Former Winston County Deputy Pleads Guilty to Extorting Manufacture of Methamphetamine

BIRMINGHAM — A former Winston County sheriff’s deputy pleaded guilty today in federal court to using his police authority to extort a woman to cook methamphetamine, and to causing her to manufacture and distribute the drug at the home where she lived with a minor child, announced U.S. Attorney Joyce White Vance and FBI Special Agent in Charge Richard D. Schwein Jr.

GRADY KEITH CONCORD, 42, of Lynn, entered his guilty pleas before U.S. District Judge Abdul K Kallon to one count of extortion under color of official right, one count of manufacturing methamphetamine and one count of manufacturing and distributing methamphetamine on premises where children are present or reside. The U.S. Attorney’s Office filed the charges against Concord in November.

“Sheriff’s deputies are supposed to protect people from harm. Instead, this defendant broke the law and coerced a woman into violating the law and manufacturing methamphetamine for him in a way that put lives, including a child’s, in danger,” Vance said. “Most law enforcement officers serve honorably, but we will prosecute those who break the law.”

“We entrust law enforcement officers with certain powers and authority, which they are expected to wield with the utmost integrity,” Schwein said. “Mr. Concord’s actions breached the public trust and dishonored the badge that he once carried. This case shows that abuse of that power and authority will not be tolerated.”

According to his plea, Concord was a Winston County Sheriff’s deputy in July 2013 when he approached a woman living in the town of Nauvoo and pressured her to manufacture methamphetamine for him. Concord used the illegal drug and arranged to supply the woman with pseudoephedrine, a necessary ingredient of methamphetamine, in exchange for a portion of the finished product.

Concord disputes the woman’s claim that he threatened her with an arrest warrant unless she agreed to the arrangement, but he concedes that because he was a sheriff’s deputy, she may have felt that she “had no choice but to accept his offer,” he acknowledged in his plea agreement with the government.

On several occasions between July 2013 through June 2014, Concord delivered pseudoephedrine to the woman’s home, where she manufactured the methamphetamine, and where he picked up the illegal drug, he acknowledged during his guilty plea today. Concord obtained decongestant pills containing pseudoephedrine from the sheriff’s office evidence room, and he and his wife both bought the pills, according to his plea.

Concord acknowledged that he knew the woman had two sons who lived with her, and that one of them was a minor.

He faces a maximum penalty of 20 years in prison and a $250,000 fine on the extortion count and a maximum penalty of 20 years in prison and a $1 million fine on the count of manufacturing methamphetamine. Any sentence imposed for the manufacture of methamphetamine where minors reside or are present must be served consecutively to any other sentence imposed. The maximum penalty for that count is 20 years in prison and a $2 million fine.

As part of Concord’s plea agreement, he must surrender all law enforcement certifications and not seek future employment in law enforcement or custodial oversight, including as a correctional or probation officer or bail bondsman.

The FBI, State Bureau of Investigation, agents of the Lauderdale County Drug Task Force assigned to the FBI’s Safe Streets Task Force, the Winston/Marion County District Attorney’s Office, with the cooperation of the Winston County Sheriff’s Office and the Lynn Police Department, investigated the case. Assistant U.S. Attorney Tamarra Matthews Johnson is prosecuting the case.

Bennett Says Alabama Will Implement Voter Citizenship Requirement

0

Jim BennettSecretary of State Jim Bennett said the state will proceed with implementation of the Legislature’s requirement that new voters show proof of citizenship.
Bennett stated, “Now that the U.S. Senate has finally confirmed long-vacant Commissioner positions on the Election Assistance Commission, those officials are now in place to grant our request that all voter registration applicants supply documentation of U.S. citizenship in accordance with state law.”
Bennett said that future Alabama voter registrants will be asked to provide documentation such as a birth certificate, Star Alabama driver’s license or nondriver ID card, passport, naturalization documents, or other documents showing U.S. citizenship. “There are different approaches we can take depending on the response we receive from the EAC. Alabama is a sovereign state and our Legislature has determined that in the future, people registering to vote must prove that they are indeed U.S. citizens.”
The 10th Circuit Court of Appeals recently ruled that the EAC was not required to change Kansas and Arizona’s voter registration instructions requiring proof of citizenship because those states had not shown that the instructions were necessary to prevent noncitizens from registering to vote. Alabama is not in that judicial circuit and that court decision is not binding on Alabama.
“I hope that the U.S. Supreme Court will reverse the decision of the 10th Circuit,” Bennett added. “Non-citizens should not be allowed to vote in any election. It makes little sense to allow non-citizens to vote and influence national and state public policy and decide who will become the decision makers. I guess they could vote in their own countries as well, kind of like global voters.”

Stevie J Packs for Rehab After an Astonishing 10 Failed Drug Tests

0

steviejprphotos“Love & Hip Hop: Atlanta” star Stevie J failed 10, yes 10, drug tests and now must attend a drug program. He tested positive for cocaine and weed.
Currently, J is out on bail for failing to pay $1.1 million in child support for his 17-year-old son and 15-year-old daughter living in Pennsylvania with their mother.
He was released on $25,000 bail this past summer after the bust. But he’s off to rehabilitation due to failing 10 random drug tests between June and now, according to Page Six.
Although he’s being sent packing to the inpatient rehab center for 30 days, his lawyer, Michael Bellinger, argued he can’t work from there.
According to Bellinger, he has to work in order to repay his debts. “If he’s in inpatient he can’t support his family,” Bellinger claimed.
Nevertheless, Judge Andrew Peck didn’t care. It was either the inpatient center or being dumped off at jail for so many failed drug tests. “I would be sorely tempted to revoke bail at this stage,” Peck said.

Non-Fiction, NE-YO’s First Album in Two Years, Set for Release on January 27

0

NeYoSuperstar hitmaker NE-YO returns with his first album in two years, Non-Fiction, which will be released in the U.S. on January 27, 2015 by Motown Records/Compound Entertainment. The international release will follow on February 16.
Non-Fiction finds NE-YO collaborating with some of the most talented names in music today. Juicy J is featured on the new single, “She Knows,” which was produced by powerhouse pop guru Dr. Luke (Katy Perry, Miley Cyrus). Billboard hailed the track as “spare and hard-hitting” while Complex praised its “traditional R&B style.”
“This track is dedicated to the kind of strong, confident woman who demands attention when she walks in the room. All you can think of is, ‘yeah she knows.’ She knows she is beautiful. She knows all eyes are on her. She knows how to command the room,” explains NE-YO.
“Dr. Luke’s production is incredible and J brings his club swag to the track. No matter what the song is about, he can always take the subject matter home.”
Other featured artists include Candice, David Guetta, Jeezy, Charisse Mills, Schoolboy Q and T.I. “Time of Our Lives,” NE-YO’s new collaboration with Pitbull, appears on both Non-Fiction and Pitbull’s new album.
The pre-order for Non-Fiction launched on Monday. Fans who pre-order Non-Fiction on iTunes, Google Play, or Amazon will instantly receive “She Knows” feat. Juicy J,  “Money Can’t Buy” feat. Jeezy and “Religious.” Non-Fiction will be available in standard and deluxe configurations. The iTunes and Target editions of the deluxe album will each contain two additional tracks exclusive to those retailers.
As its title suggests, every song on Non-Fiction is derived from a true story. Some are NE-YO’s own personal tales while others were submitted by fans on social-media platforms like Twitter and Instagram.
“I didn’t just want to tell my story. I like letting people try to guess which is which!” explains NE-YO. “I’m a storyteller: with this album, I wanted to put a magnifying glass on that. I wanted Non-Fiction to feel cinematic: each track gives listeners something entertaining, yet if they take their time with it, they’ll discover different dimensions and subplots.”
NE-YO was joined in the studio by production mainstays from throughout his career such as Shae Taylor and Stargate plus new associates Key Wayne and Glass John and members of his own Compound Music production team, including Corporal. DJ Camper (JAY Z, Kanye West, John Legend) also worked on many tracks.
The new songs are the kind of ultra-relevant narratives blended with powerful hooks that NE-YO became renowned for – both on his own hits like “So Sick,” “Closer” and “Miss Independent” and tracks he’s helped craft for Rihanna, Beyoncé, Celine Dion, Carrie Underwood, Whitney Houston, Pitbull, Ciara and many others. Non-Fiction follows his late 2012 release, R.E.D. (Realizing Every Dream), which received stellar reviews. USA Today noted, “There isn’t a more natural singer/songwriter in contemporary R&B than NE-YO” and The Washington Post hailed him as an “extremely gifted and versatile songwriter.” NE-YO’s first three studio albums debuted at No. 1 on the SoundScan chart and were all certified RIAA Platinum. He is a three-time GRAMMY® winner and a two-time winner at the BET, MOBO and Soul Train Music awards.
