplex, 2331 Bessemer Road, Birmingham, AL 35208. For more information please contact the Office of Councilor Hoyt at 205.254.2304

4. The Public Safety Committee Meeting will be held May 5, 2014 at 4:00p.m. in the Council Chambers.
