GENERAL SCOPE OF WORK:

 

The project will be done at night on weekdays and during the day on the weekend, and in a single phase. Install new handrail on existing monumental stair and replace the front door. Work will include some removing and replacement of stucco and substrate on the underside of the stair, electrical work to connect a power operated closer on the front door. The project address is Jefferson County Family Court, 120 2nd Court North, Birmingham, Alabama 35204.

PRIME GENERAL CONTRACTOR BIDDER PREQUALIFICATIONS:

 

Prime General Contractors interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. The Prime Contractor shall include a copy of their Alabama Contractors license in their pre-qualification submittal. The Prime Contractor must be a licensed general contractor and have proven experience serving as a prime contractor for this type of work.

Only Prime General Contractors who have completed the pre-qualification process and have been approved will be eligible to submit a bid for the Project. Prospective Bidder’s Pre-qualification Package must be received by the Architect’s Project Manager no later than 2:00pm local time on Monday, August 24, 2026 after which no further requests will be considered.

The pre-qualification procedure is intended to identify responsible and competent prime bidders relative to the requirements of the Project. Each prospective Prime General Contractor bidder will be notified of the results of the pre-qualification by Tuesday, August 25, 2026.

BIDS:

The Jefferson County Commission will receive sealed Proposals for the Jefferson County Family Court Stairwell until 2:00 PM Local Time on Tuesday, September 8, 2026 at the Jefferson County Courthouse, Room 1, General Services, 716 Richard Arrington Jr. Boulevard North, Birmingham, Alabama 35263, after which time they will be opened in the Commission Chamber, Second Floor, Room 270.

No Bids will be accepted after the time stated for the receipt of Bids. This requirement will not be waived. The clock in the County Commission Chamber will be used to determine the correct time as determined by the Director of General Services, or his designated representative. At the time stated above, the Proposals will be opened and publicly read aloud.

All Bids must be on a lump-sum basis. Bids that do not bear the Contractor’s current license number will be returned without being opened.

Construction Contracts shall be awarded only to Contractors, licensed by the State Licensing Board for General Contractors, as required by Title 34, Chapter 8, Code of Alabama. Construction Contracts in excess of $100,000 shall be awarded only to Contractors licensed as required by the 1978 Code of Alabama, Title 34, Chapter 8 as amended. Bidders must be “responsible” in accordance with criteria in the Bid Documents and as stipulated by Title 39-2-3-(e) of the Code of Alabama

A Bid Bond, executed by a Surety company duly authorized and qualified to make such bonds in Alabama, payable to Jefferson County in the amount of 5% of the Bid, but not more than $10,000, must accompany the Bidder’s Proposal. Performance and Labor and Material Payment Bonds in the amount of 100% of the contract price, will be required when the Contract is presented by the Contractor to the Owner.

A mandatory Pre-Bid Conference will be held at 10:00 AM Local Time on Friday, August 28, 2026 at the Jefferson County Family Court, 120 2nd Court North, Second Floor Conference Room, Birmingham, Alabama 35204. The Pre-Bid Conference and walk-thru are mandatory for Prime General Contractor bidders. You must attend both to bid the project. Emergency Department Finishes Replacement

SCOPE OF WORK:

 

The project consists of the replacement of architectural finishes and lighting throughout the existing operational Emergency Department at the UAB North Pavilion facility. The scope of work includes architectural and electrical demolition and new work. The project will be delivered in multiple phases. The construction budget is anticipated to be between $1,500,000 and $2,500,000

 

The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular, and specific, care will be required to coordinate complex shutdowns, limit disturbances, and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family, and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

 

 

PRIME GENERAL CONTRACTOR BIDDER PRE-QUALIFICATIONS:

Fire Alarm Work:

In accordance with Title 34, Chapter 33A (the ACT), of the Code of Alabama 1975, bidders for fire alarm work of this project, if any, must include with their bid evidence of licensure as required by the ACT by including with the bid submittal a valid State Fire Marshal’s permit.

If mutually agreed upon between the Owner and Contractor, the construction period may commence prior to the end of the administrative period. Upon such agreement the contract end date will be modified based on the date of termination of the administrative period. Liquidated damages will be assessed if this time limit is exceeded. The Contractor may apply for an extension of time in accordance with the provisions of the Contract; however, such an extension must be approved prior to the Contract Completion Date to avoid the imposition of liquidated damages.

 The City of Birmingham will accept sealed bids for 2026 Citywide ADA & Sidewalk Bond Package Project # ENG 2026-004. Bids will be received by the City Engineer in Suite 220 of City Hall, Birmingham, Alabama until Wednesday, September 9, 2026, by 2:00 p.m. Sealed bids will be time-stamped at the time of arrival. Bids will then be publicly opened and read in Suite 220 Conference Room beginning at 2:00 pm. Program Year 2027 HUD Grant Applications

Jefferson County, as the lead agency for the Jefferson County HUD Consortium, announces the start of its Program Year 2027 Open Season application period for HUD-funded programs.

The Jefferson County Department of Community Services will accept applications for Community Development Block Grant (CDBG) funding from municipalities, nonprofit organizations, and citizen groups located in Jefferson County, outside the city limits of Birmingham, Hoover, Bessemer, Helena, and Sumiton.

ESG applications are limited to approved local nonprofit providers of homeless assistance within the Jefferson County Consortium.

Low- and moderate-income homeowners residing within the Jefferson County HUD Consortium service area may apply for Program Year 2027 Homeowner Rehabilitation Grant funding starting October 1 by contacting the Department at 205-521-7306 or 205-325-5571. Homeowner rehab grant applicants are not required to attend a public meeting.

Required Applicant Meetings

All municipalities, citizen groups and non-profit organizations seeking to apply for HUD funding are required to attend one of four public meetings to receive program information and guidance prior to receiving an application. Meetings will be held on:

  • September 24, 2026 — 2:00 p.m.
  • October 22, 2026 — 10:00 a.m.
  • November 19, 2026 — 2:00 p.m.
  • December 17, 2026 — 10:00 a.m.

Advance registration is required by contacting the department by 12:00 noon the day before the meeting. To register, email mappp@jccal.org or call 205-521-7306. Please provide your name, organization, address, telephone number, and email address.

Meetings will be held at the Jefferson County Courthouse, 716 Richard Arrington Jr. Blvd. N., Suite A-430, Birmingham, AL 35203, Commission Conference Room, second floor. Virtual attendance is available for each meeting, but registration is required.

Information will also be provided at this time regarding other HUD programs such as the HOME Program and economic development.

Birmingham City Schools will receive sealed bids for Ramsay High School Auditorium A/V Package. LEGAL NOTICE TO WHOM IT MAY CONCERN:

Notice is hereby given that a hearing will be held before the Department of Finance of the State of Alabama at the State Capitol, Room E-315, located at 600 Dexter Avenue, Montgomery, Alabama, at 2:00 p.m. (Central Time) on September 8, 2026, to determine whether consent should be given to PowerSouth Energy Cooperative (“PowerSouth”) to issue a Treasury Direct Note to the United States of America or any of its departments or agencies in the maximum principal amount of $138,531,000.

 

The proceeds of these loans will be used to pay for and to reimburse PowerSouth for capital expenditures incurred or made by PowerSouth for the engineering, procurement, repair, and construction of the CAES Unit at the Gary L. Smith generating plant, and the construction of transmission relating thereto, the acquisition of capital spares for the unit, and other system improvements related thereto.

 

Any person having an interest in these matters may attend the hearing and be heard on the question of whether the issuance of said notes serves some public need and is in the public interest.
