Bassist and composer Ark Ovrutski will release his third album as a leader.  44:33 (Zoho Music, March 11, 2014), Ark’s latest, is an amazing collection of mostly original tunes.  Presenting an assortment of hypnotic and invigorating compositions, 44:33 is the perfection in jazz swing.
By now you are probably wondering why 44:33?  The peculiarity behind the compilation’s title is simple. It is so derived from its running time.  Quite imaginative and impressive isn’t it?  Yes, and likewise that is what the seven track offerings of upbeat melodies exemplify.
44:33 opens with a jaunty tune that pays homage to the birth place of Jazz, New Orleans, La.  It is quite fitting as it launches with interplay between percussion (Ulysses Owens) and piano (David Berkman). The pace thickens as Ark and Troupe emerges into a full- ledged revelry. “Path Train” has a totally awesome and funky arrangement with a passionate groove. It is the perfect album finale as it leaves you wanting more. “Milestones” is the only single that Ark did not pen.  However, the arrangement is wonderful. There is definitely Ark Ovrutski (ism) laced throughout it. The defining tone of 44:33 – Art can swing!
Ark Ovrutski says of himself that he is an “International homeless Traveler.”  However, for certain he is comfortable making good music wherever he is performs.  He was born in Kiev, Ukraine where he began playing violin at the age of 8. He graduated from the Russian Academy of Music.  Eventually went on to attain his doctorate at the University of Illinois and is in the process of acquiring his Ph.D. He has worked with countless talents all over the world. He resides in New York.

I spent 34 years in uniform serving our country, and am proud to say that the journey took me from Sumter South Carolina, to St. Louis, to the Middle East, to Africa, to the Far East, and eventually to the Pentagon. After retiring from the military as a Major General, I made Birmingham my home. Politics has never been a goal of mine. However, after being here for nearly 10 years I was appointed by the Governor to serve as Jefferson County Commissioner for District One. Eventually, I would have to run for the office in 2010. In fact, that year it became necessary for me to run three times in one year, with as many as 16 opponents. Fortunately, I was successful in winning and retaining the office.
This journey has been unlike any previous travel undertaken. My goal in the quest to serve as County Commissioner, has been to make responsible decisions for the people whom I serve, and to be certain that my decisions are for the benefit of the people.  I take my position as County Commissioner very seriously, and realize that my decisions and votes impact lives for generations to come. That is why I have taken stances that have been in opposition to the other four Commissioners. The vote for selling the Rehabilitation Center was 4-1.  I voted to save that institution because it was the only home that many poor people could afford, with the County’s assistance.  I could not vote to literally throw them out into the street. After that vote was taken, the bed licenses that those poor people were housed under, were sold at cut rates, to new facilities, built for the more affluent in Hoover and Vestavia.
I voted alone in my attempt to save Cooper Green Mercy Hospital. Again, the people spoke loud and clear against the dismantling of that Institution. At its height, more than 50 thousand poor people held blue cards and were dependent on Cooper Green for their medical care.  In the process of destroying the Indigent Care Hospital, the County Commission, in opposition to the will of the people, shamelessly dismissed more than 200 workers just days before Christmas. The Jefferson County Medical Society, in its evaluation of the County’s attempt to “restructure” medical care for the indigent, has termed its efforts as an “abject failure.” I agree with their assessment.
The County Commission voted 4 to 1 in favor of bankruptcy.  Again I was the lone vote. I remain of the opinion that the people who are least able to afford it, and played no part in creating it, have been saddled with this huge illegal debt. This debt was initiated out of a criminal enterprise that the people had nothing to do with, but are being forced to pay for, for generations to come. Generational wealth is being realized by some, and poor people are being exhorted to ensure a “life of Riley” for the children of those who are “well positioned.”  More than 50 million dollars have been spent on legal fees in the last five years. One attorney was making more than a million dollars a month, while the Commission chose to lay workers off who had spent a life- time of loyalty to make this county work. Chose not to pay our own people $12 per hour, while paying lawyers as much as $1100 an hour. Yes, it is a crime.
The County has been in contempt of Court in regards to the Consent Decree for more than 30 years. It has been consistent in its efforts to defy the Federal Courts. Although the Human Resources Department was put in place to ensure fair and equitable treatment, one Commissioner campaigned on shutting the department down. Another reportedly declared that the next five department heads would be white males. There was a blatant attempt to dismiss a highly qualified Black department head and replace him with an unqualified white. The Commissioners were forced to return the African American to his position.
Since my tenure began, I have worked to level the playing field and attempted to rid Jefferson County of discrimination and inequality.  I support Judge Linwood Smith and Dr. Sims in their efforts to rid this County of the residue by a sorted past that includes inequitable treatment of the workforce and a lack of transparency in contract compliance. My pledge to the people of Jefferson County is to remain vigilant, remain on the right side of history, and continue to shed light on areas of maltreatment that has been hidden in plain sight.

Mugshot- Dobbins, ByronByron Dobbins, charged in connection with shooting a 3-year-old, is the same man that helped deliver his girlfriend’s baby during last month’s snow storm. Also, as our investigators were looking for Mr. Dobbins we were told by the girlfriend (Darshay Jones) and mother of Mr. Dobbins (Elisie Wilson) that they did know the location of Mr. Dobbins so we could speak with him regarding the alleged accidental shooting. As our investigators continued to search for Mr. Dobbins he was located in the downtown area getting into an automobile with his girlfriend (Jones) and mother (Wilson). All three were arrested by our CRT on Thursday and both females have made bail.

Birmingham Health Care’s Child Care Center Evolves… Is Not Closing!

BHC’s recent innovation to provide continued child care opportunities to low income children should be applauded.
For many years BHC has operated a day care center that provides day care to community residents of Birmingham regardless of their ability to pay. 
 The day care, which received no federal, state or local funding, had been provided by BHC even though it had never broken even financially. 
 “You must find ways to break even and provide a needed service,” says Jimmy Lacey, CEO of BHC. Through the collaboration with Lee Loder’s faith based child care center, the Board of Directors feels it has done that and as a result, will continue to provide a great service and will continue to fill the gap in affordable health care.
The child care center which has provided over 2 million dollars in free child care will continue to provide free child care to those who are truly indigent. Those who can pay for their child care will pay. Those who qualify that they can’t pay won’t have to pay.
Recent News reports that the child care is closing are untrue. 
 “BHC’s child care is not closing. It has matured to a 21st Century model”, says Flora Blackledge, BHC Board Chairperson. The child care center will continue to operate in the same building and at the same hours it has been for 15 years. “We even have the same phone number” says Loder.
 “We are proud of this collaboration”, she says. “It just makes common sense”, says Board chairperson, Blackledge.
The fully licensed day care will continue to provide a tremendous service to several dozen families every day. Those seeking innovative child care should contact Adrianne Loder at phone number 205-821-3115.
The participants enrolled in the daycare, as well as their families, will continue to qualify for health and dental care at Birmingham Health Care regardless of their ability to pay.

BIRMINGHAM, Ala. — Birmingham Councilwoman Sheila Tyson is hosting a Black History Month discussion on the evolution of African-American Women in the media, followed by a screening of the season premiere of the hit political drama “Scandal.”
“I wanted to host a Black History Month event that would engage people of all ages,” said Councilor Tyson. “This topic will allow us to converse about the great progress we’ve made, as well as the barriers that still remain. Plus, we all get to watch Scandal on the big screen and just enjoy each other’s company!”
The event is free and open to the public.

REGIONS BANK INVITES WOODLAWN ACADEMY STUDENTS TO LEARN MORE ABOUT CAREERS IN BANKING

Regions BankBirmingham, AL  — Thursday, February 20, students in the Academy of Business and Finance at Woodlawn High School enjoyed a visit from Bill Horton, North Central Alabama area president for Regions Bank.

Horton spoke to students about the many opportunities that exist in the banking industry. He also invited them to tour Regions Bank locations in the Greater Birmingham area. The classroom visit and introduction to Regions Bank are part of the Birmingham Education Foundation’s Bridging the Gap program.

“As with many other industries, the banking industry thrives when there is a committed, well-educated and prepared workforce available.  The students at Woodlawn’s Academy of Business and Finance are getting a head start in gaining the knowledge needed to help move our industry forward in the future,” said Horton.

Horton encouraged students to take ownership of their career and to always challenge themselves. When asked about advice for students considering a career in business and finance, Horton said that the foundation for any successful career is to work hard, try to make a difference and good things will come.

As part of the Birmingham Education Foundation’s Bridging the Gap program, students gain access to industries that align with their career interests.

“Our students have very high expectations for themselves, and we want to help them realize their goals,” said J.W. Carpenter, executive director, Birmingham Education Foundation.  “Bridging the Gap is designed to help students appreciate just how many career options they have, and help expand their professional networks, and we can only do that through the support of our community and industry partners.”

Precision High Voltage opens $4 million Birmingham manufacturing plant

High-Voltage-Systems-1BIRMINGHAM, Ala. – Precision High Voltage Systems has opened a new $4 million manufacturing and testing facility in Birmingham, which will create up to 20 jobs.
A division of Birmingham-based Jay Electric Company, Precision High Voltage Systems manufactures formed coils for high voltage machinery used for industrial applications, such as hydroelectric plants, mills and in other industrial uses. The 15,000-square-foot facility is located at 3130 Third Avenue South in Birmingham in the former Mill & Textile Supply building. The building also includes a testing facility for onsite quality testing of its product.
“The combination of the adapted facility and the latest technology in our production equipment gives Precision High Voltage the ability to be a leading U.S. producer of high voltage coils,” said Chad McCowan, chief operating officer of Jay Electric. “We are very excited about this opportunity.”
McCowan said Jay Electric invested significantly to purchase new, state-of-the-art equipment for the facility, including a robotic taper used to wrap insulation protection on the formed coils. Financing for the project was provided by National Bank of Commerce in Birmingham.
Jay Electric has manufactured formed coils for medium voltage machinery in Birmingham since 1984, through its subsidiary Precision Coil and Rotor located on East Lake Boulevard. The company has three motor services facilities in Birmingham, Montgomery and Mobile. Overall the company employs more than 200 people.
Birmingham Mayor William A. Bell Sr. praised Jay Electric and Precision High Voltage for its commitment to Birmingham.
“Jay Electric Co., through its subsidiary Precision Coil and Rotor, has manufactured high voltage machinery in Birmingham for 30 years, and
continues to grow in the City with Precision High Voltage Systems, 20 new jobs and a $4 million investment,” said Bell. “Our City is enjoying a period of growth unsurpassed in our history, and we are very appreciative of the continued confidence the company has shown in the future of Birmingham.”
Jay Electric’s McCowan said the company’s work in medium-voltage machines led to the formation of Precision High Voltage. The new company will be the only high voltage coil provider in the United States focused mainly on motor service repair, and it has recruited three top-level managers to the Birmingham area, including Patrick Nisevich General Manager, with combined high-voltage experience of 75 years, said McCowan.
Attracting industry specific, top-tier talent to the Birmingham region is a sign of strength throughout the region, according to Dr. Ray Watts, president of the University of Alabama at Birmingham, who also serves as the Birmingham Business Alliance’s vice chairman of economic development.
