State’s Largest Housing Authority Welcomes New Director to Lead Strategic Communications

The Housing Authority of the Birmingham District (HABD) has added to its executive leadership team. Keaira Turner recently began serving as the agency’s new Director of Strategic Communications.

Turner is a highly accomplished and dynamic professional with a genuine passion for strategic communication and brand management. She began her academic journey at the University of Alabama at Birmingham, earning a bachelor’s degree in communication studies in 2016. She obtained her master’s in media communication from Webster University in 2019. She is pursuing a doctorate in strategic media at Liberty University, solidifying her position as a forward-thinking leader.

With an impressive tenure in public relations, marketing, and communication, Turner has demonstrated proven expertise in her field. Her most notable role as Public Relations Manager for the Birmingham Police Department saw her implement transformative PR campaigns that increased media coverage by 25% and enhanced community relations by launching a public safety app.

In her most recent success as the Director of Public Affairs for the Chattanooga Police Department, Turner continued to leverage her talents, boosting the department’s brand visibility by 15% and fostering vital stakeholders by implementing transparent communication efforts.

In addition to her professional achievements, Turner is deeply committed to community service. She has held leadership positions with organizations such as the Junior League of Birmingham and Chattanooga and served on various junior boards during her time in Birmingham. A. SCOPE OF WORK:
The project consists of the demolition of 2,400 SF of existing office space on the 3rd floor of the UAB Medical Education Building to create a shelled space for a future security operations center fit-out. The scope of work includes architectural, electrical, and mechanical demolition. The construction budget is anticipated to be between $100,000 and $200,000.
The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)
B. PRIME GENERAL CONTRACTOR BIDDER PRE-QUALIFICATIONS:
Prime General Contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.

This project consists of design and construction of the District Attorney Office located on the lower level and first floor of the Mel Bailey Criminal Justice Center. The overall project is for remodeling of the entire suite.
The full design scope includes the development and preparation of programming and conceptual plans, space designs, plans and specifications, preparation of bid documents, assistance in the bid process, and construction and warranty phase administration for private and open office space, meeting rooms, and support space. Architectural and Engineering design services shall include plans for comprehensive demolition of interior architecture spaces and replacement with new interior architectural design and new finishes, new systems design (mechanical, electrical, plumbing, fire protection, fire alarm, technology, and telecommunications), and office systems furnishings design and specification.
General requirements: The A/E shall be responsible for the professional quality, technical accuracy, and the coordination of the engineering and design work; construction documents shall be signed and “sealed” by the responsible registered professional architect(s) and engineer(s).
The A/E shall coordinate with the appropriate public utility companies and commissions, if required, to prepare connection designs according to the applicable guidelines. Submissions shall be prepared (and revised and resubmitted, if necessary) for securing approvals, class of service, permits, and service hook-ups.
The work shall comply with all applicable City of Birmingham, Jefferson County, State of Alabama, federal codes and regulations. The work shall also comply with any applicable utility provider, construction industry and ASHRAE standards, requirements, and guidelines.
The work shall conform with the “to be established” project budget and scope, once finalized, throughout planning, design, and construction.
The A/E shall make site visits, attend meetings, produce meeting minutes, make presentations, utilize the services of consultants, and submit required deliverables as necessary to execute specific parts of the work ‘to be established’ and in the Contract and the Scope of Work for the project. The A/E will be available to perform optional construction phase services at the agreed upon rate, if requested by the Jefferson County Commission.

A. SCOPE OF WORK:
The project consists of removal and replacement of air compressors and vacuum pumps for use in the Hyperbaric area on the first floor. The project also includes removal of old and installation of new pads for the equipment. A service line will be installed to provide service from the basement to the first floor. The scope includes, but is not limited to, electrical, mechanical, and plumbing work, core drilling of existing floors and walls, and medical gas certification.
The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Control and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family, and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating facility. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.) The estimated construction cost is between $500,000 and $600,000.
B. PRIME CONTRACTOR BIDDER PRE-QUALIFICATIONS:
Prime contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.

The City of Birmingham is a recipient of Coronavirus State and Local Fiscal Recovery Funds (“Fiscal Recovery Funds”) pursuant to the American Rescue Plan Act of 2021 (“ARPA”) and intends to fund, in part or in whole, the cost of this contract using Fiscal Recovery Funds. As such, the selected contractor must comply with the terms of ARPA, regulations issued by the U.S. Department of the Treasury (“Treasury”) governing the expenditure of monies distributed from the Fiscal Recovery Funds, the Award Terms and Conditions applicable to the Fiscal Recovery Funds, and such other guidance as Treasury has issued or may issue governing the expenditure of monies distributed from the Fiscal Recovery Funds.

Prospective bidders are advised to check their source of bid documents frequently for any addenda to the bid documents. It is the bidder’s responsibility to bid on the correct set of bid documents.
Bids shall be accompanied by a cashier’s check drawn on an Alabama bank, or a bid bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, in an amount equal to 5% of the bid (subject to a maximum of $10,000) and payable to the City of Birmingham. Bid bonds of the three (3) lowest bidders will be held for a period of ninety (90) days unless bidders agree, in writing, to a longer period of time.  No bid may be withdrawn after the scheduled closing time for receipt of bids and for a period of ninety (90) days thereafter.

Request for Proposal (RFP) for Eviction Prevention Initiative

I. Introduction
The City of Birmingham is seeking proposals from qualified organizations to design and implement a comprehensive Eviction Prevention Initiative aimed at reducing evictions and improving the financial stability of renters. This initiative will focus on eviction prevention, providing financial education, and offering services to enhance long-term housing security.
II. Objective
The primary objective of this initiative is to:
• Prevent evictions and homelessness.
• Provide resources and tools to improve renters’ financial stability.
• Promote sustainable, long-term housing security within the community.
III. Scope of Work
The selected organization(s) will be responsible for the following tasks but not limited to:
1. Eviction Prevention Services:
• Emergency Financial Assistance: Provide funds for rental arrears, utilities, and other housing-related needs to prevent evictions.
• Legal Assistance: Partner with legal aid services to offer representation and guidance for tenants facing eviction.
• Tenant-Landlord Mediation: Facilitate communication between tenants and landlords to resolve conflicts and prevent eviction filings.
2. Financial Stability and Education:
• Financial Counseling: Offer one-on-one counseling sessions for renters focusing on budgeting, debt reduction, and improving credit scores.
• Workshops and Seminars: Provide group workshops on financial literacy, including money management, homeownership readiness, and building savings.
• Workforce Development: Collaborate with local agencies to connect renters to job training, skill development, and employment opportunities that improve income levels and stability.
3. Community Outreach & Engagement:
• Awareness Campaigns: Promote the availability of eviction prevention services through social media, community events, and partnerships with local organizations.
• Partnerships with Landlords: Encourage partnerships with landlords to establish fair lease agreements, flexible payment plans, and explore alternatives to eviction.
4. Data Collection and Reporting:
• Track and report metrics such as the number of evictions prevented, the number of renters receiving financial assistance, and the success rate of financial stability programs.
• Evaluate the long-term impact of the initiative on housing stability.
IV. Proposal Requirements
Proposals should include the following sections:
1. Organization Overview:

V. Proposal Scoring Criteria
The evaluation and selection of proposals will be based on a thorough assessment of each proposal’s ability to demonstrate sustainability and innovative models while meeting the objectives of the Eviction Prevention Initiative. Proposals will be scored using the criteria listed below, with a total possible score of 100 points.
1. Experience and Organizational Capacity (20 points)
• Demonstrated experience in providing housing stability, eviction prevention, and financial education services.
• Capacity to deliver the proposed services effectively, including staffing, resources, and relevant partnerships.
2. Project Approach and Implementation Plan (30 points)
• Quality and feasibility of the approach to eviction prevention and financial stability programs.
• Clarity and detail of the implementation plan, including timelines, milestones, and key activities.
• Demonstrated innovation and creativity in addressing housing stability.
3. Partnerships and Community Engagement (15 points)
• Strength and relevance of partnerships with landlords, community organizations, legal aid, and other stakeholders.
• Demonstrated ability to engage the community and promote outreach effectively.
4. Budget and Cost Effectiveness (15 points)
• Reasonableness of the budget relative to the proposed services and scope of work.
• Effective allocation of funds to maximize impact and reach of the initiative.
• Alignment of budget with program goals and objectives.
5. Performance Measurement and Reporting (10 points)
• Quality and clarity of proposed metrics and benchmarks to measure program success.
• Plan for regular reporting and tracking of program outcomes and impact.
6. Alignment with City Priorities (10 points)
• Extent to which the proposal aligns with the City of Birmingham’s Eviction Prevention goals, especially eviction prevention and financial education.
• Focus on addressing the needs of the most vulnerable renters.
7. Innovation and Sustainability (10 points)
• Degree of innovation in the proposed solution to address Eviction Prevention challenges.
• Plan for sustaining the initiative beyond the funding period to ensure long-term impact.

IX. Selection Process
Proposals will be reviewed and scored by a committee of city staff and housing experts. The highest-scoring proposal(s) will be selected for further negotiation and potential award. However, the City of Birmingham reserves the right to award multiple contracts or reject all proposals if they do not meet the City’s objectives.

NOTICE TO CONTRACTORS
The City of Birmingham gives notice that sealed bids for the ARPA FUNDED Montclair Road Drainage Improvements project will be received by the City Engineer in Room 220, City Hall, Birmingham, Alabama until 2:00 p.m. (CDT) on Friday, November 1st, 2024, at which time and place they will be publicly opened and read in Conference Room 220, 2rd Floor City Hall, Birmingham, Alabama. The award of this Contract will be made pursuant to Alabama Code: 39-1-1, et seq. (Public Works)
The City of Birmingham is a recipient of Coronavirus State and Local Fiscal Recovery Funds (“Fiscal Recovery Funds”) pursuant to the American Rescue Plan Act of 2021 (“ARPA”) and intends to fund, in part or in whole, the cost of this contract using Fiscal Recovery Funds. As such, the selected contractor must comply with the terms of ARPA, regulations issued by the U.S. Department of the Treasury (“Treasury”) governing the expenditure of monies distributed from the Fiscal Recovery Funds, the Award Terms and Conditions applicable to the Fiscal Recovery Funds, and such other guidance as Treasury has issued or may issue governing the expenditure of monies distributed from the Fiscal Recovery Funds.
All bidders must have a UEI (Unique Employee Identification) number issued by the U.S. General Services Administration to be eligible to bid on ARPA funded project. UEI numbers can be obtained by signing up at http://sam.gov. Website User Registration is not required to obtain a UEI number.
All bidders are required to submit a Debarment Form completed by a company principal and include it inside the sealed bid envelope. The bidders UEI number must be provided on the Debarment Form.
The primary Items of Work related to this project are:
Base Bid: Riprap Class 2 /w Filter Blanket (510 Cubic Yards), Borrow/Fill Compacted in-place (310 Cubic Yards), Headwall Repair (2 Each)

Bid documents may be viewed and purchased through the City of Birmingham online plans room site at https://www.birminghamplanroom.com under the project name “ARPA Funded Montclair Road Drainage Improvements”. Any cost for reproduction shall be the responsibility of bidders.
Prospective bidders are advised to check their source of bid documents frequently for any addenda to the bid documents. It is the bidder’s responsibility to bid on the correct set of bid documents.
Bids shall be accompanied by a cashier’s check drawn on an Alabama bank, or a bid bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, in an amount equal to 5% of the bid (subject to a maximum of $10,000) and payable to the City of Birmingham. Bid bonds of the three (3) lowest bidders will be held for a period of ninety (90) days unless bidders agree, in writing, to a longer period of time.  No bid may be withdrawn after the scheduled closing time for receipt of bids and for a period of ninety (90) days thereafter.
A performance bond equal to 100% of the contract amount and a payment bond equal to 100% of the contract amount will be required of the successful bidder. Said bonds shall be executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama.
Liability insurance certificates shall be required of the successful bidder and such certificates shall list the City of Birmingham, its officials, agents, and employees as additional named insured.
Only bids submitted by General Contractors licensed in the State of Alabama in accordance with Title 34, Chapter 8 of the Code of Alabama (1975 as amended) will be considered.
Bids shall be submitted in a sealed envelope marked “SEALED BID – ARPA FUNDED Montclair Road Drainage Improvements. Contractors shall write his or her State of Alabama general contractor’s license number and the name of the company submitting the bid on the outside of the sealed bid envelope.
The sealed bid envelope shall contain the following documents: (1) the Form of Proposal, (2) the Authorization to execute the Form of Proposal, (3) bid bond, (4) MBE/DBE Form A, Form C, and Form D, (5) a copy of the Contractor’s State of Alabama General Contractor’s License, (6) the Contractor’s Completed Debarment Form, (7) and Addendum Acknowledgement.
Special attention is called to the applicability of the Birmingham Plan-Construction Industry Program to this project.  Under this Program the utilization of Minority Business Enterprises and Disadvantaged Business Enterprises (“MBE/DBE”) is encouraged.  The Construction Industry Authority establishes a system of floating MBE/DBE goals which may differ from year to year and project to project.  Overall, these goals shall not be less than the historical participation of MBE/DBE’s in construction projects of the City and its agencies.

This project consists of design and construction at the Revenue Department located in Suite A100 at the Jefferson County Courthouse Annex.  The overall project is for renovating the customer service transaction counter and adjacent spaces including private and open office spaces and support areas. The full design scope includes the development and preparation of programming and conceptual plans, space designs, plans and specifications, preparation of bid documents, assistance in the bid process, and construction and warranty phase administration. Architectural and Engineering design services shall include plans for comprehensive demolition of interior architecture spaces and replacement with new interior architectural design and new finishes, new systems design (mechanical, electrical, plumbing, fire protection, fire alarm, technology, and telecommunications), and office systems furnishings design and specification.
General requirements:  The A/E shall be responsible for the professional quality, technical accuracy, and coordination of the engineering and design work; construction documents shall be signed and “sealed” by the responsible registered professional architect(s) and engineer(s).
The A/E shall coordinate with the appropriate public utility companies and commissions, if required, to prepare connection designs according to the applicable guidelines. Submissions shall be prepared (and revised and resubmitted, if necessary) for securing approvals, class of service, permits, and service hook-ups.
The work shall comply with all applicable City of Birmingham, Jefferson County, State of Alabama, federal codes and regulations.  The work shall also comply with any applicable utility provider, construction industry and ASHRAE standards, requirements, and guidelines.
The work shall conform with the “to be established” project budget and scope, once finalized, throughout planning, design, and construction.
The A/E shall make site visits, attend meetings, produce meeting minutes, make presentations, utilize the services of consultants, and submit required deliverables as necessary to execute specific parts of the work ‘to be established’ and in the Contract and the Scope of Work for the project. The A/E will be available to perform optional construction phase services at the agreed upon rate, if requested by the Jefferson County Commission.

5.  List of Proposed Engineers/Technology Consultants. Provide a list of proposed engineers/technology consultants the firm plans to use for each specific package for this project. Include their statements of qualifications, profiles and lists of previous experience with projects similar in scope, value, size, and current client contact information.  It is imperative that the technology consultant have previous experience in recording, storing and retrieving job applicant screening and testing data.
6.  Certificate of Insurance. Submit copy of firm’s certificate of insurance.

Prospective bidders are advised to check their source of bid documents frequently for any addenda to the bid documents. It is the bidder’s responsibility to bid on the correct set of bid documents.
Bids shall be accompanied by a cashier’s check drawn on an Alabama bank, or a bid bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, in an amount equal to 5% of the bid (subject to a maximum of $10,000) and payable to the City of Birmingham. A performance bond equal to 100% of the contract amount and a payment bond equal to 100% of the contract amount will be required of the successful bidder. Said bonds shall be executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama.
Liability insurance certificates shall be required of the successful bidder and such certificates shall list the City of Birmingham, its officials, agents, and employees as additional named insured.
Only bids submitted by General Contractors licensed in the State of Alabama in accordance with Title 34, Chapter 8 of the Code of Alabama (1975 as amended) will be considered.
Bids shall be submitted in a sealed envelope marked “SEALED BID – 25th Street North Improvements (The Star Development Infrastructure Work) at Carraway Phase 1”. Contractors shall write on the outside of the sealed bid envelope his or her State of Alabama general contractor’s license number as well as the name of the company submitting the bid.
The sealed bid envelope shall contain the following documents: (1) the Form of Proposal, (2) the Authorization to execute the Form of Proposal, (3) bid bond, (4) MBE/DBE Form A, Form C and Form D, (5) a copy of the Contractor’s State of Alabama General Contractor’s License, (6) the Contractor’s Completed Debarment Form, (7) and Addendum Acknowledgement.
Special attention is called to the applicability of the Birmingham Plan-Construction Industry Program to this project.  Under this Program the utilization of Minority Business Enterprises and Disadvantaged Business Enterprises (“MBE/DBE”) is encouraged.  The Construction Industry Authority establishes a system of floating MBE/DBE goals which may differ from year to year and project to project.  Overall, these goals shall not be less than the historical participation of MBE/DBE’s in construction projects of the City and its agencies.

‘We’re Done Playing These Games’: Birmingham Leaders React to Arrest in Mass Shooting on Southside

A 22-year-old Fairfield man is behind bars, accused of killing six people in Birmingham in 72 hours, including four people in the mass shooting outside Hush lounge in Five Points South.

Damien Laron McDaniel III is charged with capital murder of two or more people in the massacre that killed four people on Sept. 21 and with 17 counts of first-degree assault for those who were injured, police announced late Wednesday.

“Today, our city can breathe a little easier,” said Birmingham City Councilor Crystal Smitherman. “But know this: to anyone who wishes to harm others in our city, it’s going to get more uncomfortable for you each and every day. We’re done playing these games.”

On Wednesday, Birmingham Mayor Randall Woodfin said in a statement, “After the horrific shooting at Five Points South, we vowed that our priority would be to find, capture, and arrest every person responsible for this heinous and brazen mass shooting …  and this is what we did. Today was a major step toward justice.”

Birmingham Police Chief Scott Thurmond and his deputies; the sheriff’s office; homicide detectives and federal partners, the mayor said, “worked around the clock to provide answers, closure, and justice to grieving families; and every man and woman who wears the uniform and puts their life on the line to protect us.”

But the investigation continues, he said. “We will not rest until our streets are safer … violent criminals operating within Birmingham will be pursued relentlessly and brought to justice without delay.”

McDaniel is also charged with murder in the Sept. 19 killing of Diontrante Tinae Brown, a 35-year-old mother who police say was an innocent bystander shot to death inside 604 Bar and Lounge on Ninth Street North.

McDaniel faces another capital murder charge in the robbery shooting death of 32-year-old Jamarcus McIntyre, who died in a hail of gunfire in the 700 block of 81st Place South less than 24 hours after the Five Points South shooting, AL.com reported.

“We all know that no arrest can ever undo the tragedy that shook our community last month,” Smitherman said. “I am relieved to hear that law enforcement left no stone unturned and have now arrested an individual suspected of committing this heinous act of violence. This is a significant step in the justice process, and I hope it brings some measure of closure and comfort to the families and friends of those we lost.”

Woodfin said the city’s crime reduction efforts involve a number of steps. “The city is aggressively getting more police on the streets, working on legislation to get automatic weapons off the streets, and engaging our community in finding innovative ways to deal with violent crime,” he said.

He added that law enforcement’s commitment to swift arrests and seamless coordination with local, state, and federal partners “has been strengthened over the past two years [and] will help ensure that these criminals are prosecuted to the fullest extent of the law, ensuring that crime will not continue to thrive in our city … violent criminals, know that BPD and our fellow law enforcement partners will be aggressively pursuing you.”

Art Meets Magic: Birmingham Museum of Art Kicks Off Classic Week With an HBCU Homecoming

Football and fine art may seem like an unlikely pair, but the Birmingham Museum of Art is going to show that the two can go together with a special Exhibition Opening Celebration to kick off Magic City Classic Week.

Set for October 20, this event will highlight the opening of two exhibitions: Hayward Oubre: Structural Integrity and Determined to Be: The Sculpture of John Rhoden. But this won’t be your average art show opening. The event will feature food trucks, face painting and live entertainment, including a warm welcome from the Lawson State Cheer Squad, a performance by Miles College Choir, and a drumline experience.

Because both Oubre and Rhoden have ties to Alabama historically Black colleges and universities (HBCUs), the team at the BMA see these exhibitions as an artistic homecoming that deserves as much fanfare as the state of Alabama gives to football. Rhoden attended Talladega College, and Oubre established the art department at Alabama State University.

“For two artists with deep HBCU legacies, it felt fitting to open their exhibitions during Magic City Classic Week,” said Katelyn D. Crawford, The William Cary Hulsey Curator of American Art at the BMA. “Oubre played football at Dillard University, so I think he would be especially excited about the connection.”

 Structural Integrity

Hayward Oubre: Structural Integrity opened at the BMA on Oct. 4, 2024, and will run through Feb. 2, 2025. Through 52 sculptures, paintings, and prints, the exhibition shows how Oubre (1916- 2006) shaped American art while working in the South and highlights the critical role of Black artists and art departments in creating the landscape of 20th century art.

“The Hayward Oubre exhibition was inspired by the museum’s purchase of a sculpture by Oubre, Bongo Drummer, in 2020,” Crawford explained. “After researching Oubre’s life and legacy, it became clear that his work needed to be brought together to tell a fuller history of Alabama art.”

Born in New Orleans in 1916, Oubre made history as the first student to earn a bachelor’s degree in fine arts from Dillard University, Louisiana’s oldest HBCU. After serving in World War II, he went on to attend the University of Iowa, where he earned his master’s degree in fine arts in 1948.

Oubre gained recognition for his creative use of a simple, everyday material—wire coat hangers. His modernist pieces blended his personal experiences, diverse interests, and art history influences, showcasing styles that spanned from realistic to fully abstract. Before the early 1980s, when he could no longer make the physically demanding sculptures, he completed nearly forty wire sculptures. While most art lovers know him for his work as a sculptor and printmaker, Oubre also painted throughout his career, exploring different materials and portraying the Black experience in his art.

“From vivid and assertive canvases that seem to announce themselves as visual declarations, to intricate and colorful wire sculptures that achieve new heights for the medium in his expert hands, Oubre’s work both captivates and fascinates,” said Graham C. Boettcher, R. Hugh Daniel Director and CEO of the Birmingham Museum of Art. “The BMA is proud to organize the first major monographic exhibition of his work and play a role in bringing his genius to a wider audience.”

Oubre’s influence on the art world extended beyond his work as a groundbreaking artist—he was also a respected educator. He became the first chair of the art department at Alabama State University (ASU) in Montgomery, a role he held from 1949 to 1965. Afterward, he went on to establish the art department at Winston-Salem State University (WSSU) in North Carolina, continuing the legacy he began at ASU. By dedicating his career to teaching in the South, Oubre played a key role in nurturing a growing community of Black artists in the region.

“When he retired in 1981, he had taught and made art for more than forty years, educating generations of Black southern artists,” said Crawford, who described Oubre’s work as “funny and current, relevant and visually dynamic, as well as political and personal.”

Structural Integrity will showcase the most outstanding pieces from Oubre’s body of work, covering topics including his training, teaching, and exhibiting at HBCUs; the influence of his military service on his art; his political activism during the Civil Rights Movement; and his fascination with modern technology, the Atomic Age, and the Space Race.

“Within Oubre’s story is a history of Alabama art shaping American art that has yet to be written,” Crawford said. “This exhibition begins to tell this story, laying the foundation for future projects on the work of Black artists in the South.”

Determined to Be

Determined to Be: The Sculpture of John Rhoden is a homecoming for this artist’s works in more ways than one. Not only was Rhoden born and raised in Birmingham, but the BMA presented Rhoden’s first solo museum exhibition in 1985.

“The Birmingham Museum of Art is excited to welcome back this important artist with a retrospective show,” Boettcher said.

The show, which was organized by the Philadelphia Academy of Fine Arts, opens at the BMA on October 19, 2024, and will run through April 20, 2025.

“When I heard that the Pennsylvania Academy of the Fine Arts was organizing a John Rhoden exhibition, I knew we had to showcase this native son’s work in his hometown,” Crawford said.

Rhoden’s sculptural style was shaped by his wide-ranging travels, a deep appreciation for sensual forms, and a variety of visual influences, making his work truly ahead of its time. This exhibition — showcasing around fifty sculptures in bronze, wood, and stone — highlights the incredible visual and technical skill of this acclaimed artist.

Rhoden attended Industrial High School (now A. H. Parker High School) in Birmingham before going to Talladega College. In 1938, Rhoden moved to New York City where he studied at Columbia University and the New School for Social Research before launching into a sculpture career that took him around the world. He was the first Black visual artist fellow at American Academy of Rome, exhibited at the Metropolitan Museum of Art and Whitney Museum of Art, and won major awards including the Tiffany Award for Sculpture and the Rome Prize.

He is responsible for important public commissions throughout the United States and in Birmingham, where his sculpture of the Rev. Fred Shuttlesworth stands outside the Birmingham Civil Rights Institute.

About 18 pieces from the exhibition will remain in the BMA’s permanent collection. This gift from the Rhoden Estate will ensure that his legacy continues to be celebrated in his hometown art museum.

City of Birmingham Seeks Solutions to Reduce Gun Violence. Here Are Few That’s Worked

Gun-related homicides have dropped 40 percent in 2024 in the Philadelphia region, saving countless lives in the area.

Meanwhile, gun-related homicides have soared in Birmingham. At last count, homicides in Birmingham were up more that 15 percent compared to the same time in 2023 and that was before a deadly September that included a mass shooting in Five Points South left four people dead, and 17 others wounded in the month. There have been five additional homicides since that mass shooting.

Birmingham ended 2023 with 135 homicides. There have been 130 homicides so far this year in Birmingham. Of those incidents, nine have been ruled justified. The city’s modern record for homicides is 148 in 1933.

Philadelphia experienced a surge in shootings and homicides during the COVID-19 years that disproportionately affected young Black and Latino men in economically disadvantaged neighborhoods with drug markets.

In 2020, Philadelphia had 499 homicides — nearly 150 more than the previous year. Gun violence worsened in 2021 — with 562 homicides that year — and then dropped slightly in 2022.

In Philadelphia, recent data shows a notable decline in these crimes over the past two years. As of late September 2024, homicides are down 40 percent for the year to date compared with 2023. And the number of shooting victims has decreased similarly — from 1,236 in the first eight months of 2023 to 758 for the same period in 2024.

As professors of criminal justice who live in Greater Philadelphia, we know that there is no single explanation for the drop in gun violence. Rather, many factors at both the local and national levels could be playing a role.

Police And Justice System Return To (Sort of) Normalcy

A shortage of police — driven by pandemic-era resignations, retirements and injuries — significantly affected cities like Philadelphia.

Additionally, the Philadelphia Police Department’s number of traffic and pedestrian stops dropped drastically. This was due to both the need to adhere to social distancing guidelines during the COVID-19 pandemic and a widespread reluctance among officers to engage with citizens after massive protests in response to the murder of George Floyd. In fact, the number of documented stops plummeted by 83 percent from 2019 to 2020 alone.

As the year progressed, the department struggled with officers’ abuse of the Pennsylvania Heart and Lung Act. This statewide disability program allows police and firefighters injured on the job to collect their full salaries.

By September 2021, 14 percent of Philadelphia patrol officers were out of work on “no duty” disability leave, according to investigations by both The Philadelphia Inquirer and the city controller.

Though up-to-date data is unavailable, there was a 31 percent drop in injury claims by December 2022, 10 months after the Inquirer investigation was published.

More recently, the Philadelphia Police Department has attempted to increase its ranks through intensified recruitment efforts. It also lowered physical requirements and eliminated certain residency restrictions.

Despite these efforts, staffing remains nearly 20 percent lower than in 2019. This places considerable strain on the existing workforce.

In Birmingham, Mayor Randall Woodfin said last week the Police Department (BPD) will prioritize the hiring of 172 patrol officers to achieve staffing targets in the police precincts. That number is part of a recruitment and retention plan the mayor has outlined to address the staffing shortages in BPD, he said.

Woodfin also has proposed a $15.8 million plan for recruiting and retaining officers for the Birmingham Police Department, a step he told the City Council was “necessary” in light of the growing number of homicides in the city.

Of course, the COVID-19 years considerably affected the entire criminal justice system and beyond in Birmingham and Philadelphia. Courts operated in a limited capacity, cases backlogged, probation and parole officers were less able to supervise individuals in the community, and the jail population was reduced. Philadelphia (and Birmingham’s) array of community- and hospital-based violence intervention programs were also disrupted.

The post-pandemic resumption of court operations, improved violence intervention programs, police recruitment efforts and reduced disability claims may help explain the recent drop in shootings in Philadelphia.

New Leadership And Crime-Fighting Strategies

Reducing gun violence was a top campaign issue during Philadelphia’s 2023 mayoral race.

Philadelphia Mayor Cherelle Parker, elected on a law-and-order platform, declared a public safety emergency on her first day in office.

She also appointed Kevin Bethel as police commissioner in charge of the more than 6,000-member force. Bethel, second in command under former Commissioner Charles Ramsey, quickly released a 100-day plan that focused on crime reduction in high-crime districts, shutting down open-air drug markets in Kensington neighborhood and reinforcing federal partnerships to tackle violent crime.

Philadelphia has also adopted new policing strategies and technologies.

In early 2022, before Parker and Bethel’s tenure, the Philadelphia Police Department under former Commissioner Danielle Outlaw designated a new unit to investigate nonfatal shootings. In 2021, only 17 percent of nonfatal shootings led to arrests, a failure that can fuel retaliatory violence, legal cynicism — which refers to a drop in trust of the legal system — and communities resorting to self-policing.

While it’s not yet clear what effect the new unit has had in Philadelphia, research shows such units that prioritize resources to solving nonfatal shootings in places such as Boston and Denver have reduced gun violence.

More recently, the city began deploying mobile surge teams on weekends to flood high-crime areas with officers to deter potential criminal activity.

Meanwhile, Temple University attributes the reduction in crime within its patrol areas to the implementation of safety measures, including new equipment for officers such as firearms and radios, upgraded security cameras and advanced technology such as license plate readers, which help identify stolen vehicles or those linked to criminal behavior.

Recently, the City of Birmingham’s Real Time Crime Center was recently awarded $4.5 million as part of the federal government’s 2024 Consolidated Appropriations Act.

BPD will use these monies to purchase additional cameras and position them in high-crime areas, according to Police Chief Scott Thurmond. The data will feed directly into the City’s Real Time Crime Center.

National Crime Trends

While local initiatives have likely contributed to Philadelphia’s drop in violent crime, these improvements also fit into national crime trends as cities across the U.S. experienced similar declines.

Economics and public safety expert John Roman, for example, attributes both the rise and fall of violence to pandemic-related losses in government staffing and functionality, which he argues returned to pre-pandemic levels in late 2023.

Roman shows how 1.3 million government jobs were lost nationally at the outset of COVID-19, with 75 percent of the losses coming at the local level. These local government employees, such as social and outreach workers, often connect people in marginalized communities that bear the brunt of gun violence to crucial services such as trauma counseling, victim advocacy and legal assistance.

In Philadelphia, approximately 3,000 local government jobs were lost between 2019 and 2022. The reopening of social services and increase in those jobs and community-based interventions post-pandemic may have helped stabilize Philadelphia’s neighborhoods.

Crime trends tend to ebb and flow. This current drop in Philadelphia appears to align with a national de-escalation in violent crime. These factors, alongside the statistical phenomenon of regression to the mean — where crime rates normalize after extreme spikes — apply to both national and local crime rates.

Some researchers, including Roman, have also considered the possibility that the recent 2020-2022 homicide peak killed a portion of the most violent offenders who drive shootings in their neighborhood. It’s based on the concept of the victim-offender overlap that those at the highest risk of violence are often offenders themselves.

But crediting Philadelphia’s decline in homicides and violent crime to any single cause oversimplifies a much more intricate picture. While the exact causes of these shifts are complex, understanding the interplay of local and national forces is essential to sustaining this positive trajectory in Philadelphia.

Mortgage Giant to Pay $9.9M in DOJ Settlement for Alleged Redlining in Black Birmingham Neighborhoods

Fairway Independent Mortgage Corp. must pay nearly $10 million in a settlement over allegations by the U.S. Justice Department and the Consumer Financial Protection Bureau (CFPB) that the lender engaged in keeping credit from predominately Black Birmingham neighborhoods.

The Justice Department and Consumer Financial Protection Bureau (CFPB) announced today that Fairway has agreed to pay $8 million, and a $1.9 million civil money penalty, to resolve allegations of redlining, or lending discrimination.

The Justice Department and CFPB allege that Fairway, through its marketing and sales actions, discouraged residents of Black neighborhoods from applying for mortgage loans.

Fairway will provide $7 million for a loan subsidy program to offer affordable home purchase, refinance and home improvement loans in Birmingham’s majority-Black neighborhoods.

It will also invest $1 million in programs to support that loan subsidy fund, and pay a $1.9 million civil penalty to the CFPB’s victims relief fund.

Headquartered in Madison, Wisc., Fairway operates in the Birmingham area under the trade name MortgageBanc.

Attempts to contact Fairway for comment were not immediately successful.

“Birmingham lies at the heart of our nation’s civil rights struggle but is also a community that bears the legacy of discriminatory redlining and other exclusionary policies,” Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division said.

“This settlement will provide Birmingham’s Black neighborhoods with the access to credit they have long been denied and increase opportunities for homeownership and generational wealth.

“This settlement makes clear our intent to uproot modern-day redlining in every corner of the country, including in the deep South,” Clarke said.

According to the Justice Department, the company’s own data showed that it was failing to serve Black neighborhoods as far back as at least 2017. Before October 2022, it took no meaningful actions to address redlining risk.

Between 2018 and 2022, only 3.7% of Fairway’s applications were for properties in majority-Black areas, compared to 12.2% for Fairway’s peer lenders.

The disparity was even higher in neighborhoods with 80% or more Black residents, where Fairway made loans at less than one-eighth the rate of its peer lenders.

Between 2015 and 2022, the Justice Department contends, Fairway operated three retail loan offices and three loan production desks within real estate offices in the Birmingham metro area, all of which were in majority-white areas.

Most of Fairway’s referral sources and referred consumers were located in majority-white areas.

Fairway predominantly directed its marketing to majority-white areas and failed to train or incentivize its loan officers to better serve majority-Black areas, the Justice Department stated.

The $1.9 million penalty is to be paid into the CFPB’s Civil Penalty Fund, also referred to as the victims’ relief fund.

Tips to Keep Pet Dogs Safe This Halloween

Pets differ in their personality traits just like people. Some of the most common dog personality traits are the “excitable/hyper attached,” anxious/fearful,” “aloof/predatory,” “reactive/assertive,” and calm/agreeable.” Depending upon your dog’s personality types will mostly determine how he/she will react to Halloween and wearing Halloween costumes. Therefore, some may love the hustle and bustle of Halloween with costumes and masks, lights and decorations, doorbells ringing and a constant parade of trick-or- treaters, while others may find it a bit stressful, fearful and spooky. So, whatever your dog’s personality trait, let’s learn some safety tips to help keep them and your visitors safe on Halloween.

These safety tips may protect your pets and visitors and reduce the risk of them being hurt, poisoned or lost:

• Keep your pets on a leash if you are taking them outside. Dogs can be easily excited by the Halloween commotion, and a bite or a lost dog will quickly end the evening’s fun.  Remember masks and costumes change how people look and smell to a pet, so even a familiar person may be frightening.

• Before trick-or- treaters start, put your pet(s) in a quiet room where they will be safe from Halloween activity. Put a sign on the door so your guests, if you are having a Halloween party, know it is off limits.

• Do not feed your pets Halloween treats. Raisins can cause your pet’s kidneys to fail, and many foods may contain substances toxic to pets such as chocolate, gum, and xylitol (a common sugar substitute found in sugar-free candies and gum). Watch your children. They may make the harmful mistake of sharing their candy. Keep the 24-hour ASPCA Animal Poison Control Center hotline handy: 888-426-4435. If you suspect your pet has eaten something that may be harmful to them call your veterinarian or the Poison Control Center immediately.

• Keep Halloween decorations, wires, lit candles, jack-o-lanterns out of the reach of your pets. Pets are very inquisitive like children and tend to explore the world with their mouths.

If you plan to put a costume on your pet, make sure it follows these guidelines:

  • It fits properly and is comfortable
  • It does not have any pieces that can be easily chewed off or cause choking
  • It does not block your pet’s sight, hearing, breathing, mouth, or movement.
    To lessen undue stress on your pets, it may be wise to take time before Halloween to get your pet accustomed to the costume, and never leave a costumed pet unsupervised. By following these suggested safety tips, you help Keep an Eye on Safety during Halloween for you, your pet dog and your visitors.

Finding That Pathway Toward Peace and Wholeness

There is peace in unexpected pathways. As I become wiser, I understand that every loss is not necessarily a negative. I’m learning that sometimes there are blessings in losing people, habits and items that disrupt your peace.

Letting go of something or someone is about rediscovering yourself, or putting yourself on a new pathway toward peace and wholeness. No knock to the people or things that occupied our time or our space previously, but there are moments we must man up or woman up and squarely face failure.

I also want you to reframe your perspective with the understanding that the loss is not always about you making a mistake. Sometimes it signals you need to level up or take a detour. There are new beginnings that I would have preferred not to have initiated, but the circumstances, or even actions of others, led me to this place. And I’m the type of person who is willing to squarely face life – decisions and all – without any excuses.

And my encouragement is that you do the same. I’m not going to tell you that the loss doesn’t hurt. I’m not going to tell you that there won’t be some pain involved when you lose a relationship or job, or you have to say goodbye to a relative. These are all tough life scenarios. But what I am saying, is as we walk through those tough times, there is something greater on the other side.

My earnest ask is that you hold on to get to the other side, because there is peace on the other side. There’s wisdom on the other side. And there’s a grace on the other side to enjoy life in a brand-new perspective. Even in a breakup or with the loss of a loved one, you can still take with you the memories or the lessons that make you better.

Let’s reframe our perspective and deal with life, expecting to receive the blessing that each lesson, decision and situation provides to live life on a whole new plane. Again, I wouldn’t dare minimize the pain that comes from the loss, but just know healing is available and a new beginning awaits. Here’s to a new perspective this fall. It’s my gift to you.
