SCOPE OF WORK:
The project consists of the replacement of an existing MRI at the UAB Highlands facility. The scope of work includes architectural, mechanical, and electrical modifications as required to facilitate the equipment replacement. The construction budget is anticipated to be between $1,000,000 and $1,250,000
The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances, and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family, and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)
PRIME GENERAL CONTRACTOR BIDDER PRE-QUALIFICATIONS:
Prime General Contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.
Only bidders who have completed the pre-qualification process and that have been approved will be eligible to submit a bid for the Project. RELEASE OF FUNDS
The City certifies to HUD that the City and Randall L. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Birmingham, AL, to use Program funds.

HUD will accept objections to its release of funds and the City’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Birmingham; (b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58). These notices satisfy two separate but related procedural requirements for activities to be undertaken by the City of Birmingham, Alabama.
REQUEST FOR RELEASE OF FUNDS
On or about June 6, 2026, the City of Birmingham, Alabama (City) will submit a request to the U. S. Department of Housing and Urban Development (HUD) office of Public and Indian Housing and Community Planning and Development (CPD), to release grants indicated below to undertake the following project:
Project Title: The Legacy at Graymont School
Project Location: 300 8th Avenue West, Birmingham, AL 35204
Nature & Scope of Project:
Redevelopment of the Smithfield Court public housing site, including seven phases of mixed-income housing and mixed-use, neighborhood investments in Smithfield, College Hills, and Graymont Choice Neighborhoods Implementation revitalization area, and support the people plan for the Smithfield Court public housing residents.
The Legacy at Graymont School will include both rehabilitation and new construction of a total of 101 one-bedroom units for seniors who are below 60% area median income on a 3-acre site.

FINDING OF NO SIGNIFICANT IMPACT
The City has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City’s Department of Community Development, 10th Floor-City Hall, 710 20th Street North, Birmingham, Alabama 35203-2289, where the record is available for review and may be examined or copied for a cost of reproduction weekdays 8:00 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments by June 6, 2026, to Dr. Meghan Venable-Thomas, Director, Community Development Department, 10th Floor, City Hall, 710 20th Street North, Birmingham, Alabama 35203-2289. All comments received by June 6, 2026, will be considered by Dr. Venable-Thomas prior to issuing a “Notice to Proceed”. Comments should specify which Notice they are addressing.
RELEASE OF FUNDS
The City certifies to HUD that the City and Randall L. Woodfin, as Mayor and certifying officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Birmingham, AL, to use Program funds.

Pursuant to the provisions of the Alabama Environmental Management Act, the Alabama Department of Environmental Management is proposing to issue an Order to George David and Elizabeth Jean Hanna who own property located at 59 Johnson Road (12-02-10-2-011-016.000) in Ashville, St. Clair County, Alabama.
The violation involved the failure to properly remediate and close an unauthorized dump (“UAD”).
The Department is proposing a civil penalty in the amount of $3,000. The Order, if issued, would require George David and Elizabeth Jean Hanna to cease and desist operating or contributing to the UAD, in addition to providing an abatement plan to the Department. This plan must outline the actions that will be taken to remove and properly dispose of all regulated solid waste from the property and ensure its proper disposal at an authorized facility along with a schedule for the completion of all abatement activities.

The Project consists of the removal and replacement of existing structural elements supporting the roof of the Central Utility Plant at the University of Montevallo. Additional work will include removal and replacement of roofing and brick as required due to the structural removal and installation.

The Owner intends to award the contract for this work to a pre-qualified General Contractor. The Owner will accept proposals only from firms which demonstrate their experience and ability to perform the work necessary for this project. Interested General Contractors must submit a Contractor’s Qualification Certificate. Minimum Qualifications to be certified by prospective bidders include: 1) statutory licensure requirements, 2) bonding capacity in excess of $1,000,000 dollars, 3) minimum of five (5) years successful history as an approved, authorized or licensed General Contractor, 4) minimum annual income of $750,000 dollars in construction value for the past three (3) years, and 5) successful current and recent experience in work for commercial construction with scope similar to this Project within the specified schedule. Joint venture arrangements must qualify solely on the strength of the principal firm’s qualifications.

Bids must be submitted on proposal forms furnished by the Architect or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted.
Alabama law (section 41-4-116, code of Alabama 1975) provides that every bid submitted and contract executed shall contain a certification that the vendor, contractor, and all of its affiliates that make sales for delivery into Alabama or leases for use in Alabama are registered, collecting, and remitting Alabama state and local sales, use, and/or lease tax on all taxable sales and leases in Alabama. By submitting a response to this solicitation, the bidder is hereby certifying that they are in full compliance with Act No. 2006-557; they are not barred from bidding or entering into a contract pursuant to 41-4-116 and acknowledges that the Owner may declare the contract void if the certification is false.
Nonresident bidders must accompany any written Bid Documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder’s state or domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.
