Award winning author, Jacqueline Woodson allows young readers to step into her world with her latest book. Brown Girl Dreaming presents her poignant memoirs of an innocent child that grows up in a world filled with unimaginable surprises. Written through the means of lyrical poems, Woodson paints a vivid picture that is not soon forgotten.
Brown Girl Dreaming, relays what it was like for Woodson to be raised up during the 1960s in the South and North. She tells of being a little African American girl that is living, caught in two very distinct worlds. Not long after she turned 1-year-old, her family unit split leaving her father in Columbus, Ohio. Her mother gathered her and her siblings and went home to Greenville, S.C. It was here that she learned of a grandfather with a garden filled with “Sweet peas and Collards” that takes her to the “Candy Lady House” and a grandmother that cooks biscuits, hot combs hair and tells of Noah’s Ark.  She also heard of students marching, white only bathroom and the words –colored, Negro.
Years later in New York, the willow trees and crickets are replaced with sidewalks and big old buildings. However, Woodson finds a best friend named Maria, school, libraries filled with books and writing occupying her time. It is remarkable! Brown Girl Dreaming is Jacqueline Woodson at her finest. It is a wonderful work of realism that is written beautifully.
Author’s bio: Jacqueline Woodson has won several lifetime achievement awards including the Margaret A. Edwards Award in writing for young adults, the St. Katherine Drexel Award, and the 2012 Anne V. WITHERSPOONFrom staff reports

Dr. Craig Witherspoon, who has been Superintendent of Birmingham City Schools for four and a half years, resigned last week during a Board of Education meeting, effective December 1. This  makes him the sixth Superintendent in 15 years.
In 2012, members of that school board tried to fire him but Witherspoon was reinstated. That’s also the year the state took over the school system to bring them in line with state laws concerning finances.
The resignation was announced following the discovery of a claim of misuse of funds and the resignation of two former employees – Tisha Nyguen  and Vanessa Patterson.
The Birmingham City Board of Education released the following statement:
“The Birmingham City School System has recently conducted an audit of its finances. The audit revealed an unauthorized financial transaction in the amount of $64,105 made in association with the copying of instructional materials. This expenditure was not done in accordance with Alabama Bid Law, nor in accordance with established Birmingham City Schools’ policies, financial procedures, and business practices.
My office is taking the necessary steps to review processes and procedures to ensure that this type of unauthorized expenditure does not occur again.
The Birmingham City School System is accountable to the community, and because we take this responsibility seriously, we will work diligently to continue being good financial stewards. Also, this is why this unauthorized expenditure is being self-reported.
We will remain proactive in monitoring this and other procedures and practices as we conduct the business of the school system.”
Are there other underlying reasons for Dr. Witherspoon’s sudden resignation?
The Birmingham Times requested an interview with Dr. Witherspoon, unfortunately, as of press time he was unavailable for comment.

Statements from Commissioners Stephens and Carrington on the Motion for Certification by the District Court to the United States Court of Appeals

Last November the United States Bankruptcy Court confirmed the County’s chapter 9 Plan of Adjustment.  The County implemented the Plan on December 3, 2013, successfully selling $1.785 billion in new sewer warrants, among other things.  Last week, the U.S. District Court for the Northern District of Alabama declined to dismiss as moot an appeal of the Bankruptcy Court’s confirmation order filed by several sewer ratepayers.  The District Court’s ruling made no findings or rulings on the merits of the appeal or the lawfulness of the County’s Plan of Adjustment.
Today , the County has requested the District Court to allow the County to file an immediate appeal of last week’s ruling to the United States Court of Appeals for the 11th Circuit. In its ruling that the ratepayers’ appeal of the confirmation order is not moot, the District Court suggested that when the merits are considered, it could provide relief by altering a particular provision in the Plan of Adjustment relating to enforcement by the Bankruptcy Court of the County’s sewer rate covenant. If certified by the District Court, and accepted by the Court of Appeals, the County’s appeal would challenge the power of the District Court to invalidate the portion of the Plan of Adjustment under which the Bankruptcy Court retains jurisdiction to enforce the County’s compliance with its sewer rate covenant throughout the term of the new sewer warrants.
Regardless of the outcome of the County’s request to appeal last week’s ruling, and regardless of any ultimate ruling on the merits of the appeal before the District Court, we fully intend to comply with the obligations undertaken by the County when it issued the new sewer warrants, including the rate structure that was adopted by the County Commission.

MONTGOMERY, Ala. — Alabama crime victims will now have better access to information about the offenders who harmed them or their loved ones, as an innovative electronic notification system was unveiled at the State Capitol. Members of the Task Force that have been developing “AlabamaCAN” (the Alabama Crime Victim Automated Notification system) demonstrated the public website at http://victims.alabama.gov, which is just one element of the project that maximizes today’s technology. With one out of every four citizens being a victim of crime in their lifetime, AlabamaCAN will be a valuable tool.
In 2011, the Legislature approved a bill sponsored by Sen. Cam Ward that outlined the requirements of the new notification system, and it established an Implementation Task Force that eventually included eight state agencies and two crime victim advocates. Considered by many stakeholders to be the most significant crime victims’ legislation to pass in 20 years, the 2011 law primarily addresses how notice will be provided for upcoming parole/pardon hearings. But AlabamaCAN may one day extend further to provide notice at additional points in the criminal justice system.
