- SCOPE OF WORK:
The project consists of the replacement of the medical air compressors in the UAB Women and Infant Center (WIC) and the installation of a temporary compressor in the North Pavilion penthouse. The scope of work includes electrical and mechanical new work and associated demolition to facilitate the installation of new equipment. The construction budget is anticipated to be between $100,000 and $200,000.
The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family, and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

The project will be done in a single phase. The scope of work is two-fold, the full replacement of the existing Bridge curtainwall system, and the full replacement of the existing Bridge roof. Work includes the removal and disposal of both existing systems. The project location is at the Birmingham Jefferson County Courthouse, 716 Richard Arrington Jr Blvd N, Birmingham, AL 35203.
- PRIME GENERAL CONTRACTOR; CURTAINWALL CONTRACTOR, AND ROOFING CONTRACTOR BIDDER QUALIFICATIONS
Prime General Contractor, Curtainwall Subcontractor, and Roofing Subcontractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. The Prime Contractor, Curtainwall Subcontractor, and Roofing Subcontractor shall include a copy of their Alabama Contractors license in their pre-qualification submittal. - BIDS:
The Jefferson County Commission will receive sealed Proposals for the project until 2:00 PM Local Time on Thursday, August 28, 2025 at the Jefferson County Courthouse, Room 1, General Services, 716 Richard Arrington Jr. Boulevard North, Birmingham, Alabama 35263, after which time they will be opened in the Commission Chamber, Second Floor, Room 270.
No Bids will be accepted after the time stated for the receipt of Bids. This requirement will not be waived. The clock in the County Commission Chamber will be used to determine the correct time as determined by the Director of General Services, or his designated representative. At the time stated above, the Proposals will be opened and publicly read aloud.
All Bids must be on a lump-sum basis. Submit two identical copies of the Bid on the Proposal Form provided, without changes, in a sealed envelope bearing the Contractor’s name, and current Alabama license number. Bids that do not bear the General Contractor’s current license number will be returned without being opened.
Construction Contracts shall be awarded only to a Prime General Contractor, licensed by the State Licensing Board for General Contractors, as required by Title 34, Chapter 8, Code of Alabama. Construction Contracts in excess of $100,000 shall be awarded only to Contractors licensed as required by the 1978 Code of Alabama, Title 34, Chapter 8 as amended. JEFFERSON COUNTY – PROBATE COURT RENOVATIONS
THE SCOPE OF WORK is renovation to one Group B, Type IA building. The project will occur in one phase. The scope of Work is the removal and replacement of three vertical filing systems (colloquially referred to as ‘Lektrievers’ or ‘Kardex Machines’) within the Jefferson County Downtown Courthouse – 1st Floor at 716 Richard Arrington Jr Blvd N, Birmingham, AL 35203. Required trades under General Contractor’s Work will include but not be limited to selective demolition, electrical, and the purchase and installation of the vertical filing systems.
DRAWINGS AND SPECIFICATIONS may be examined at the office of BDG Architects at the above-listed address starting August 29th. Bid Documents may be obtained from the Architect upon deposit of $300 per set, which will be refunded in full on the first one set issued to each general contract bidder submitting a Bonafide bid, upon return of documents in good condition within ten days of bid date. JEFFERSON COUNTY COMMISSION ENVIRONMENTAL SERVICES DEPARTMENT 2026 AS NEEDED ROADWAY AND UTILITY CONFLICT ENGINEERING SERVICES PUBLIC NOTICE
The Jefferson County Environmental Services Department (ESD) will utilize the Qualifications-Based Selection (QBS) Process to select professional services consultants to perform engineering services relative to ENGINEERING AND CONSTRUCTION MANAGEMENT for THE RELOCATION OF SEWER LINES AND ASSOCIATED STRUCTURES IN CONFLICT WITH PROPOSED ROADWAY
AND PUBLIC WORKS PROJECTS IN JEFFERSON COUNTY. The consultants must have participated in the Consultant Eligibility Screening Process and possess eligibility status in the “Small Scale Wastewater Facilities and Line Work – Design Engineering and Construction Management” project category. All consultants possessing eligibility status in the “Small Scale Wastewater Facilities and Line Work – Design Engineering and Construction Management” project category will be sent a Request for Qualifications Statement. Interested consultants should then submit their Qualifications Statement to the ESD to compete for the project.
PROJECT DESCRIPTION:
Engineering services provided under this contract are as needed to resolve conflicts between existing sanitary sewer facilities and the construction of proposed roadway and public works projects in Jefferson County.
CONSULTANTS’ SCOPE OF WORK:
ENGINEERING
The scope of work will include preliminary studies, conflict evaluation, field surveys, developing engineering design, preparation of construction cost estimates, preparation of detailed plans and specifications, and preparation of contract documents, required to relocate or modify existing sanitary sewer facilities that conflict with the construction of proposed public works projects. The consultants will attend pre-bid and/or pre-construction conferences and assist in opening and evaluating bids. The consultant will prepare all agreements and/or permits required by the Alabama Department of Transportation (ALDOT), Municipalities, and/or the County. The consultant will prepare accurate ALDOT-required reimbursement documents for invoiced reimbursable work.
CONSTRUCTION MANAGEMENT
The Consultant will be responsible for full-time on-site Construction Management Services for the sewer replacement construction project to determine that the work is proceeding per the contract documents. The consultant shall prepare and submit to Jefferson County Environmental Services, field- surveyed “As-Constructed” record drawings of the completed project.

Interested consultants who have not received eligibility status should submit a Consultant Eligibility Screening Application to the ESD no later than 5:00 p.m. on Friday, August 18, 2025, to become eligible to compete for this project.
