Mayor Appoints Interim Deputy Chief of Special Operations for BPD

Mayor Randall L. Woodfin has named Lt. JaCorey Foster Interim Deputy Chief of Special Operations with the Birmingham Police Department. The appointment takes effect immediately.

Foster is a 20-year veteran of the department. He has served in various capacities including patrol officer, field training officer, shift supervisor, and was recognized as Supervisor of the Quarter in 2019.

As a member of the U.S. Marshals Gulf Coast Regional Fugitive Task Force, Foster worked with various state and federal agencies to reduce violent crime in the city, state, and Southeast. As part of the Special Enforcement Division, he the managed day-to-day operations of the Vice/Narcotics Unit, Crime Reduction Team, Federal Task Force Officers, and the Special Enforcement Team.

Foster’s training and certifications include Basic and Advance Special Weapons and Tactics (SWAT), the National Incident Management System, and Undercover and Fugitive Operations. He is a recipient of the FBI-LEEDA Trilogy Award and BPD’s Heroism and Valor Award.

A Birmingham native, Foster graduated from Wenonah High School and earned a Bachelor of Science Degree in Criminal Justice from Oakland City University.

The position of Deputy Chief of Special Operations was vacated upon the appointment of Michael Pickett as Interim Chief of Police.

Foster will join the BPD Command Staff made up of Interim Chief Pickett, Interim Assistant Chief Edmond Hanks, Deputy Chief of Administrative Operations Rodarius Mauldin, Deputy Chief of Investigative Operations Jeffrey Brown, and Deputy Chief of Patrol Operations Onree Pruitt.

DeJuana Thompson has been elected Chairwoman of The Housing Authority of the Birmingham District (HABD) and Abra Barnes as Vice-Chairwoman during the agency’s annual board meeting.

Thompson, formerly vice-chair, replaces former Chairman, Dennis G. Pantazis.

“I am honored to step into the role of Chairwoman of the HABD Board of Commissioners,” Thompson said. “Over the last four years, I have walked our communities, met with our leaders, and served the mission of the HABD alongside my fellow board members.

“This is a critical time in our country and communities as public and affordable housing is being reimagined. As we look forward to our work this year, I am excited to champion innovation, education, restoration, and strengthening community spirit.”

‘Shock Wave’ in Alabama as Some Institutions, Leaders Assess Trump’s Campaign to End DEI Initiatives

Numerous leaders and institutions in Alabama — including The Birmingham Civil Rights Institute (BCRI), a non-partisan, non-political institution, and U.S. Rep. Terri Sewell — are expressing alarm as President Donald Trump rolls back Diversity, Equity and Inclusion (DEI) initiatives.

“We cannot remain silent over President Donald Trump’s reversal of President Lyndon Johnson’s 1965 Executive Order that promoted equal opportunity for people of color and women in federal contractors’ recruitment, hiring, training and other employment practices,” wrote Rosilyn Houston, Chair, BCRI Board of Directors, in a statement on Sunday. “This is merely the latest shock wave in the relentless rollback of Diversity, Equity and Inclusion (DEI) initiatives at the federal and state levels as well as in the private sector.”

On Saturday, Sewell called on the U.S. Air Force to reinstate a Tuskegee Airmen history video recently removed from the military instruction curriculum following Donald Trump’s executive orders banning (DEI) across the federal government.

“The Tuskegee Airmen bravely fought and died for our freedom before this nation even granted them full benefits of citizenship,” said Sewell, D-Birmingham. “To strip them from the Air Force curriculum is an outrageous betrayal of our values as Americans. Their heroism is not ‘DEI.’ It is American history. I’m calling on the Air Force to immediately reverse this decision. We will not let our history be erased.”

[UPDATE — Secretary of Defense Pete Hegseth on Sunday said the removal of Tuskegee Airmen videos and curriculum about the Tuskegee Airmen from its military instruction curriculum “has been immediately reversed.”]

Trump, during his inaugural address Monday, vowed to end federal DEI practices, which he alleges are the government’s efforts to “socially engineer race and gender” into public and private lives. He then signed an executive order aimed to dismantle federal DEI programs.

The decision drew immediate outrage from many groups.

“We stand with federal employees and those in the private sector threatened by this executive order which poses a threat to civil rights and equal opportunity in the workplace for all,” wrote Houston. “There are livelihoods at stake with people on the cusp of losing their jobs, just because the jobs are just. We call on President Trump, the U.S. government, all state governments, and the American private sector to stop the attacks on DEI so that all people can have an opportunity to pursue the American dream.”

In 2007, President George W. Bush awarded the Tuskegee Airmen the Congressional Gold Medal in a ceremony at the Capitol Rotunda.

All of the nearly 1,000 Black military pilots who trained in the U.S. during World War II did so in Tuskegee, a city of about 8,700 residents today that is 87 percent Black.

Mark Brown, president and CEO at Tuskegee University, also said “the story of the Tuskegee Airmen is not one of diversity and inclusion rather it’s an American story of the evolution of Air Power and inclusion of all available talent.”

Brown, who spent 32 years in the Air Force culminating as the Deputy Commander of Air Education and Training Command, added, “the Tuskegee Airmen story is truly an American story. Collectively, these experiences help build the world’s greatest Air Force.”

The history video, which describes the exploits of the groundbreaking Black airmen trained in Tuskegee during World War II, was part of a DEI-related course taken during basic military training at Joint Base San Antonio-Lackland, a hub of Air Force training.

Journalist Edward T. Bowser on Co-Writing a Memoir with Birmingham Mayor Woodfin

When Birmingham Mayor Randall Woodfin needed help putting his memoir from pen to paper, he reached out to veteran journalist, speechwriter and city Deputy Director of Communications Edward T. Bowser.

“When he decided, way, way back in 2022 [to write the book the mayor] was like, ‘You’re the guy who’s already working with me. You have my voice. It’s only right for you to tell the story’.”

Bowser was the right person not only because the duo have been working alongside each other since 2018 when Bowser first joined the mayor’s team, but also because of their friendship that began after Bowser moved from Virginia to Birmingham in 2009.

“I had known him in my early years moving to Birmingham and he was one of my early connections, and when he I saw him go through the school board and watched his journey. So, there was a friendship there,” Bowser said.

Woodfin previously served as president of the Birmingham City School Board from 2013–2015.

On Friday, Bowser’s wife, See Jane Write Founder Javacia Harris Bowser, hosted a conversation at the Birmingham Public Library‘s Central location, 2100 Park Place, with Woodfin and Edward Bowser about Woodfin’s debut memoir.

Even though Edward was willing to help write the memoir, the assistance came with one condition, he said. “The one caveat that I had — and I was adamant about this — is I wanted to make sure that [he] just authentically tells his story. I didn’t want this to be a political book. I didn’t want us to push any agenda. I just want it to be I want the reader to read it and feel like they’re having a one-on-one conversation with Randall, with the man.”

From there, Edward tapped into the skills from his decades-long career, writing for multiple news outlets including AL.com, several advertising agencies and his own pop culture/hip-hop news blog SoulInStereo.com, to make the “Son of Birmingham” a reality. Edward and Woodfin sacrificed early mornings, late nights and weekends outside of city business hours to mold Woodfin’s voice.

As the speechwriter and political leader met over words, they also strengthen their bond through the culture and music that shaped both of their lives through groups like Outkast, the Atlanta, Georgia-based hip-hop duo featuring Antwan “Big Boi” Patton and André “André 3000” Benjamin. All 14 chapters of the book are titled after singles by the Grammy Award–winning group.

“We might make a random reference to an Outkast song. He might throw out an 80’s movie quote in a speech,” Edward said. “[The mayor] does have a great love for hip-hop and movies, and that shaped the way he approaches just life in itself, whether it’s healing, whether its lessons learned in the music, those were all big parts of who he is, and that made him the leader that he is today.”

The seasoned journalist admits that although the memoir only took five months of actual writing time from November 2022 to the spring of 2024, the entire book development stretched out nearly two years as the mayor of Birmingham picked up new titles in his life — as a husband, stepfather and father — which led to new chapters in the memoir.

Even though the book centers around one “Son of Birmingham”, Edward wants people to know that the book it’s about all of the sons and daughters of the Magic City especially within the Black communities of Birmingham and how they can pull strengths and lessons from Woodfin’s experiences navigating the city through the disappearance and death of Camille “Cupcake” McKinney” in 2019 and the civil unrest during the 2020 George Floyd protests.

“I want a 15-year-old who works at the grocery store, as [Woodfin] did, to pick up this book and see themselves in his story and be like, ‘Man, I can be the mayor of my city too’, because this is the journey that he went through.”

“This book is a representation and just reminding people that leadership, you can be who you are and still be a leader,” said Edward.

As Trump Rolls Back DEI Policies, Birmingham Mayor Woodfin: ‘Inclusion is Not a Bad Thing’

Birmingham Mayor Randall Woodfin spoke on CNN Thursday, discussing President Donald Trump’s executive orders and his views on how they might impact the city.

Trump signed executive orders Monday rolling back protections for transgender people and terminating diversity, equity and inclusion (DEI) programs within the federal government in what he described in his inauguration speech as a move to end efforts to “socially engineer race and gender into every aspect of public and private life.”

Both are major shifts for the federal policy and are in line with Trump’s campaign promises.

Alabama has had DEI laws in place before the executive order.

“Americans are witnessing the Alabamafication of federal government,” Woodfin said in the interview. “We’ve seen in Alabama, legislators create laws to get rid of DEI and the governors signed into law that removing DEI from colleges and universities and other aspects throughout the state. We’ve seen this dance and the unfortunate part is other Americans have to witness this at the national level.”

Democratic leaders in Alabama pointed to America’s history of preventing prejudice.

“The importance of that is in recognizing the law that’s been a law of our land since 1964 when the civil rights bill was passed and when it became illegal to discriminate,” stated Judith Taylor chair Tuscaloosa County Democratic Party.

Republican leaders from Alabama acknowledged the future without D.E.I.

“Everyone must be treated equally regardless of race so I think he’s following where the legal landscape is in the country in the year 2025 stated,” Paul DeMarco former Alabama state representative.

Woodfin went on to discuss what he believes about the use of the words and how they are used across the country and in politics.

“We’ve made the words ‘diversity.’ We made the words ‘equity.’ We, as in others, have made those words ‘inclusion’ bad words. Inclusion is not a bad thing. There’s no such thing as going too far as it relates to being inclusive. There’s no such thing as going too far as it relates to equity. This is America. Equity is the right thing to do. There’s no such thing as diversity being bad. America is a very diverse place. I think diversity, equity and inclusion has been weaponized for some to use to say it’s taken away from others, but what it’s really doing is making sure we’re intentional…,” Woodfin said in the interview.

Asked about how Birmingham will handle the executive orders, Woodfin responded with the following.

“Birmingham has always been a welcoming city. … I think our police force is really focused on the public safety of our citizens. We’re focused on gun violence. We’re focused on the things that we deem necessary to keep citizens safe. We also have a priority to hire more officers and we’re already short officers, if that makes any sense.

“Our key priority is making sure that we are actually policing our streets. Our priority is making sure that we can tackle gun violence and when you think about it, there’s this conversation on one hand about ICE and immigration. And then we’re not paying attention to the fact that a city like Birmingham is facing gun violence at a unfortunately high rate. They’ve just gotten rid of the Office of Gun Violence Prevention at the White House.”

He ended the interview by saying, “The real focus should be on the American people and making sure people are safe, making sure we improve quality of life. We haven’t seen that in the last 48 hours.”

Exhibit of New Paintings by Jourdan Truth McGowan Opens at Birmingham Public Library

Birmingham Public Library’s first exhibition of 2025 has just opened in the Fourth Floor Gallery at the Central Library. Issues is a series of new canvases by local artist Jourdan Truth McGowan.

The featured paintings are reinterpretations of iconic magazine covers, in which McGowan makes bold commentaries on culture, politics, religion, and other topics. Issues will be on display through Friday, April 18.

A reception honoring McGowan was held recently in the Fourth Floor Gallery. The reception also honored potter Larry Allen, whose exhibition Vessels of Possibility is currently on view in the Lobby Gallery.

The paintings showcased in Issues invite viewers to engage in meaningful reflection and dialogue on the pressing challenges of our time. McGowan describes his piece Time — Stop the Violence BHAM.

“In this painting, I sought to bring attention to the ongoing, senseless violence that has plagued our city for far too long,” McGowan said. “At its center is a young boy kneeling under a lone streetlight in downtown Birmingham, his small frame illuminated as he prays for peace.

“Another piece of graffiti reads ‘black on black crime,’ though it has been smeared and is barely legible now, a painful reminder of the harsh realities the city has faced. Amidst this chaos, the boy remains calm in prayer […]. He is a symbol of hope and resilience […] even in the face of such overwhelming violence.”

McGowan is a full-time artist from Enterprise, Alabama. He has made Birmingham his home for the past eight years. Driven by a passion for both sports and art, McGowan’s journey has been one of transformation and courage. Growing up in a sports-focused environment, Jourdan eventually found himself drawn to a deeper calling — the world of art. This realization led him to change his major to art while attending Stillman College. He completed a Bachelor of Fine Arts at The University of Alabama in 2017.

According to McGowan, he brings his own experiences and cultural heritage into every brushstroke of his paintings, telling stories that are both inspirational and deeply human. His art speaks to people of all backgrounds, transcending barriers to connect on a universal level. Today, McGowan is the proud owner of The heART Gallery in Enterprise, Alabama, where he curates rotating exhibitions and maintains a permanent collection of his own work.

McGowan’s artwork has been featured in shows at the Sarah Moody Gallery of Art and the Ferguson Center at the University of Alabama, the Grand Bohemian Gallery in Mountain Brook, and the Botanical Gardens Library Gallery in Birmingham. Sealed Bids for the construction of the Shades Mountain Filter Plant Short-Term Residuals Handling Improvements Project will be received by The Water Works Board of the City of Birmingham Engineering Department, Attn: Hattye McCarroll. P.E.; Chief Engineer, 3600 First Avenue North, Birmingham, Alabama 35222 until 10:00 a.m. local time on February 6th, 2025. Bids received after said time will be rejected and returned unopened.

 

Construction of Shades Mountain Filter Plant Short-Term Residuals Handling Improvements Project includes but not limited to the following scope of work:

 

  1. Mobilization and demobilization.
  2. Perform demolition work as indicated in the drawings.
  3. Furnish and install automated isolation plug valves on existing 8” auger drain lines for both centrifuges.
  4. Install OWNER’s procured motorized actuators on the diverter valves in the basement.
  5. Upsize the sump pumps and associated piping, valves and appurtenances in the basement sump pit.
  6. Create new sump pit in the basement between the truck containment area and the rollup door along with required submersible pump and piping.
  7. Upsize the sump pumps and associated piping, valves and appurtenances in the wet well next to Thickener No.1.
  8. Furnish and install new conveyors system, including inclined conveyors, offload conveyors, with interconnecting chutes and the supports of all equipment.
  9. Create a new offload bay in the basement, including a hopper with supports, a new opening on the north wall with motorized roll-up door installed, retaining wall, and concrete driveway connecting to the existing roadway.
  10. Re-route service water, drain and electrical utility lines as indicated in the drawings.
  11. Furnish and install new air compressor in the operation floor.
  12. Furnish and install new HVAC system in the operating floor and basement with the associated monitoring and alarm systems.
  13. PLC upgrade for the existing centrifuge control panels.
  14. Electrical, instrumentation and controls, and integration with SCADA associated with the above-mentioned work.

 

Bids shall be based on a lump sum plus unit price items plus contingency allowance items as indicated in the Bid Form.

Prime Contractor bidders may obtain one complete set of Bidding Documents on or after December 9th, 2024 from the office of the Chief Engineer of The Water Works Board of the City of Birmingham upon payment of a $300.00 deposit by company check or by certified check and signing a nondisclosure statement. No personal checks or any other form of payment except as noted will be accepted. All prospective Bidders and interested parties are required to attend the pre-bid conference.  The purpose of the pre-bid conference is to raise questions pertaining to the Bidding and Contract documents and for the OWNER or its representatives to clarify any points. HUB Resource Engagement Form (HUB Form 3) must be completed and included with all sealed bids for construction contracts with the BWWB. Bids will NOT BE ACCEPTED from any Prospective Bidder who does not attend the mandatory Pre-Bid Conference.

The successful Bidder will be required to furnish a Performance Bond and a Payment Bond each in an amount equal to 100 percent of the Contract Award.

 

Bidders shall comply with all statutory requirements in accordance with the Instructions to Bidders. Bids will only be received from Contractors who are licensed by the State of Alabama. Contract time of commencement and completion will be in accordance with the Agreement.

 

The Water Works Board of the City of Birmingham (“BWWB”) has adopted a voluntary Historically Underutilized Business (“HUB”) Program designed to encourage the participation of HUB firms in construction projects. To that end, the BWWB will never exclude any firm from participation in, deny any person benefits of, or otherwise discriminate in connection with the award and performance of BWWB contracts based on racial, gender, social, or economic status.

 

It is the intent of the BWWB to foster competition among contractors, suppliers and vendors that will result in better quality and more economical services for the BWWB. Under this program, the BWWB has established a goal of 30% participation of HUB firms for services required for BWWB construction projects. The BWWB’s stated goal will not be the determining factor in construction contract awards; rather bidders must demonstrate compliance with the Good Faith Efforts, more particularly outlined in the HUB Program, toward meeting said goal.

 

Failure on the part of a bidder to fully submit the information required herein may be considered by the BWWB in evaluating whether the bidder is responsive to bid requirements.

 

Alabama Code §31-13-9 (1975) provides that as a condition for the award of any contract by The Water Works Board of the City of Birmingham, a business entity or employer that employs one or more employees within the state of Alabama shall provide documentation of enrollment in the E-Verify program.

Each Prospective Bidder must complete, as a condition for the award of any Contract by The Water Works Board of the City of Birmingham, the Certification Regarding Debarment in Section 00 20 10.  The Certification must be complete in its entirety and must be included with the Prospective Bidder’s Bid (NO EXCEPTIONS).

 

The legislature of Alabama Act 2013-205 grants the Alabama Department of Revenue (ADOR) the authority to issue certificates of exemption from sales and use taxes for construction projects for certain governmental agencies. Pursuant to Act 2013-205, Section 1(g) the Contractor accounts for the sales tax not included in the Bid Form by submitting an Accounting of Sales Tax-Attachment to BWWB Bid Form. Failure to provide an accounting of sales tax shall render the bid non-responsive. Other than determining responsiveness, sales tax accounting shall not affect the bid pricing nor be considered in the determination of the lowest responsible and responsive bidder. After Notice of Award, Contractor and Subcontractor licensed by the State Licensing Board for General Contractors must comply with ADOR requirements for making an application for qualification of the exemption and are responsible for ADOR reporting requirements for the duration of the project.

 

If a Contract is to be awarded, it will be awarded to the Bidder with the best price on the best terms for the OWNER, who has neither been disqualified nor rejected pursuant to these Contract Documents, and whose Bid based on an evaluation by the OWNER indicates that the award will be in the best interest of the Project and will result in the lowest overall cost to the OWNER for completion of the project. If a Contract is to be awarded, it will be awarded within 90 calendar days after the day of the opening of bids.

The full design scope includes the development and preparation of plans and specifications, preparation of bid documents, assistance in the bid process, and construction.  Architectural and Engineering design services shall include plans for comprehensive demolition of existing system components as needed and replacement with new system components, as well as building envelope specialist recommendations.

General requirements:  The A/E shall be responsible for the professional quality, technical accuracy, and coordination of the engineering and design work; construction documents shall be signed and “sealed” by the responsible registered professional architect(s) and engineer(s).

The A/E shall coordinate with the appropriate public utility companies and commissions, if required, to prepare connection designs according to the applicable guidelines. Submissions shall be prepared (and revised and resubmitted, if necessary) for securing approvals, class of service, permits, and service hook-ups.

The work shall comply with all applicable City of Birmingham, Jefferson County, State of Alabama, federal codes and regulations.  The work shall also comply with any applicable utility provider, construction industry and ASHRAE standards, requirements, and guidelines.

The work shall conform with the “to be established” project budget and scope, once finalized, throughout planning, design, and construction.

The A/E shall make site visits, attend meetings, produce meeting minutes, make presentations, utilize the services of consultants, and submit required deliverables as necessary to execute specific parts of the work ‘to be established’ and in the Contract and the Scope of Work for the project. The A/E will be available to perform optional construction phase services at the agreed upon rate, if requested by the Jefferson County Commission.

Bid bonds of the three (3) lowest bidders will be held for a period of ninety (90) days unless bidders agree, in writing, to a longer period of time.  No bid may be withdrawn after the scheduled closing time for receipt of bids and for a period of ninety (90) days thereafter.

Liability insurance certificates shall be required of the successful bidder and such certificates shall list the City of Birmingham, its officials, agents, and employees as additional named insured.

Special attention is called to the applicability of the Birmingham Plan-Construction Industry Program to this project.  Under this Program the utilization of Minority Business Enterprises and Disadvantaged Business Enterprises (“MBE/DBE”) is encouraged.  The Construction Industry Authority establishes a system of floating MBE/DBE goals which may differ from year to year and project to project.  Overall, these goals shall not be less than the historical participation of MBE/DBE’s in construction projects of the City and its agencies.

Electrical:  Each suite to get trenched floor power to feed three locations.  New lighting and relocated boxes for dining chandelier.  All new light fixtures.  Lighting to be evaluated for compliance and to provide adequate entry suite lighting and overhead lighting in the smaller suites.  Emergency fixtures or lighting as required by code.  Installation of new appliances where applicable in kitchenettes and closets for min-refrigerators.

This is another installment in the series “Beyond the Violence.” 

Amid the deadliest year of Birmingham’s history, firearms remained the leading cause of death for Alabama children and teens, according to a recent Johns Hopkins Center for Gun Violence Solutions study based on data from the Centers for Disease Control and Prevention.

Birmingham ended 2024 with 151 homicides, breaking the city’s all-time homicide record. Of people killed in 2024 in Birmingham, 10 were children, with the youngest being 5-year-old Landyn Brooks.

“The prevalence of youth violence does not make it normal,” said TeAndria Ellis, founder and executive director of the Surge Project, a Birmingham nonprofit dedicated to youth and community development.

Most recently, 17-year-old Gerald Andre Lomax Jr., a Jackson-Olin athlete said to always have a smile on his face, died after he was shot in front of Woodlawn High School in November.

The other nine children’s names are: Aston Starkey, 13; Markell Sanders, 15; Prentice Lovell Little, 15; Cornelia Rose Lathan, 15; Jaylin Lee Jenkins, 16; Alexis Elizabeth Wise, 16; Jaquavius James Weston, 18; and Jonathan O’Dell Thomas Jr., 18.

Many children also have been injured in shootings.

In the United States in 2022, there were 2,526 gun deaths among 1 to 17-year-olds, averaging nearly seven per day.

Gun death rates in this age range have increased by 106% since 2013 and have been the leading cause of death among children since 2020, according to the report.

Black children and teens are disproportionately impacted by gun violence. In 2022, Black children ages 1 to 17 had a gun death rate 18 times higher than that of white children in the same age group. And among deaths of Black teens between the ages of 15 to 17, more than half, 55%, were killed by guns.

“Communities that experience high rates of gun violence are just absolutely ravaged by this issue, and it has long, long-standing effects,” said Cassandra Crifasi, co-director of the Johns Hopkins Center for Gun Violence Solutions and one of the authors of the report.

Stricter Gun Laws

Experts say there are ways to curb the violence.

Authors of the Johns Hopkins report recommend implementing firearm licensing that includes background checks and required safety training, removing firearms from those at risk of harming themselves or others, repealing stand-your-ground laws and more stringent permitting for open and concealed carrying of firearms.

In 2023, Alabama made it legal to carry a concealed handgun without a permit. While Alabama is not known for its strict gun laws, many GOP lawmakers and law enforcement personnel have recently begun to back stricter laws amid a local rise in gun violence.

Experts say gun violence drains communities of resources and can perpetuate a cycle of fear and uncertainty throughout the community.

Crifasi said stricter gun laws and expansion of public health responses like community violence intervention programs are proven methods of curbing gun violence and improving communities.

Birmingham community members and local officials have launched several initiatives to curb violence, including the Hospital Linked Violence Intervention Program at the University of Birmingham Hospital, Jefferson County’s RESTORE program to help at-risk youth get back on track and the Common Ground program which teaches elementary to high school students about conflict resolution.

“I believe when you give people the resources that they need to pull them out of survival mode, where they can thrive, you will start to see reductions in gun violence in the city of Birmingham,” Ellis told AL.com. “The power to transform communities lies within the community.”

Stephanie Hawkins, vice president of the Transformative Research Unit for Equity at RTI International, a nonprofit research organization, said at-risk youth are vulnerable to falling through the cracks and are hard to reach unless there are explicit, intentional strategies to find them and provide tailored support.

Hawkins said community investment in schools, transportation, clean water, violence intervention programs, job opportunities and representation of diverse voices in community violence prevention research and policies are all vital to making positive changes.

“When young people have to navigate life with the reality that their family member, friend is potentially going to die from violence…that trauma and grief is really profound and sometimes not tended to, so making sure that there is a trauma informed, culturally responsive approach on top of structural changes is important,” Hawkins said.

Ramsay High School Music Students See Themselves in One of Country’s Premiere Black Orchestras

A group of Ramsay IB High School Orchestra students last week got a chance to meet one of the premiere African American orchestras at the Alabama Theatre.

Ahead of Atlanta-based Orchestra Noir’s Saturday evening performance, the Ramsay students attended an open rehearsal and got a chance to see the professionals up close.

“My students had so much fun,” said Ramsay IB’s Orchestral Music teacher, Rachel Christmas. “I’m so glad they were able to see a full orchestra with musicians that looked like them … As a Black violinist myself, I didn’t get to see that very often growing up. I’m glad I was able to provide that opportunity and experience for them. They were dancing and singing along the whole time. Their favorite part was being able to come on stage and meet the musicians.”

Maestro Jason Ikeem Rodgers who led Orchestra Noir’s high energy performance thanked the Ramsay Orchestra for visiting during the warm-up session.

“We want to show African American kids that we are here … they have representation on stage and in orchestral music,” he said, adding “keep music in the schools.”

Rodgers knows the importance of music in schools. Before founding Orchestra Noir, he was an instrumental music teacher in the public school system, teaching strings, drums, and vocals. Reflecting on last week’s visit with students, he said, “It brought me back to when I was an educator and able to show them different career options … It was a delight and a full-circle moment for me.”

Birmingham was the first city on this year’s Orchestra Noir tour that included a visit from local schools, something the maestro hopes to incorporate during every stop.

While classically trained, Rodgers gained recognition in the hip-hop world for his arrangements for international stars such as Rick Ross and Migos. He also created the arrangement for 2Chainz’s song “Forgiven,” which was featured on “The Tonight Show Starring Jimmy Fallon.”

Rodgers earned his Professional Studies Degree in Orchestral Conducting from the Cleveland Institute of Music, a Master of Music in Conducting from the University of North Carolina School of the Arts, and a Bachelor’s Degree in Piano Performance from the same institution.

Roderick McClure: From a Birmingham Janitor to a Hollywood Power Player

Growing up in Birmingham’s Powderly neighborhood in the 1970s, the idea of becoming a filmmaker felt as distant as the movie sets of Hollywood for Roderick McClure. While attending Powderly Elementary School, he found solace and inspiration in the images portrayed on screen.

“My exposure actually came from watching movies,” he said. “That’s when I discovered there was a world outside of the community I lived in. Watching movies piqued my interests, broadened my horizon, and enabled me to dream about a life outside of the community I grew up in.”

McClure has gone from watching movies to producing them. McClure is now CEO of RodFather Productions, and teamed up with his son-in-law, Joshua Ferrell, for their first feature, “Both Eyes Open,” which hit theaters on January 17.

The film is a psychological thriller that stars Gail Bean, known for her role as Wanda in the FX television series “Snowfall,” and veteran actor Taye Diggs, celebrated for his work in “The Best Man” franchise and the CW network’s “All American.”

“Both Eyes Open” not only showcases McClure’s ability to assemble top-tier talent but also reflects his lifelong passion for storytelling.

“They call me ‘The RodFather’ for a reason—I know how to get things done. I know how to make things happen. I know how to pull people together. From one lunch meeting in November 2023, [our team] successfully cast everyone we wanted to appear in the movie, got everybody locked in, and signed cast and crew. By April 2024, we were shooting the movie. We filmed in Atlanta, [Georgia],” McClure told The Birmingham Times.

Both McClure and Ferrell, who founded RodFather Productions in 2024, are credited as executive producer/producer on the film, according to IMDB.

“Rise Above My Circumstances”

Life in Powderly wasn’t easy, McClure recalled: “There was a lot of crime, a lot of drugs, and a lot of hardship. But, at the same time, there was a strong sense of community, a lot of churchgoing people. We had our share of struggles, but there was still hope.”

He went on to attend and graduate from West End High School but admits that he hadn’t mapped out a clear plan for his future after graduation. Though he had written a ninth-grade paper envisioning a move to Atlanta and returning to uplift his hometown, life initially took a different turn. After high school, McClure found himself working as a janitor.

“I took a job at West End Hospital mopping floors,” he said. “When all my friends went off to college after high school, there was a moment in time where I was just kind of lost because I had not made plans for the next phase of my life.”

McClure worked in environmental services at the hospital for two years before deciding enough was enough.

“There was a lot of hardship around me, but I was determined not to be impacted by what was happening in the community,” he said. “I had a dream, and I knew that one day I was going to rise above my circumstances. … I decided to move to Atlanta in the early 1980s, and things started to gain traction. It wasn’t easy, but it happened.”

Climbing the Corporate Ladder

The Birmingham native has decades of experience in sales, organizational management, and ministry leadership.

He began a career in sales mostly to outearn his then-law-student girlfriend, Terri, now his wife of 35 years, he said. His drive enabled him to become a top sales account representative for several brand name companies, including former camera manufacturer Minolta and consumer electronics company Panasonic.

“I was never the smartest person in the room, but I was always the hardest worker and I had no problem outworking everybody,” said McClure. “I have a saying, ‘If it’s to be, it’s up to me.’”

McClure’s career reached a new peak at Pitney Bowes, a technology company specializing in shipping and financial services, where he was named the top regional sales manager in the country. In 1998, he launched his own business, DocuPro, a document management company that provides litigation support services for law firms and corporations, marking the beginning of his entrepreneurial journey. But that led McClure to another phase in his life.

In 2007, he sold his company and went into the ministry.

“I just had a desire to serve God. I wanted to take some time away and serve God in ministry [locally] and abroad,” said McClure, who is part of Birmingham’s prominent McClure family. His brother is Pastor Mike McClure Sr. of Revelation Church Ministries, and his nephew is Stellar Gospel Music Award-winning artist and pastor of The Rock City Church, Mike McClure Jr., renowned as “PMJ.” His sister is well-known Birmingham activist Cara McClure, Executive Director of Faith and Works Statewide Civic Engagement Collective.

Philanthropy

Of all the things he’s been part of, McClure said ministry is the most important “because of my relationship with God.”

“I gave my life to Christ after I moved to Atlanta, and that changed everything,” he continued. “My desire was to walk with God and live a life that’s pleasing to Him. … I was so grateful for the blessings I received and for God answering all my prayers that I wanted to serve the Kingdom and my community.”

McClure earned a bachelor’s degree online in Bible/Biblical Studies from The Theological University of America while serving as pastor of Power in Christ Ministries in Atlanta. Part of his ministry is a promise to his teenage self to reach back and uplift his native community.

“[Through this ministry], millions have been donated [to support] other ministries, nonprofits, and missions work, including in various countries in Africa and around the world,” said McClure, who added that his hometown is at the top of his list with donations to the Faith and Works Electoral Justice Project, an advocacy group addressing state policy and the needs of disenfranchised communities to build Black political power and Democracy Trailblazers, an organization dedicated to inspiring future leaders new to civic engagement and the democratic process.

Others include Ethan’s Heart, a Birmingham-based organization committed to advocating and supporting people experiencing homelessness. The McClures have also donated $100,000 to Central Park Christian School and given away nearly 1,000 turkeys to the Powderly community over the last nine years.

Family

The Powderly Community is important for McClure, 62, because that’s where he grew up in a two-parent household with five siblings. He and his brothers and sisters thrived on laughter, sports, and faith.

“We spent most of our days playing basketball or football in the streets or up at the park,” he said. “And through God, I discovered how to be a man, how to be a father, how to be a husband. It’s all due to my relationship with Him.”

McClure and his wife, Terri, have two daughters: Kirstin Ferrell, 32, who works for Delta Airlines and is married to Joshua Ferrell (McClure’s son-in-law turned business partner), and Morgan Kokaram, 29, who is an Atlanta-based attorney and mother of 2-year-old Riley Kokaram.

McClure said he’s been able to become the man, father, and husband he is by focusing on four core principles—faith, family, finances, and fitness.

“With fitness, I ride my bike 120 miles a week around the city of Atlanta. I have ridden my bike as far as from Atlanta to [the Alabama state line], 115 miles,” he said, adding that cycling gives him time for meditation and evaluation.

“It gives me the opportunity to reflect on the blessings I have received, commune with God, enjoy nature, and escape from the things that are happening in the world, which are not always pleasurable,” said McClure. “Sometimes we need an outlet to escape and think and plan for the future.”

The Third Act

Filmmaking is a passionate hobby of McClure’s, and it’s much better than a never-ending vacation, he said: “I’ve always felt like early retirement was overrated. This is the next chapter.”

“Both Eyes Open” centers on Ally (Bean), a woman who emerges from an abusive relationship hoping for a fresh start. Haunted by persistent hallucinations of her abuser, she begins to receive mysterious messages that suggest her tormentor may still be lurking in the distance. As the cryptic messages escalate and the ground beneath her starts to crumble, Ally discovers that the answers she seeks may lie closer to home than she could have ever imagined.

In addition to Bean and Diggs, McClure was able to secure other television and film actors, including Joy Brunson (NBC’s “This is Us”), Michael Oloyede (“This is Paradise,” streaming on FuboTV), Tristan Mack Wilds (films “Red Tails” and “The Secret Life of Bees”), Carla Fisher (film “Trouble with the Curve”), and Christie Leverette (Tyler Perry’s “Sistas” on BET+).

Asked how a brand-new independent film company could score such talent, McClure said it’s all about the script, which was written by Ariel Julia Hairston (films “The Comeback and “Boxed In” and television series “Outlandish,” streaming on Peacock), who also is credited as the director and an executive producer on the film.

“It takes a really credible script in order to attract a cast of that caliber,” McClure said. “We presented the script first to [Bean], and once we received word that she liked the script we knew we had a key piece toward building the cast.

“And then I had a good friend of mine—Jack Carter, CEO of Freeli TV—who had recently done a movie with [Diggs]. We asked [Carter] to cast [Diggs], who liked the script and agreed to the role, as well. [When] we landed [Bean] and [Diggs], it was just pretty easy from there to cast the other actors,” McClure explained.

“Both Eyes Open” will be available for viewing in nearly 50 theaters across the country and locally at Regal Trussville, AMC Patton Creek 15, and AMC Classic Lee Branch 15 theaters.
