Inside Tanya Pugh-Johnson’s ‘Storefront to the Creatives’ in Downtown Birmingham

Joining a growing number of Black female-owned businesses in the city of Birmingham, Tanya Pugh-Johnson has opened an art gallery where faith, creativity and hard work intersect.

Her storefront, 16th Cross Pearson Wearable Art Gallery, the first Black-owned, wearable art gallery in Alabama opened in July and showcases work by local designers, artists and stylists.

Inside you’ll find the wistful black and white memories of acrylic on canvas, (by local painter A.Nichel) or the bold bright colors of Aaliyah Taylor’s handmade jewelry. Live models fill the window scape, wearing the work of local fashion designers and stylists.

Pugh-Johnson, 46, said her wearable art gallery is the fruit of a vision she received in October 2023 where she saw a platform and a microphone and saw herself standing under the platform, unseen but indispensable. “It’ll never really be about me,” she said. “God called me to be a vessel. To uplift and shine a light on others so that they can be seen.”

She knew her love of fashion would be at the heart of her business. “My favorite thing to do is to put it on,” she said. “The human body is a blank canvas. The masterpiece is on the inside.” Fashion is art because it is an expression of the masterpiece, she said. “It tells your story, tells us who you are.”

Her shop is unique in that it features a rotating selection of local African American artists and stylists including Aaliyah Taylor; A. Nichel; Nikki Manning Huntley, Bradford Caddell, Pansey Nelson, Samuel Kane and Allyson Ragland.

Pugh-Johnson said she was able to assemble a group of Black talent through “word of mouth, social media. “I met with each of them and so many of those initial meetings ended in tears and us hugging and praying because we just knew it was the right fit.”

Each creative has a 6–12 month contract for 16th Cross Pearson to feature their work, she said.

Behind The Name

Pugh-Johnson is the product of a generational embrace. Her grandmothers are behind the name 16th Cross Pearson. Her mother’s mother lived on 16th Street in Fountain Heights and her father’s mother lived on Pearson in the West End neighborhood. Pugh-Johnson was a latchkey kid and when she got home after school, she would sit on her grandmother’s stoop on 16th St. Johnson remembers seeing the MAX Transit bus pull up and her grandmother emerge, wearing her nurse’s uniform and slowly making her way up the street through the haze of the afternoon sun.

“It was like an Angel was walking toward me,” said Pugh-Johnson, pointing out that her grandmother was her beacon.

“I would feel so much excitement at finally seeing her coming up the street. As a kid it meant I could go play, but as an adult I know her presence meant so much more. She nurtured me, loved me unconditionally, and taught me resilience.”

Pugh-Johnson always had an entrepreneurial spirit. She left her full-time job in banking in 2019 and started a marketing business. “It did fairly well but it didn’t do as well as I wanted,” she said. “… I can tell you there was a moment when I thought God forgot about me. Plans and ideas that I wanted just weren’t coming into fruition. But I came to realize it wasn’t that God had forgotten about me, it was that I forgot who He was.”

When it came to the gallery, Pugh-Johnson said everything just fell into place. She received the vision in October 2023 and got funding from her aunt just a few months later in the beginning of 2024. “I went to her with my idea, and she told me she believed in me.”

And it all happened fast. Even when stressors popped up, like when it came time to find a building. Pugh-Johnson just knew she was supposed to be in a building off 3rd Ave, but she kept getting the run around from the realtor.

“She totally dismissed me. Wouldn’t call me back. I was devastated when I learned they sold to someone else. But within 24 hours I was notified about a place in the middle of 1st Ave. and it turned out to be perfect. The lease was signed within 30 days, before the old tenant had even moved out.”

Before she knew it, it was July 2024 and she was hosting her grand opening. Getting to this point was all about being able to act in the moment, Pugh-Johnson said.

“When God shifts, align,” she said. “We can become complacent if we stay in a space where God does not want us any longer.  If he shifts, you better learn.”

16th Cross Pearson is also about partnerships, said the business owner. For example, she partners with The Flourish Alabama (non profit that supports young artists) and showcases T-shirts designed by Birmingham City Students.) that gives access to exclusive work. “Everything we showcase here is one of a kind. You won’t find these pieces anywhere else,” she said. “It’s the storefront to the creative.”

The Gallery also fosters collaboration by eliminating gatekeeping. Many of the artists at 16th Cross Pearson have never shown in a gallery before. “We want to provide opportunities for untapped talent and provide a place for local creatives to sell their work,” she said.

Birmingham Public Library Archives Department Opens Seed Library for Patrons Through Gardening Club, Heirloom Society

The Birmingham Public Library (BPL) Archives Department hopes patrons will utilize their Seed Exchange at the Central Library to grow their own gardens. (BPL)

The Birmingham Public Library (BPL) Archives Department opened their Seed Exchange at the Central Library last month. The purpose of the Seed Exchange is to provide library patrons with a means to help grow vegetables, herbs, and flowers at home for free. It is self-serve and open for use anytime during library hours.

You can find the exchange on the third floor of the East Building in a repurposed card catalog near the Fiction Department.

Follow the steps below for an easy seed exchange:

  1. Fill out a one-time registration form and give it to a library worker at the Fiction Desk to the left of the exchange.
  2. Put your name on a blank seed log and place it in the binder labeled “Records.”
  3. Use the Inventory List to locate the type of seed and drawer number containing those seeds.
  4. Use the binder labeled “Plant Information” to fill out any information you need on the provided seed envelope.
  5. Find the tube of seeds in the drawer, and push in on both sides of the bottle at the same time to open it.
  6. Take a few seeds and place them in a provided envelope.
  7. Log any outgoing seeds or seeds that you are returning.

Personal logs are available anytime for future use in the Records Binder.

At the end of the season, BPL asks patrons to save and return a few seeds by placing them in the drawer labeled “Returned Seeds/Donations.” If unable to save seeds, then the library encourages Seed Library patrons to bring a store-bought packet or two to donate. This keeps the exchange going!

Along with the Seed Exchange, the Archives Department has a monthly garden club — the Heirloom Society — open to all ages and skill levels that hosts speakers, classes, and discussions centered around gardening, incorporating archival materials when possible. Wenonah High School Honors Sam Shade, Winning Football Player, Head Coach at Miles College

Wenonah High School paid tribute to one of its all-time football greats – Sam Shade – by hanging his high school and NFL jerseys during a ceremony on Thursday, September 26.

The event was held in the school gymnasium. In addition to the Wenonah Dragons football team, marching band, and cheer squad, in attendance were Superintendent Dr. Mark Sullivan, Birmingham Board of Education District 7 Representative Walter Wilson, and Wenonah Principal Dr. Willie Goldsmith, Jr., as well as friends and family of the honoree.

Shade, the current head coach at Miles College, graduated Wenonah in 1991. He went on to play football at The University of Alabama under the leadership of Gene Stallings and was on the 1992 National Championship team.

In 1995, Shade was a 4th Round pick in the NFL draft. He played eight seasons in the NFL as a safety for the Cincinnati Bengals and then for Washington.

In addition to his current role at Miles College, Shade’s football resume includes other coaching jobs. He was the special teams and defensive coordinator at Samford University, cornerbacks coach at Georgia State and assistant special teams coach for the Cleveland Browns. Shade accepted the head coach position at Pinson Valley High School in 2020 and led that team to a State Championship in his first year.

Prime Contractor bidders may obtain one complete set of Bidding Documents on or after September 9, 2024, from the office of the Chief Engineer of The Water Works Board of the City of Birmingham upon payment of a $300.00 deposit by company check or by certified check and signing a nondisclosure statement. No personal checks or any other form of payment except as noted will be accepted. This deposit shall be refunded in full to each prime contractor bidder upon the return of the Bidding Documents in a reusable condition within 10 days after the bid opening. Additional sets of Bidding Documents for prime contractor bidders, subcontractors, vendors or dealers may be obtained upon payment of said $300.00 deposit and signing a nondisclosure statement.  This deposit shall be refunded less the costs of printing, reproduction, handling, and distribution, upon return of the documents in reusable condition within 10 days after the bid opening. Company check or Certified check for documents shall be made payable to The Water Works Board of the City of Birmingham, 3600 First Avenue North, Birmingham, Alabama, 35222 and mailed to the Attn: Hattye McCarroll P.E.; Chief Engineer.  No additional charge will be made for delivery via UPS ground.  Those requesting shipment of documents via carriers other than UPS ground will be made at the requesting firm’s expense.  Partial sets of Bidding Documents will not be available to any Bidder.  Neither the OWNER nor the ENGINEER will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources.  No Bidder may withdraw or alter a bid within 60 calendar days after the actual date of the bid opening.

 

A mandatory pre-bid conference and site visit will be held at 10:00 a.m. local time on Thursday September 26, 2024, at OWNER’s Cahaba Pump Station Museum, located at 4012 Sicard Hollow Rd, Birmingham, AL 35243. All prospective Bidders and interested parties are required to attend the pre-bid conference.  The purpose of the pre-bid conference is to raise questions pertaining to the Bidding and Contract documents and for the OWNER or its representatives to clarify any points. HUB Resource Engagement Form (HUB Form 3) must be completed and included with all sealed bids for construction contracts with the BWWB.  Bids will NOT BE ACCEPTED from any Prospective Bidder who does not attend the mandatory Pre-Bid Conference.

 

Each bid shall be accompanied by a cashier’s check, drawn on an Alabama Bank, or bid Bond in the amount of five percent (5%) of the bid not to exceed $50,000.00 in the form and subject to conditions provided for in the Specifications.

 

The successful Bidder will be required to furnish a Performance Bond and a Payment Bond each in an amount equal to 100 percent of the Contract Award.

 

Bidders shall comply with all statutory requirements in accordance with the Instructions to Bidders. Bids will only be received from Contractors who are licensed by the State of Alabama.

 

Contract time of commencement and completion will be in accordance with the Agreement.

 

The Water Works Board of the City of Birmingham (“BWWB”) has adopted a voluntary Historically Underutilized Business (“HUB”) Program designed to encourage the participation of HUB firms in construction projects. To that end, the BWWB will never exclude any firm from participation in, deny any person benefits of, or otherwise discriminate in connection with the award and performance of BWWB contracts based on racial, gender, social, or economic status.

 

It is the intent of the BWWB to foster competition among contractors, suppliers and vendors that will result in better quality and more economical services for the BWWB. Under this program, the BWWB has established a goal of 30% participation of HUB firms for services required for BWWB construction projects. The BWWB’s stated goal will not be the determining factor in construction contract awards; rather bidders must demonstrate compliance with the Good Faith Efforts, more particularly outlined in the HUB Program, toward meeting said goal.

 

Failure on the part of a bidder to fully submit the information required herein may be considered by the BWWB in evaluating whether the bidder is responsive to bid requirements.

 

Alabama Code §31-13-9 (1975) provides that as a condition for the award of any contract by The Water Works Board of the City of Birmingham,  a business entity or employer that employs one or more employees within the state of Alabama shall provide documentation of enrollment in the E-Verify program.

 

Each Prospective Bidder must complete, as a condition for the award of any Contract by The Water Works Board of the City of Birmingham, the Certification Regarding Debarment in Section 00 20 10.  The Certification must be complete in its entirety and must be included with the Prospective Bidder’s Bid (NO EXCEPTIONS).

 

Legislature of Alabama Act 2013-205 grants the Alabama Department of Revenue (ADOR) the authority to issue certificates of exemption from sales and use taxes for construction projects for certain governmental agencies. Pursuant to Act 2013-205, Section 1(g) the Contractor accounts for the sales tax not included in the Bid Form by submitting an Accounting of Sales Tax-Attachment to    BWWB Bid Form. Failure to provide an accounting of sales tax shall render the bid non-responsive. Other than determining responsiveness, sales tax accounting shall not affect the bid pricing nor be considered in the determination of the lowest responsible and responsive bidder. After Notice of Award, Contractor and Subcontractor licensed by the State Licensing Board for General Contractors must comply with ADOR requirements for making an application for qualification of the exemption and are responsible for ADOR reporting requirements for the duration of the project.

 

If a Contract is to be awarded, it will be awarded to the Bidder with the best price on the best terms for the OWNER, who has neither been disqualified nor rejected pursuant to these Contract Documents, and whose Bid based on an evaluation by the OWNER indicates that the award will be in the best interest of the Project and will result in the lowest overall cost to the OWNER for completion of the project.  If a Contract is to be awarded, it will be awarded within 90 calendar days after the day of the opening of bids.

 

The OWNER reserves the right to reject any and all proposals, the right to waive irregularities or to accept any proposal deemed to be in the best interest of the OWNER.

  1. SCOPE OF WORK:

 

The project consists of upgrades to the existing AHU-9 on the 10th floor of  the UAB North Pavilion building as well as modifications to ductwork serving the 5th floor.  The scope of work includes architectural, electrical, and mechanical new work and associated demolition to facilitate the installation of new equipment.  The construction budget is anticipated to be between $500,000 and $600,000.

 

The work will be performed under a single Prime General Contractor who will coordinate the work of this project.  Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff.  The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

  1. SCOPE OF WORK:

 

The Project consists of a newly constructed 36,000 SF three story addition within the existing North Pavilion drive at the corner of 18th Street and 6th Avenue, creating a new Emergency Department entrance at 6th avenue, and renovations within the functioning Hospital building. The three story addition and work within existing Hospital space will consist of:

 

  • Emergency Department waiting room, triage, exam, isolation, resuscitation, behavioral health, and radiology spaces.
  • Expanded lab and trauma services.
  • 2 Elevators, mechanical space with new HVAC and Domestic Water equipment.

 

The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to limit disturbances, coordinate shutdowns, and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff, due to connection points being made to the existing buildings.  The Prime General Contractors, Mechanical Subcontractors (HVAC), Plumbing Subcontractors, and Electrical Subcontractors seeking to be pre-qualified will require experience with similar size and type healthcare projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

 

The estimated construction cost is between $40,000,000 and $45,000,000.

 

 

  1. PRIME GENERAL CONTRACTOR, MECHANICAL SUBCONTRACTOR (HVAC), PLUMBING SUBCONTRACTOR, AND ELECTRICAL SUBCONTRACTOR BIDDER PRE-QUALIFICATIONS:

 

Prime General Contractors, Mechanical (HVAC) Subcontractors, Plumbing Subcontractors and Electrical Subcontractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.

 

Only bidders who have completed the pre-qualification process and that have been approved will be eligible to submit a bid for the Project. Prospective Bidder’s Pre-qualification Package must be received by the Owner’s Project Manager no later than 4:00 PM CDST, Monday, October 7th, 2024 after which no further requests will be considered.

Bids:

Bids must be submitted on proposal forms or copies thereof furnished by the Architect. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of ninety (90) days.  The Owner reserves the right to reject bids if such action is determined to be in the best interest of the Owner.  The Owner reserves the right to revoke pre-qualification of any bidder in accordance with Section 39-2-12, Code of Alabama, 1975, as amended in 1997 (by Act 97-225). A. SCOPE OF WORK:
The project consists of the modernization of elevators 1-8 and 11 at the UAB Jefferson Tower Building. The scope of work includes elevator modernization, as well as minor mechanical and electrical work and associated demolition. The construction budget is anticipated to be between $600,000 and $800,000.
The work will be performed under a single Prime Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff. The Prime Contractors seeking to be pre-qualified will require experience with similar size and type projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The Contractor must have experience with representative projects as a Contractor (not as a Construction Manager, Program Manager, etc.)
B. PRIME GENERAL CONTRACTOR BIDDER PRE-QUALIFICATIONS:

This project consists of design and construction of upgrades to the electrical infrastructure including the bus riser at the Jefferson County Birmingham Public Safety Center. The full design scope includes the evaluation of the existing infrastructure, development of recommendations for repair or replacement, plans and specifications, preparation of bid documents, assistance in the bid process, and construction administration. Architectural and Engineering design services shall include plans for comprehensive demolition of existing infrastructure if needed and repair and replacement with upgraded or new systems. The new design should improve system reliability and safety with minimal disruption to existing electrical services during replacement.
General requirements: The A/E shall be responsible for the professional quality, technical accuracy, and coordination of the engineering and design work; construction documents shall be signed and “sealed” by the responsible registered professional architect(s) and engineer(s).
The A/E shall coordinate with the appropriate public utility companies and commissions, if required, to prepare connection designs according to the applicable guidelines. Submissions shall be prepared (and revised and resubmitted, if necessary) for securing approvals, class of service, permits, and service hook-ups.
The work shall comply with all applicable City of Birmingham, Jefferson County, State of Alabama, federal codes and regulations.  The work shall also comply with any applicable utility provider, construction industry and ASHRAE standards, requirements, and guidelines including 2024 NFPA 72, 2021 IBC, 2018 NFPA 101, 2022 NFPA 72.
The work shall conform with the “to be established” project budget and scope, once finalized, throughout planning, design, and construction.
The A/E shall make site visits, attend meetings, produce meeting minutes, make presentations, utilize the services of consultants, and submit required deliverables as necessary to execute specific parts of the work ‘to be established’ and in the Contract and the Scope of Work for the project. The A/E will be available to perform optional construction phase services at the agreed upon rate, if requested by the Jefferson County Commission.

The Work consists of but is not limited to the installation of approximately 546’ of 20” DICL “Zinc Coated” pipe including 90’ of which will be encased in a 36” steel encasement pipe extending under Cahaba Road; and 202’ of 8” DICL “Zinc Coated” pipe; and other miscellaneous associated items as necessary to complete the Work along Cahaba Road; Culver Road and Lane Park Road located in the City of Mountain Brook, Alabama.
Bids shall be based on unit price items and lump sum items as indicated on the Bid Form (Section 00410).

Each Prospective Bidder is required to visit the site(s) at which the Work is to be performed. The OWNER will not conduct a site visit with the Prospective Bidders.
Each Bid shall be accompanied by a certified check or Bid Bond in the amount of five percent (5%) of the bid not to exceed $10,000.00 in the form and subject to conditions provided for in Section 00435, Bid Bond.
The Successful Bidder will be required to furnish a Performance Bond and a Labor & Material Payment Bond each in an amount equal to one hundred percent (100%) of the Contract Award.
Bidders shall comply with all statutory requirements in accordance with the Instruction to Bidders. Bids will only be received from CONTRACTORS who are licensed by the State of Alabama.
Contract time of commencement and completion will be in accordance with the Agreement.

Each Prospective Bidder must read and provide documentation relative to the “Request for Company Product and Service Information Letter” and complete the “EEO Report Form” document for the corporation, partnership, joint venture, etc. submitting a bid included at the end of the Section 00200 Instruction to Bidders. These two (2) items must be included with the Prospective Bidder’s Bid.
Each Prospective Bidder shall read and understand the Alabama Department of Revenue’s (ADOR’s) sales and use tax exemption policy pursuant to Act 2013-205 Section 1(g)  [CONTRACTOR accounts for the sales tax not included in the Bid Form by submitting an Accounting of Sales Tax – Attachment to BWWB Bid Form].  Failure to provide an accounting of sales tax shall render the Bid non-responsive. Sealed Bids for the Repair and Rehabilitation of the Cahaba Pump Station Intake Structure Project will be received by The Water Works Board of the City of Birmingham Engineering Department, Attn: Chief Engineer Hattye McCarroll. Construction of Cahaba Pump Station Intake Structure Repair and Rehabilitation Project includes but not limited to the following scope of work:
1.    Mobilization and demobilization.
2.    Repair and rehabilitate defects in the concrete on the Cahaba Pump Station motor deck, valve room, intake room, and exterior walls. This includes removal, surface preparation and installation of repair materials on deteriorated areas and cracks as indicated on the drawings and as required in the specifications.
Bids shall be based on a lump sum plus contingency allowance items as indicated in the Bid Form.

INVITATION TO BID
Sealed bids for Highland Park Pro Shop – HVAC Replacement at 3300 Highland Ave. South, Birmingham, AL 35205 will be received by the City Architect in Room 220 Birmingham City Hall, Birmingham, Alabama until 3:00 p.m., Thursday October 17, 2024. Sealed bids will receive a time and date label to indicate timely receipt. All sealed bids received upon or prior to the stipulated time and date will then be publicly opened and read aloud in Conference Room 215 City Hall at approximately 2:10 p.m.
All bids must be on a lump sum basis.  Bids are to be submitted in duplicate on the Proposal Form provided with specifications.  No pre-qualification of bidders will be conducted prior to receiving bids.
Under the Alabama State Code, Section 39-1-1(e), as amended by Act #2023-497 and Section 39-2-4, it is required for any contract exceeding $100,000 that the Bidder submit with his bid, either a cashier’s check, drawn on an Alabama bank, or a bid bond, executed by a surety authorized and qualified to make bonds in Alabama, payable to the City of Birmingham, in an amount equal to five percent (5%) of the bid (subject to a maximum of $10,000.00).  In order for a bid to be considered, it must be accompanied by an acceptable bid bond or cashier’s check.
Any bid submitted for an amount of $50,000 or more, the bidder must be a licensed general contractor in the State of Alabama in accordance with Section 34-8, of the Alabama State Code.  Contractor’s license number shall appear on the outside of the envelope used to submit bid.
A Performance Bond in the amount of 100% of the contract amount and a Statutory Labor and Material Payment Bond in the amount of 100% of the contract amount will be required from the successful bidder at the signing of the contract.  Also, proof of insurance will be required when the contract is signed.  The City will review bonds and insurance and execute the contract within twenty (20) days unless the successful contractor agrees to an extension in writing.
A Pre-bid Conference to review and discuss the project will be held at 2:00 PM. on October 1, 2024 in Conference Room 220-Birmingham City Hall 710 20th Street, North Birmingham, AL 35203.  Attendance at the Pre-bid Conference is MANDATORY and shall be deemed a consideration of a bidder’s responsiveness, in addition to any other stipulations.
Bid documents may be viewed and purchased through the City of Birmingham online plans room site at https://www.birminghamplanroom.com/.  Any cost for reproduction shall be the responsibility of bidders.
Since award may not be made within thirty (30) days, no bid may be withdrawn for a period of sixty (60) days after the date of the bid opening.

IMPORTANT BIDDER INFORMATION
Bidders are expected to prepare their bid to include all necessary material, labor, bonds, permits, overhead, profit, taxes, insurance, etc. costs.  It is not the City’s obligation to bring mistakes/omissions in bid to bidder’s attention.  If after bid opening, a bidder determines he has a mistake in bid, he may seek withdrawal of his bid without forfeiting his bond, if the request is in writing within three (3) work days after the bid opening, and is accompanied by clear and convincing evidence of the mistake.
All cashier’s checks or bid bonds will be returned immediately after bids are checked and tabulated to all except the three (3) lowest bona fide bidders.  Bid bonds shall be returned to the three (3) lowest bona fide bidders when the contract is signed and performance and payment bonds and insurance are furnished by the successful bidder.  If award is not made within fifteen (15) days after bid opening, all bid guarantees will be returned except for those of the potentially successful bidders.  If after sixty (60) days, no award has been made, all bids shall be rejected and the potentially successful bidder’s guarantee will be returned unless the bidder agrees in writing to a time extension.  If a time extension is effected, bidder may substitute any cashier’s check for a satisfactory bid bond.
Any contract resulting from this Invitation to Bid shall not be assignable without prior written consent of the City.  Under no conditions, shall the contract be assigned to an unsuccessful bidder whose bid was rejected as non-responsive and/or non-responsible.

A. GENERAL SCOPE OF WORK:
The scope of work includes a renovation to the existing 94,00 SF 2-story Carraway Parking Deck 4 including general cleaning, painting, new architectural railings, security fencing, selective structural repairs, new electrical power and lighting, new concrete access drives, site paving, and other work indicated in the Contract Documents.
B. PRIME GENERAL CONTACTOR PREQUALIFICATIONS:
Prime General Contractors bidders interested in submitting a proposal must apply for a pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975.  A copy of bidder’s current Alabama contractor’s license is to be included in the pre-qualification submittal.
Only Prime General Contractors that have completed the pre-qualification process and that have been approved will be eligible to submit a bid for the Project.  Prospective Bidder Pre-qualification Packages must be received by the Birmingham-Jefferson Civic Center Authority Purchasing Manager, no later than 10:00 AM local time on Friday, September 20, 2024, after which no further requests will be considered.

C. BIDS:
The Birmingham-Jefferson Civic Center Authority will receive sealed Bids for this project. Bids must be received for public opening on Tuesday, October 8, 2024, at 10:00 a.m. in the Forum Building, 2nd Floor, Meeting Room E, located at 950 22nd Street North, Birmingham, AL 35203.  All bids received via courier, after 10:00 a.m. on the bid date will be retained in the file unopened.
No Bids will be accepted after the time stated for the receipt of Bids. This requirement will not be waived.  The cell phone of the Purchasing Manager will be used to determine the correct time as determined by the Purchasing Manager, or her designated representative.  At the time stated above, the Proposals will be opened and publicly read aloud.
All Bids must be on a lump-sum basis. The project consists of upgrades to the existing AHU-9 on the 10th floor of  the UAB North Pavilion building as well as modifications to ductwork serving the 5th floor.  The scope of work includes architectural, electrical, and mechanical new work and associated demolition to facilitate the installation of new equipment.  The construction budget is anticipated to be between $500,000 and $600,000.
The work will be performed under a single Prime General Contractor who will coordinate the work of this project.  Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff.  The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. Richard Wayne Quick, 71, of Brandon, MS passed away on September 6, 2024.
Mr. Quick was born on Oct 15, 1952, in Birmingham, AL to Gerald Quick and Ruby Quick. He attended Berry High School. He married Cherylle Oakes, and together they had three children. He worked at Golden Flake Snack Food as a Regional Manager.
Mr. Quick was preceded in death by his parents Gerald and Ruby, and his wife Cherylle Quick.
He is survived by his siblings, Geraldine, Ray and William; his children, Jacob (Tonya), Jerry (Emily), and Josh; grandkids, Colby, Jersi, Taylor, Dessa; and great grandson, Hayes.
A graveside service will be held at Elmwood Cemetery on Sept. 21st at 1:00 pm Section 48.

Woodfin Delivers Remarks at White House as Biden Signs Executive Order to Combat Gun Violence

With elected officials from across the nation, survivors of gun shootings and governmental officials in attendance, Birmingham Mayor Randall L. Woodfin joined President Joe Biden and Vice President Kamala Harris in the East Room of the White House on Thursday to address gun violence in America.

Less than a week after a mass shooting on Birmingham’s Southside left four dead and 17 wounded, Woodfin was invited to the White House and stood alongside Biden as the President signed an executive order to direct federal agencies to combat the emerging threats of Glock switches — machine gun conversion devices — and un-serialized, 3D-printed firearms.

Woodfin, who lost an older brother to gun violence in 2011, delivered remarks after being introduced by Harris as a “local and national leader.”

“Saving lives should not be partisan, saving lives should not be Democrat or Republican,” Woodfin said, “… saving lives is the most American thing we can do together. We’ve been working with our U.S. Attorney, with the Justice Department to get machine gun conversions like Glock switches off our city streets, but still my community, and I imagine other communities, are still finding the use of these devices at crime scene after crime scene.

He continued, “That’s why I am grateful to our President, that’s why I’m so grateful to our Vice President as well, who today are taking more action to help people not only in Birmingham but across our country. Today we loosen the grip that gun violence has on our communities.”

Police say a gun with a Glock switch was among the weapons fired, resulting in the carnage left behind last Saturday in Birmingham. “This is not the first occasion, unfortunately, in 2024, where we’ve seen the style of weapons, the number of bullets on the scene possibly converted automatic weapons being used in our streets,’’ Woodfin said on Sunday

The mayor has previously called Glock switches “the number one public safety issue in Birmingham and the state … Ban Glock switches. This shouldn’t be up for debate … We need our legislators to pass laws that save lives and give local authorities the tools (laws) to arrest those who just drive around and walk around with these weapons.”

Since Saturday’s incident, Woodfin has met with city, county, state, and federal law enforcement as well as with area business owners in the 5 Points South entertainment district to discuss resources and solutions. He also continues to reach out to Saturday’s victims and their families offering the city’s condolences and support.

Following Thursday’s signing of the executive order returned immediately to Birmingham and to work with law enforcement to find those responsible for Saturday’s violence and work to build a safer Birmingham. The city continues to seek the public’s assistance in helping to capture those responsible for Saturday’s violent event. The reward for information related to this case totals $100,000.

“I will not rest until these murderers are brought to justice,” he said. “I am committed to doing everything within my power to make sure that criminals cannot gun down innocent people with no regard for life. I will continue to call for changes in our local, state, and federal systems and also lobby for resources. I do this in honor of those who were impacted on Saturday and for all of Birmingham’s victims of senseless gun violence.”

Birmingham Condemns Bankhead Towers Apartment Complex

The City of Birmingham has announced the condemnation of Bankhead Towers, a high-rise apartment complex for residents age 62 and older.

A notice to vacate was plastered on the front doors of the complex, urging residents to leave as soon as possible. Bankhead Towers was originally built as a hotel in 1926 but was subsequently converted to subsidized apartments in the mid-1970s.

The notice reads as follows:

“Whereas, it has been determined by appropriate inspection that the building to which this order is attached does not comply with the provisions of ordinance No.15-164 of the general code of Birmingham, Alabama, SEC. 108.5 of the property maintenance code as codified in the city of Birmingham Technical Code, 2015. All persons are hereby warned that it is unlawful to rent, lease, occupy, or permit the use or occupancy of this building for human habitation or as a place of employment for humans, or to remove or deface this placard except as provided in section 108.4.1 of the property maintenance code for the city of Birmingham, 2015. Any person failing to comply with said notice shall be deemed guilty of a misdemeanor or civil infraction as determined by the local municipality and the violation shall be deemed as a strict liability offense which may impose fines up to $500.00 per day for each offense.”

City spokesperson Rick Journey confirmed that the city is working to determine residents’ next steps and making sure their well-being remains a “top priority.”

HBCU Weekend Football: Miles College Looks To Build On Winning Ways

Coming off its first win of the season in a dominant fashion, Miles College (1-2, 1-0) will go on the road for its second game in the Southern Intercollegiate Athletic Conference (SIAC) against Allen University (0-1, 1-2) on Saturday, Sept. 28. The kickoff is set for 1 p.m.

The Golden Bears got their offense moving last weekend in the team’s 42-32 victory over Lane College. Quarterback Kamren Ivory put on a great performance completing 18-of-28 passes for 284 yards with three touchdowns. Wide receiver Jaih Andrews was one of his big targets catching five passes for 100 yards and two TDs.

The Golden Bears can really light up the scoreboard when the offense is moving the ball through the air and on the ground. Running back Jonero Scott has given Miles College solid rushing attack and can get to the outside with his quickness. He had 20 carries for 101 yards in the win over Lane College.

Miles College would like to get a big win away from home and maintain some momentum in conference play. This early season matchup with Allen University should be a good one.
In other action in the SIAC, Tuskegee University (0-3, 0-1) will visit Edward Waters (1-3, 1-1) on Saturday, Sept. 28. The kickoff will be at 7 p.m. Tuskegee dropped a 20-16 decision to Savannah State last week. The Golden Tigers are led by two defensive standouts with defensive lineman Terence Maize and linebacker Kaquan Kimber. Maize and Kimber are two great tacklers and give TU’s defense a boost. The Golden Tigers are looking to turn the corner and land their first win of the season.

In the Southwestern Athletic Conference (SWAC), Alabama State (1-2, 0-0) will travel to Bethune-Cookman (0-4, 0-0) on Saturday for a 2 p.m. kickoff. The Hornets suffered a 12-7 loss to Samford University last week. ASU linebacker Rico Dozier, a real difference maker, should be a player to watch.

Alabama A&M (2-2, 0-0) was to face Florida A&M (2-2, 0-0) on Saturday, Sept. 28, but the game has been rescheduled due to Hurricane Helene. AAMU is coming off a lopsided 59-16 loss to Austin Peay last week. The Bulldogs will battle the Rattlers who are currently ranked as the No. 1 HBCU football team in the country according to The HBCU Football Media Poll. This should be quite a challenge for AAMU.

What the Rift Between Birmingham Mayor Woodfin and State Rep. Givan Means for Residents, According to Local Leaders

A number of Black leaders across Birmingham have been following the back and forth between Mayor Randall Woodfin and state Rep. Juandalynn Givan, D-Birmingham, since last week’s mass shooting in Five Points South with a sense of bewilderment.

The public spat between the two has played out on social media and during some television and talk radio interviews. The concern, many leaders say, is the impact the quarrel has on the people who need leadership the most during a time of crisis – the residents, especially in the African American community.

Of the 135 homicide victims in Birmingham last year, 96 were Black males, 19 were Black females for a total of 115, according to AL.com. That’s a staggering 85 percent of all murder victims.

“There’s an old African proverb: ‘When the elephants fight. The grass suffers,’” said popular radio talk show host Gary Richardson, who is president and CEO of Richardson Broadcasting Corporation (which operates WJLD 1400 AM and WAYE 1220 AM). “The grass in this case is ‘the people.’ We don’t need our leaders fighting. We have too big of a problem to get mired down in petty differences.”

“We have to be able to disagree with one another because we are not a monolith, but there’s a way to do that … what we’re seeing is uncalled for,” said Horace Huntley, Ph.D, a retired professor from the University of Alabama at Birmingham. “We have to agree to disagree, but do it in a manner in which it’s going to not have an adverse effect … which seemingly is happening when you do it in a way the two of them are doing it.”

Last weekend, authorities in Birmingham said “multiple suspects” opened fire in Birmingham’s busy entertainment district, killing four people, injuring 17 and leaving city residents shaken.

Givan said Monday that maybe the Alabama National Guard needs to be deployed to help the short-staffed Birmingham Police deal with the city’s violent crime problem.

Woodfin posted a dig at Givan on social media on Monday. On his Facebook page, the mayor shared headshots of all the state lawmakers representing Jefferson County to say thanks “for working in partnership with City of Birmingham to address our public safety issues.”

But on Givan’s photo, the mayor added in red text, “not you.”

Meanwhile, Givan responded by posting a collage of Birmingham’s homicide victims in 2022 and 2023, writing of 2024 that 2024 “unfortunately the numbers continue to grow.”

“This is the board that should matter to the mayor,” Givan wrote, referring to the photos. These lives lost under his leadership and the murders unsolved!!!”

The state lawmaker said she stood by her National Guard comments and said the mayor owes her an apology over the meme.

“Bodies are dropping like water from a running faucet in Birmingham and the mayor has the time do a scratch off of me? I’m unmoved and certainly unbothered by such a temper tantrum move by a boy with a big job!”

Asked during a press conference Tuesday about Givan’s statement about the National Guard, Woodfin said, “That’s just a whack statement.” (A spokesperson for Gov. Kay Ivey said on Wednesday the governor has no plans to deploy the National Guard.)

Reached late Wednesday evening for comment about the rift, Woodfin told The Birmingham Times that he wants to “work with the Jefferson County delegation in addressing the issues of public safety.”

Givan, reached late Wednesday, told The Birmingham Times much of what she has been saying for the past week.

In a WBRC interview on Monday the state Rep. stated that the city was “unsafe” and “under siege.” On Tuesday, she told 1819 News that she was disappointed that Woodfin decided to engage in personal attacks while his city was in disarray. “That’s it for me,” Givan told the outlet. “You’re a little boy in a big job … I can only speak to the city of Birmingham where I am. It’s a crisis everywhere.”

What surprised some is that Woodfin and Givan have a lot in common: both are lawyers; both attended HBCUs (Woodfin, Morehouse College; Givan, Miles) and both serve many of the same constituents in Birmingham. And since the shooting both have talked in their own ways about initiatives to make a safer city, including a robust police force.

“People get along and they don’t get along,” Givan told The Times late Wednesday. “That’s not going to stop anybody from dying in Birmingham, it’s not going to make resolutions come any faster … if someone asks me a question, I’m going to answer.”

The one question many have been asking is whether Givan is planning to run for Birmingham mayor next year. Right now, she doesn’t live in the city.

“You have a certain amount of time to move or be living in the city limits before you qualify,” she said, ” … people do it all the time.”

Both elected officials — Woodfin is seeking his third term as mayor; Givan was first elected to the Alabama House of Representatives in 2010 from the 60th District — are “two strong-willed individuals; two strong personalities … [but] we have too many problems to deal with,” Richardson said. “This gun culture, this gun violence, these gun laws … have become open season on our community.”

With two prominent leaders at odds, “That’s not the kind of front we need to show if we’re going to regain control on what’s going on in the city,” said Bishop Jim Lowe, Senior Pastor of the Guiding Light Church in Birmingham, “people need to sit down and talk … If our leadership is not unified the people will not be unified. That’s the problem we have right now. The leaders are not unified.”

Huntley, the retired UAB professor, who has worked extensively in the fields of Civil Rights, Labor History, Black History and African American Studies has seen this kind of rift before. Dr. Martin Luther King Jr. and the Rev. Fred Shuttlesworth had bitter disagreements during the early days of Birmingham’s Civil Rights Movement.

“But those disagreements were fought behind closed doors, they stayed in the closet,” Huntley said. “When you come out you should be unified.”

The same united front is needed now as much as ever, said those interviewed.

“We’re not going to win around our differences but around our humanity,” said Steven Hoyt, former Birmingham City Councilor and pastor of Noble Chapel CME Church in Southwest Birmingham. “No one person has all the answers, but you might come together collectively to say how do we deal with this … these young folks are killing without conscious. There’s a serious disconnect in my estimation with humanity because no one seems to care. You have to find common ground and I haven’t seen it in the last few days.”
