  1. SCOPE OF WORK:

 

The project consists of the renovation of existing toilet rooms on the 5th floor of the UAB General Services Building.  The scope of work includes architectural, electrical, and mechanical new work and associated demolition to facilitate the new construction.  The construction budget is anticipated to be between $100,000 and $200,000.

 

The work will be performed under a single Prime General Contractor who will coordinate the work of this project.  Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff.   The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

INVITATION TO BID

The City of Birmingham will accept sealed bids for the project East Lake Safe Streets – ROW Improvements; Project # ENG 2025-004.  Bids will be received by the City Engineer in Suite 220 of City Hall, Birmingham, Alabama until Wednesday, August 6th, 2025, at 2:00 pm (CST).  Sealed bids will be time-stamped at the time of arrival. Bids will then be publicly opened and read in Suite 220 Conference Room beginning at 2:00 pm. It is the bidder’s responsibility to make sure that the bid is in the possession of the City Engineer on or before time set for opening. Bids received after this time will not be considered. A cashier’s check or bid bond payable to The Birmingham City Board of Education in an amount not less than five (5) percent of the amount of the bid, but in no event more than

$10,000.00, must accompany the bidder’s proposal. Performance and Payment Bonds

Sealed Bid Proposals will be received by the Environmental Services Department, Jefferson County, Alabama, online at QuestCDN (eBidDoc #9742397), until 2:00 P.M. local time on Wednesday, August 13th, 2025 and then publicly opened and read via virtual video conference using Microsoft Teams for the SANITARY SEWER SYSTEM – ASSET MANAGEMENT PROGRAM CONTRACT NO. E2501 – 2025 AMP16 BIRMINGHAM AIRPORT SANITARY SEWER RELOCATION. In general, the scope of work includes the installation and construction of approximately seven thousand (7,000) linear feet of 16-inch ductile iron gravity sewer. Work shall include but is not limited to abandonment of approximately four thousand (4,000) linear feet of existing 8-inch to 15-inch sanitary sewer, abandonment of eleven (11) manholes, installation of gravity sewer lines, approximately one thousand four hundred and sixty (1,460) linear feet of 30-inch or greater steel encasement pipe via trenchless crossing, and installation of twenty-one (21) new manholes as noted on the plans and specifications.

NO BID PROPOSAL SHALL BE ACCEPTED AFTER THE TIME STATED FOR RECEIVING BID PROPOSALS IN THIS NOTICE. A FORM CONTAINING THE CONTRACTOR’S NAME AND ADDRESS OF THE FIRM AND THE CONTRACTOR’S ALABAMA LICENSE NUMBER WITH THE DATE OF EXPIRATION IS REQUIRED WITH THE SUBMISSION OF THE BID. THESE REQUIREMENTS SHALL NOT BE WAIVED.

 

The Contractor is hereby advised that TIME IS OF THE ESSENCE on this project. The Contract Time for this project is FOUR HUNDRED FIFTY-FIVE (455) consecutive calendar days from the effective date of the notice to proceed. The first ninety (90) days of the Contract Time is an administrative period followed by a three hundred and sixty-five (365) day construction period. The time to achieve Substantial Completion is three hundred and thirty-five (335) consecutive calendar days from commencement of the construction period, and the time to achieve Final Acceptance is three hundred and sixty-five (365) consecutive calendar days from the commencement of the construction period. If mutually agreed upon between the Owner and Contractor, the construction period may commence prior to the end of the administrative period. Upon such agreement the contract end date will be modified based on the date of termination of the administrative period. Liquidated damages will be assessed if this time limit is exceeded.   1. SCOPE OF WORK:

 

The project consists of modernization and electrical upgrades to support Elevator 9 and 10 located at the New Hillman Building at the University of Alabama at Birmingham Hospital.

 

The scope of work includes architectural, electrical and elevator modernization necessary for new work associated with the scope of work.  The construction budget is anticipated to be between $875,000 and $950,000.

 

The work will be performed under a single Prime General Contractor who will coordinate the work of this project.  Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff.   The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

 

 

  1. PRIME GENERAL CONTRACTOR BIDDER PRE-QUALIFICATIONS:

 

Prime General Contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.

Fire Alarm Work:

REQUEST FOR RELEASE OF FUNDS

On or about Monday, August 4, 2025, the Jefferson County Commission, acting as Community Development agent for Jefferson County, Alabama and Consortium municipalities, through its Department of Community Services will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Program funds under Title II of the Cranston-Gonzalez National Affordable Housing Act as amended (Title II, Publ. L 101-625, originally approved November 28, 1990, 104 Stat. 4094-4128, 42 U.S.C. 12701-12839), to undertake a project known as Central Alabama Housing Alliance Homebuyer Development for the purpose of development of up to 7 single-family homes located in unincorporated western Jefferson County, at approximately 6041 Hopewell Road, Bessemer, Alabama for the total estimated amount of $530,000.00.

 

FINDING OF NO SIGNIFICANT IMPACT

The Jefferson County Commission through its Department of Community Services has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at Jefferson County, Alabama Department of Community Services, Suite A-430, 716 Richard Arrington, Jr. Blvd. N., Birmingham, AL 35203, and may be examined or copied Monday – Thursday 8:00 A.M. to 1:00 P.M. ENVIRONMENTAL CERTIFICATION

The Jefferson County Commission through its Department of Community Services certifies to HUD that James A. Stephens in his capacity as President of the Jefferson County Commission consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Jefferson County Commission to use Program funds.

 

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the Jefferson County Commission’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Jefferson County Commission; (b) the Jefferson County Commission has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to: Environmental Clearance, U.S. Department of Housing and Urban Development, Birmingham Field Office, Region IV, at 417 20th Street North, Suite 700, Birmingham, AL 35203.  Potential objectors should contact HUD to verify the actual last day of the objection period.

A pre-bid meeting will be at the Central Elmore Water & Sewer Authority, 716 U.S. Highway 231, Wetumpka, AL 36093 on August 5, 2025 at 9:30 a.m. CDT.

All questions and clarification requests must be submitted by 4:00 p.m. CDT August 18, 2025.

Each Bid must be submitted on the prescribed form and accompanied by security submitted on the prescribed Bid Bond form in an amount not less than five (5%) percent of the amount bid but not to exceed $10,000.00.

All Contractors are required to provide certification of compliance with the E-Verify program per Alabama Act 2012-491.
