Homicide Investigation Update

The Birmingham Police Department reports that detectives have arrested and charged two suspects in connection with a homicide investigation. The incident occurred Friday, February 27, 2015 in the 900 Block of Washington Avenue.

The victim has been identified as:
Kierra’onna Rice, B/F, 14, of Fairfield, Alabama

The first suspect has been identified as:
Antonio King, B/M, 17, of Birmingham, Alabama.

Jason Wade, B/M, 19, of Birmingham, Alabama.

Warrants were obtained for both suspects for Murder, Assault 2nd and Assault 1st. The bonds were set at $500,000 each charge totaling $3,000,000. The suspects are in the custody of the Jefferson County Jail.

The Birmingham Police Department reports that detectives are conducting a homicide investigation. The incident occurred Tuesday, March 3, 2015 in the 1500 Block of Pearson Avenue.The identity of the victim will be released upon notification of immediate family.On Tuesday, March 03, 2015 around 845pm, West Precinct officers responded to 801 Princeton Avenue (Baptist Princeton Hospital) on two males shot.  One male suffered a non-life threatening injury and the other male died from his injury at the Hospital.Our preliminary investigation revealed that the victim had been in an off and on relationship for several years with one of the witnesses. The witness involved with the victim stated she was riding in a car with a couple of friends and while stopped at a traffic light the victim walked up to the car and started shooting into the car striking the suspect in the shoulder area. The suspect returned fire striking the victim. Additional information will be released as it becomes available. Detectives are investigating the death as a homicide.If there is anyone who has information pertaining to the case, they are encouraged to contact the B.P.D. PaperWorkers Local Comes to Central Library

Exhibition designed to give a deeper understanding of prints and other works on paper.

Birmingham, Alabama—An exhibition of work by PaperWorkers Local (PWL) members will be on display at the Birmingham Public Library beginning March 7 through April 30, 2015. PWL is a non-profit, artist cooperative with an emphasis on printmaking but including other work created with, or on paper. The free exhibition, “Source/Process: Work by Members of PaperWorkers Local,” will hang in the Central Library’s Fourth Floor Gallery. An opening reception is planned for Saturday, March 7 from 2:00 until 4:00 p.m. in the East Building’s Boardroom.

Founded in June 2013, the goals of PWL are to provide workspace with access to presses, offer workshops to artists and the public, and to exhibit work that promotes dialogue and a deeper understanding of prints and other works on paper. Their space in the Forest Park area doubles as a studio and exhibition venue.

“The purpose of this exhibition is not only to show the work our members make, but also to give a glimpse of what goes into a print in order to make the image. To this end we have put together a collection of prints that also includes source and process materials that were used to create the final print,” according to PWL. Members of PWL include: Mimi Boston, John DeMotte, Jill England, Joanne Fogle, Tanisha Hicks, Roger Jones, Sarah Marshall, Linda McDavid Merry, Michael Merry, D’Arcie Schmidt, Lacy Stewart, Richard Stockham, Joi West, and Cathy Wright.

LADY HORNETS STIFLE JACKSON, PRAIRIE VIEW A&M

The Alabama State women’s basketball team had a difficult task at hand with visiting Prairie View A&M coming to the Dunn-Oliver Acadome on Monday night: slowing the Southwestern Athletic Conference’s top scorer in Jeanette Jackson.

Jackson, the senior guard, entered averaging a conference-best 17.6 points per contest.

But, the Lady Hornets were prepared as the team used a swarming defense anchored by the tough inside play of junior center Jasmine Peeples and the active hands from their guards up top to win easily 60-42 to snap a three-game losing skid.

Prairie View A&M, one of the top offensive scoring teams in the SWAC, entered Monday’s conference match up averaging 64.6 points per contest.

They were held in check when they entered the Hornets’ nest.

Alabama State (13-13, 9-7 SWAC) did not allow the Lady Panthers to score their first points until there was 12:40 remaining in the first half as ASU began with an 18-4 run to start the game.

The lowest point total allowed in a single game this season by a SWAC team was 30 points on two occasions.  Alabama State held Grambling to that total on Jan. 3 and again vs. Mobile on Dec. 19.

That total was on watch all night as the low mark was in danger of being reached until late in the contest.

Prairie View (13-15, 10-6 SWAC) did not break the 30-point threshold until there was three minutes left.

The Lady Hornets also held PV without a 3-point field goal as it shot 0-of-9 from long distance.

“I thought my girls did an extremely good job of paying attention to detail and knowing where she [Jackson] was on the floor at all times,” said ASU women’s basketball coach Freda Freeman-Jackson.  “They broke her down, moved their feet on defense and did not allow her to get anything easy.  She just had a tough night.  I thought everybody did a great job—it took a team effort to stop her.”

Offensively, Lady Hornets’ sophomore scoring dynamo Britney Wright drew contact, consistently got to the free throw line and scored 21 points (5-of-12 from the field, 2-of-4 from 3-point range and 9-of-12 from the charity stripe) to go along with nine rebounds and a blocked shot.

Wright came up with timely hoops throughout the contest.

To close out the first half, she corralled an offensive rebound and went up for a put back just as the buzzer sounded to close the opening half and gave ASU a 30-17 advantage going into the locker room.

Peeples had to contend with guarding 6-foot-4 junior Shamiya Brooks in the post and did a commendable job by registering seven points, 13 rebounds and five blocks in 32 minutes of action.

Senior guard Tabitha Bradshaw had one of her most productive offensive games of the season, hitting 4-of-8 shots for 10 points—all in the first half—to tie her second highest total in a game this season.

Next, the Lady Hornets will play at Grambling State (9-17, 6-9 SWAC) Thursday at 5:30 p.m.

Federal Grand Jury Indicts Two Birmingham Men in Separate Business Robberies
 
        BIRMINGHAM — A federal grand jury late Friday indicted two Birmingham men in unrelated armed robberies of businesses in 2013 and 2014, announced U.S. Attorney Joyce White Vance, FBI Special Agent in Charge Roger C. Stanton, and Alcohol, Tobacco, Firearms and Explosives Special Agent in Charge Glenn N. Anderson.
 
        Separate indictments filed in U.S. District Court charge WILLLIAM BROWNLOW, 26, with two 2013 robberies in Talladega, and TOMMY LEON STEWART, 28, with two Birmingham area robberies in 2014.
 
        The three-count indictment against Brownlow charges him with robbing both the Shoe Show on East Battle Street in Talladega and the Wesco gas station and convenience store on Fort Lashley Avenue in Talladega on Nov. 12, 2013. The indictment also charges Brownlow with brandishing a firearm during the Wesco robbery.
 
        The three-count indictment against Stewart charges him with robbing a CVS Pharmacy on Center Point Parkway in Center Point on Oct. 21, 2014, and a CVS Pharmacy on Alabama Highway 75 in Pinson on Oct. 29, 2014. The indictment also charges Stewart with brandishing a firearm during the Oct. 29 robbery.
 
        The maximum prison penalty for the robbery charge is 20 years. The charge of brandishing a firearm during a crime of violence carries a minimum mandatory prison sentence of seven years, which must be served after completion of any other sentence imposed for the crime.
 
        ATF investigated the case against Brownlow. FBI investigated the case against Stewart. Assistant U.S. Attorney John B. Felton is prosecuting both cases.
 
        The public is reminded that an indictment contains only charges. A defendant is presumed innocent unless and until proven guilty.

Dream Defenders was founded in the aftermath of the murder of Trayvon Martin and is bringing organization and strategy to a movement plagued by reactionary protests with little sense of direction or clear goals.

The Civil Rights Movement was effective because its leaders had specific, achievable demands and a plan for success. While they capitalized on the media value of tragic events, they were not just reacting to them. They used them in a larger strategy to build awareness and create political pressure for legislative reforms.

DNBE stands for Dangerous Negro Black Empowerment. “With a name like that we get the side­-eye from a lot of people, black and white, until people actually see our shirts and we explain where we got the idea for the name,” says Demetrius Walker, DNBEs marketing director. The name was inspired by the fact that civil rights leaders like A. Philip Randolph and Dr. Martin Luther King, Jr., were called dangerous Negroes by certain government authorities of their time. BRYAN STEVENSON AT THE BIRMINGHAM CIVIL RIGHTS INSTITUTE – The Birmingham Civil Rights Institute (BCRI) will present an author talk and book signing with noted civil rights attorney and Equal Justice Initiative (EJI) Founder Bryan Stevenson on Saturday, at 10 a.m. in BCRI’s Odessa Woolfolk Gallery.  Stevenson will sign copies of his critically acclaimed book, Just Mercy: A Story of Justice and Redemption.  EJI won an historic ruling in the U.S. Supreme Court holding that mandatory life-without-parole sentences for all children 17 or younger are unconstitutional.  Stevenson has won relief for dozens of condemned prisoners, argued six times before the Supreme Court, and won national acclaim for his work challenging bias against the poor and people of color.  This event is free and open to the public. Bids will be received from General Contractors until 2:00pm CST on Thursday, March 26, 2015 and will thereafter be publicly opened and read aloud at the Board Room of the Birmingham Parking Authority Administrative Office, 1732 5th Avenue N, Birmingham, AL 35203.
No bids will be accepted after the time stated for receipt of Bids.  This requirement will not be waived.  The clock in the Board Room will be used to determine the time.  At the time stated above, the Proposals will be opened and publicly read aloud.
All Bids must be on a lump-sum basis.  Submit two copies of the Bid on the Proposal Form provided, without changes, in a sealed envelope bearing the Contractor’s name and current Alabama license number.  Bids that do not bear the contractor’s current license will be returned without being opened.
Construction Contracts shall be awarded only to qualified Contractors, licensed by the State Licensing Board for General Contractors, as required by Title 34, Chapter 8, Code of Alabama. Construction Contracts in excess of $50,000 shall be awarded only to Contractors licensed as required by the 1978 Code of Alabama, Title 34, Chapter 8 as amended. Bidders must be “responsible” in accordance with criteria in the bid documents and as stipulated by Title 39-2-3-(e) of the Code of Alabama.
A bid bond, executed by a Surety company duly authorized and qualified to make such bonds in Alabama, payable to the Birmingham Parking Authority in the amount of 5% of the amount of bids, but in no event more than $10,000.00, must accompany the Bidder’s Proposal. Performance and Labor and Material Payment Bonds in the amount of 100% of the contract price will be required when the Contract is presented by the Contractor to the Owner.
A MANDATORY Pre-Bid Conference will be held on March 19, 2015 at 2:00 pm CST in the Board Room of the Birmingham Parking Authority Administrative Office, 1732 5th Avenue N, Birmingham, AL 35203.  All General Contractors wishing to bid must be present for the Pre-Bid Conference. If the number of bidders who attend the pre-bid conference decreases so there is little or no competition, others may be allowed to bid or the bid may be postponed at the discretion of the Owner.

Bid documents (Drawings and Project Manual) will be available for examination at the Plan Room of McGraw-Hill Construction Dodge, at the Alabama Association of Minority Contractors, at AGC Internet Plan Room, at The Birmingham Construction Industry Authority, at the F.W. Dodge Company Plan Room in Birmingham, and Construction Market Data in Birmingham.

Two sets of the Bid documents will be provided to each General Contractor at Alabama Graphics for a deposit of $300.00, made payable to the Architect. Deposits will be refunded in full to General Contractor bidders, upon return of all documents in good condition. Deposits will be forfeited if bid documents are not returned within ten (10) days after the Bid Opening.

No Bid may be withdrawn after the scheduled closing time for the receipt of Bids for a period of 60 days.  Only Bids submitted by General Contractors licensed as required by applicable State and Local laws and bearing the license number of the Contractor will be considered.
The Owner reserves the right to reject any or all bids; to waive formalities and technicalities; and to proceed in its’ own best interests.

A.    SCOPE OF WORK:

The project, constructed under a single prime contract, will be performed in a single phase in an occupied department, so care will need to be taken to limit disturbances, coordinate shutdowns and follow strict ICRA requirements to protect patients, family and staff.  The scope of the work includes demolition, renovations and improvements to work areas, including mechanical and electrical systems and replacement of lighting and ceilings, finishes, and required ICRA provisions.  All work will be carefully coordinated with Hospital staff to ensure the operation of the facility is not interrupted.  Callahan Eye Hospital location is 1720 University Boulevard, Birmingham, Alabama, 35233.

B.    PRIME CONTRACTOR BIDDER PRE-QUALIFICATIONS:
 
Prime contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.

Only prime contractor bidders who have completed the pre-qualification process and that have been approved will be eligible to submit a bid for the Project.  Prospective Bidder’s Pre-qualification Package must be received by the Owner’s Project Manager no later than 2:00pm local time on March 17, 2015 after which no further requests will be considered.  

Pre-qualification Requirements Information Package may be obtained from the Architect upon letterhead request.

The pre-qualification procedure is intended to identify responsible and competent prime contractor bidders relative to the requirements of the Project.  Each prospective prime contractor bidder will be notified of the results of the pre-qualification, no later than 2:00pm local time on March 24, 2015.

A mandatory pre-bid conference will be held at the Callahan Eye Hospital at the First Floor Lobby, 1720 University Blvd, Birmingham, AL 35233 on April 1, 2015 at 10:00 AM CST.

The Owner reserves the right to waive technical errors in applications, or abandon the pre-qualification process, should the interests of the Owner appear to be promoted thereby.
