Homicide Investigation 

The Birmingham Police Department reports that detectives are conducting a homicide investigation. The incident occurred Tuesday, May 12, 2015 in the 3900 block of 9th Court Wylam.

The victim has been identified as:Henry Toles, B/M, 33, of Birmingham, AlabamaOn Tuesday, May 12, 2015 around 9:00 p.m. West Precinct officers responded to the listed location on a person shot.  Upon arrival, officers observed the victim being treatedby Birmingham Fire and rescue. It appeared the victim was suffering from multiple gunshot wounds to the body. The victim was transported to UAB hospital by Birmingham Fire and Rescue in critical but stable condition. The victim later died from his injuries.Our preliminary investigation revealed that the victim got into a verbal altercation with another male over a woman that supposedly is the suspect’s girlfriend. According to witnesses, the suspect shot the victim several times and fled the scene.

This is an ongoing homicide investigation and additional information will be released as it becomes available. If there is anyone who has information pertaining to the case, they are encouraged to contact the B.P.D. Homicide Unit @ 254-1764 or Crime Stoppers @ 254-7777

The Birmingham Police Department reports that detectives have arrested and charged a suspect in connection with a homicide investigation. The incident occurred Thursday, April 30, 2015 in the 2300 Block of 7th Way NW..

The victim has been identified as:Corey Smith, B/M, 22, of Birmingham, Alabama The suspect has been identified as:Corey Washington, B/M, 23, of Birmingham, Alabama. A Murder warrant with a $60,000 bond has been obtained against the suspect. The suspect is in the custody of the Jefferson County Jail.

Black Man Found Hanging From a Tree in Rural Georgia

Authorities in rural Georgia are investigating the death of a black man found hanging in a tree Monday, reports CNN.

While “nothing overt” suggests foul play, authorities haven’t ruled it out, according to Joe Wooten, special agent in charge with the Georgia Bureau of Investigation.

The man found hanging, identified as Roosevelt Champion, 43, was interviewed recently in connection with the death of a woman named Carol Lewis. It’s unclear what, if any, ties he had to her, and Wooten declined to speculate on whether there could be a connection between their deaths.

Champion’s body was found hanging by a passerby in Greensboro, which is about 80 miles east of Atlanta. His feet were touching the ground, and his knees were slightly buckled, Wooten said. There was nothing to suggest an immediate struggle.

When asked to discuss the context of a black man being found hanging in the South, Wooten said that he understands there’s a lot of concern about the case.

“We’re going to be as transparent as we can,” he said. “There’s no other way to be.”

In March, an African-American man was found hanging from a tree in Mississippi with bedsheets around his neck attached to a limb about 15 feet high. Claiborne County Sheriff Marvin Lucas identified that man as Otis Byrd.

“It could take a week, it could take two weeks, it could take months,” Lucas said about determining what happened to Byrd.

The conference begins on Sunday, May 17, 2015 at 4:30 pm with a tour and reception at BCRI.  The opening program begins at 6:00 pm with a panel discussion on “Reflections on the Legacy of Bonita Carter and Community Policing Today.” The program will touch upon how the 1979 shooting of Bonita Carter instigated change in Birmingham’s Police Department.  The moderator for the program is Mrs. Sherri Jackson, Weekday Anchor for CBS 42 News at 5, 6 & 10 o’clockPanelists include Dr. Richard Arrington, Jr., Former Mayor of City of Birmingham; Mr. Roger Stanton, Special Agent in Charge (SAC), FBI; and Chief AC Roper, Birmingham Police Department.

“This conference promises to provide insight and answers to some of the national questions being discussed across the country about the relationship between law enforcement and the African American community,” said Priscilla Hancock Cooper, BCRI Interim President and CEO.  “For the past ten years, this conference has been instrumental in bringing together local law enforcement and community leaders to promote communication and greater understanding.”

The conference continues on Monday, May 18 at BCRI from 8:00 am-3:00 pm with registration and continental breakfast from 8-8:30 am.  After opening remarks, morning sessions will focus on human trafficking, an area of growing concern for the FBI and local law enforcement.   

The discussion begins with a panel on “What is Human Trafficking?“ moderated by Ms. Tajuan McCarty, Founder, The WellHouse, Inc. with presenters Scott Santoro, Special Agent, Department of Homeland Security;  Brian Ozden, Special Agent, FBI, Atlanta Division; and MacArthur Butts, Intelligence Analyst (IA), FBI, Atlanta Division.  Captain Cathy Peoples, Commander, Community Services Division, Birmingham Police Department, will moderate a presentation on “Current Trends in Human Trafficking” by Benjamin Hawk, Trial Attorney, Human Trafficking Prosecution Unit, U.S. Department of Justice.

A “Lunch and Learn” session will feature presentations about how other federal  agencies deal with related issues, including the Equal Employment Opportunity Commission,
Department of Labor, and the Department of Housing and Urban Development.

The afternoon program, “After Ferguson, Implications for Police and Community Engagement,” will be moderated by Delois Smith, Vice President for Diversity at The University of Alabama in Huntsville.  The featured presenter is Christy Lopez, Deputy Chief of the Special Litigation Section of the Civil Rights Division at the U.S. Department of Justice, who will share insights from her oversight of the investigation of the practices of Ferguson, MO Police Department.   She will be joined by Stephen Kam, Unit Chief of the FBI’s Civil Rights Unit.  Richard Dickerson, President RAD Communications and Corey Ray of Hands Up Birmingham will share community perspectives.
