NBA Hall of Famer and “Inside The NBA” television personality Shaquille O’Neal showed love to Alabama State University through a wardrobe choice and an announcement of his future plans on the May 8 broadcast of the show.

According to Sports Illustrated, in addition to wearing the bold black and gold of Alabama State University and flashing a “Que Dawg” salute, O’Neal hinted that he would leave the studio in two years after he becomes a college professor after concluding his studies at Alabama State University.

After Ernie Johnson asked O’Neal why he was wearing the ASU gear, he replied, “From now (on) I would like to be addressed as Professor O’Neal, because when I graduate in two years, I will leave you and become a college professor on mentorship and business administration. I love you.”

O’Neal recently opened up about his connection to HBCUs more broadly during an episode of his podcast, “The Big Podcast with Shaq,” after an HBCU student asked him what he does to support HBCUs.

“I always supported. It was an HBCU that helped me graduate from LSU. A lot of people don’t know the story, but I had to transfer to Southern for summer school. So it, I mean, I’ve always been a big supporter,” O’Neal said.

He continued, “Going there, the flavor, the feeling—like, sometimes I sit and I say, ‘Man, I wish I would’ve went to an HBCU. Because I went to the HBCU tournament when it was in Atlanta a couple weeks ago. And the DJs, the culture, the band, the cheerleaders—it’s just fun. And I’m a really big supporter of HBCUs.”

O’Neal’s son, Shaqir, has been intentional about playing at HBCUs, first enrolling at Texas Southern University out of high school in 2021, intending to “change the narrative” regarding the basketball programs at HBCUs.

Shaqir would later transfer to Florida A&M University for the 2024-2025 basketball season, where he recorded his first double-double as a collegiate athlete. Shaqir recently transferred to Sacramento State, where he will join a basketball program that employs former Sacramento Kings guard Mike Bibby as its head coach and his father as its general manager.

According to The Athletic, O’Neal’s position is on a voluntary, unpaid basis, and he follows other NBA luminaries like Stephen Curry and Trae Young into the position, albeit the latter pair have a more personal connection to their positions, Davidson and the University of Oklahoma are the alma maters of Curry and Young, respectively.

The Bibby/O’Neal era is already paying dividends. Just one day after O’Neal was officially announced as the general manager, the program signed former four-star prospect Mikey Williams. Despite Williams’ troubled past, which included nine felony gun charges stemming from a 2023 shooting near his home in San Diego, he is still a big splash for the university.

As O’Neal said in a statement to The Athletic, he sees his job as preparing young men to face life more than he sees it as raising championship banners and trophies. “This is about more than banners and trophies, but preparing these student-athletes for life on and off the court,” O’Neal said.

Edward Eaton can’t wait to welcome his new neighbor “with open arms,” he said.

Eaton, vice-president of the Druid Hills Neighborhood Association along with residents, got their first look at the $46 million Coca-Cola Amphitheater, which is nearing completion and opens next month not far from where they live.

“It’s going to be beautiful,” said Eaton, who got a walk-through last Thursday. “[Developers] seem to have a real good plan. So far, so good.”

The amphitheater, in the Druid Hills community, will have a capacity of 9,380 for its festivals, concerts and community events and is slated to have its first show June 22.

The project is a joint effort between the Birmingham Jefferson Convention Complex (BJCC), the city of Birmingham, Jefferson County and Live Nation.

Eaton said he is pleased with how project organizers worked with residents. There was concern about how parking would impact streets and personal yards as well as the noise and acoustics when the concerts begin, he said.

“Anything we’re brought up they’ve addressed it so far,” he said. “Lighting, parking, we don’t want anybody blocking driveways — and getting sidewalks repaired. They seem to have a real good plan.”

Shuttles will run from the Uptown Entertainment District, so BJCC parking decks can be used for amphitheater parking. Two other parking decks near the amphitheater on the former Carraway campus could be ready next year.

On show days, one of the streets bordering the Coca Cola Amphitheater, 25th Street, will close to provide pedestrian safety at the main entrance. A free trolley service will run several blocks from popular hotels and restaurant destinations to the venue. The on-site parking plan is still being finalized, construction staff said.

The amphitheater, which is a short walk from Eaton’s Druid Hills neighborhood, is part of the Star Uptown redevelopment of the Carraway hospital site, which has been idle for 15 years.

The new entertainment venue has 31 planned shows for 2025, which could bring 220,000 visitors to the venue throughout the year, according to some estimates.

Jay Wilson, who oversees concerts for Live Nation in Alabama, Mississippi and Louisiana, pointed out that the amphitheater is on the former campus of the demolished former Carraway Methodist Medical Center.

“It used to be the state’s No. 1 trauma center,” said Wilson. “Now it’s going to be the state’s No. 1 place to rock and roll.”

The Dave Matthews Band is scheduled to play on June 24, after a June 22 show by comedian Matt Rife.

Historic A.H. Parker High School Celebrates 125 Years with Scholarships, Picnic, Gala

Nearly 1,000 staff, students and alumni of Arthur Harold Parker High School celebrated 125 years of history with alumni returning to the school last week to speak with students during a four-day affair that culminated with an all-white gala Saturday evening at the downtown Sheraton Hotel.

“It was an historic, momentous occasion,” said LaKeaton Pearson, Class of 2006, of the organizing committee.

Pearson said the committee planned for around 350 but estimated 750 alumni attended all of the events, some from as far as Albuquerque, New Mexico.

The festivities kicked off Thursday with “Giving Back” where various alumni returned to the school to speak with students about tradition and pride and their experiences at the school, he said.

“[On Thursday] we had over 50 alumni come to speak to the various classes. [On Friday] we had our annual alumni day program where we presented $50,000 in scholarships to deserving seniors,” he said.

On Friday night the school held a sneaker ball; on Saturday the alumni picnic; Saturday evening an all-white gala and on Sunday morning a breakfast and worship service. There was also a Hall of Fame ceremony where five teachers were inducted, he said.

The celebration is every five years but hadn’t been held since 2015 because of COVID in 2020, he said.

Parker was founded in 1900 with just one teacher and 19 students. Named after the school’s first principal, it was the first school that Black students could attend in Birmingham. By 1946, the school was the largest high school for Black students in the world. During the Civil Rights Movement, the students played a pivotal role in the Children’s Crusade.

Wenonah High, Miles College Alum Seeks to Join Famous All-Pro Brothers on NFL’s Jets

Brothers Quincy Williams and Quinnen Williams have been All-Pro selections for the New York Jets, and the NFL team is back at the Williams well.

Their younger brother, Giovanni Williams, is at the Jets’ rookie minicamp this weekend as a tryout player.

“I don’t know if there’s ever — and you guys can correct me if I’m wrong – had three brothers actually suit up for the same team in some capacity,” New York coach Aaron Glenn said on Saturday. “And I just think it’s outstanding that he has a Jet jersey on and both of his brothers are actually here with us. It’s a beautiful story. He’s working his butt off.”

Giovanni Williams said he got advice from his brothers before coming to minicamp.

“Quinnen told me, ‘Be yourself,’” Giovanni Williams said. “He said, ‘Whatever happens happens. God already got it for you.’ And then Quincy told me, because he knows the position we play – we play the same position – he told me, ‘Control your mind, control your body. Just have control over yourself and you can control the game.’”

All three brothers played at Wenonah High School.

Quinnen Williams was an All-American for Alabama in 2018, when he won the Outland Trophy as the nation’s best lineman, and joined the Jets as the third pick in the 2019 NFL Draft. He’s been a Pro Bowl defensive tackle the past three seasons and was a first-team All-Pro pick in 2022.

Quincy Williams made himself into a third-round pick in the 2019 NFL Draft at Murray State, where he played mostly safety. A linebacker in the NFL, he had two injury-affected seasons with the Jacksonville Jaguars before being traded to the Jets in 2021. Quincy Williams was a first-team All-Pro selection in 2023.

Giovanni Williams weighed as much as 350 pounds in high school. “Trying to look like a linebacker,” Williams said he got his weight down to 185 before building back to his current 222 pounds.

Williams played at Texas A&M-Kingsville before spending the past two seasons at Miles College. He helped the Fairfield school win the SIAC championship in the 2024 season.

“I got Quincy’s speed, but I got Quinnen’s build,” Giovanni Williams said, “so it’s like I’m in the middle of both of them.”

Williams said his brothers have set the bar high, but that’s not the expectation that he is focused on.
“The expectation is to work,” Williams said, “so just work.”

Williams is among 12 players invited to New York’s rookie minicamp on a tryout basis. Also attending is former Wetumpka High School standout Trey Jones III, a safety from Texas A&M.

To stay with the Jets past Sunday, a tryout player will need to impress the New York leadership enough to earn a contract.

“All I can do is just come out here and just do me and handle my business,” Williams said. “Put my best foot forward, and whatever happens happens.”

It’s a long-shot opportunity, but Williams said, “It would mean a lot to me (to stay with the team). Just to know I came to the minicamp and just did what I could. I was coachable. I had urgency. Just to be on the team with my brothers, it would feel good. It would be historical.”

What Birmingham Students Learned After Re-Enacting Historic 1963 Children’s March

Denasha Williams, a senior at Huffman High School, read about the historic 1963 Children’s Crusade in Birmingham that helped lead to groundbreaking federal Civil Rights Legislation. On Friday, she got a chance to experience it.

Williams and more than 200 students from various Birmingham City Schools gathered in Kelly Ingram Park to re-enact the Children’s Crusade held 62 years ago this month.

“I feel great about [today’s re-enactment],” Williams said. “It’s like I’m understanding what [students in 1963] went through … I feel like I got the chance to understand the way that they felt and what it was like to have the pressure on them.”

Aniya Tolbert, a junior at Huffman High School, said she used to attend a school where “we would talk about Black history, but today just gave me a more in-depth look at the Children’s March, including the actual time frame in which these events happened,“ she said.

Birmingham’s historic Children’s Crusade, which took place May 2-10, 1963, involved more than 1,000 students walking downtown to talk to leadership at City Hall about segregation.

Many were arrested. They were also attacked by police dogs and sprayed with water hoses.

The event led to President John F. Kennedy to publicly support federal Civil Rights legislation, eventually led to the passage of the Civil Rights Act of 1964.

On Friday, students gathered in downtown Birmingham at Sixth Avenue North and 17th Street North and walked toward Birmingham City Hall. They ended their walk at Boutwell Auditorium, where they watched a 40-minute documentary.

John Banks, a freshman at Wenonah High School, said he understands the importance of what happened 62 years ago.

“By [the Foot Soldiers] going out there and marching, they made change. They got people’s attention, and it allowed them to actually get something done.”

The re-enactment also “opened my eyes to the significance of my city, our city, Birmingham,” he said. “… Times right now are scary, just like in the past, but if we preserve our history, we can learn from it to build a better future for everyone.”

Birmingham Business Owners Urge Governor Ivey to Veto Hemp Bill

Small business owners in Birmingham are sounding the alarm over House Bill 445, warning it could devastate Alabama’s hemp industry and force longtime retailers to shut their doors.

The legislation would give the Alabama Alcoholic Beverage Control (ABC) Board authority over consumable hemp products, including those containing delta-8, delta-9, and delta-10 THC. It includes strict licensing requirements, product restrictions, and a 10% excise tax.

“Having the ABC board taking over is not all this is,” said Jenni Otwell, CEO of Magic City Organics. “It’s so much bigger than that. It’s the end of all of our businesses, really, truly.”

Otwell says her company has shipped products nationwide from its Birmingham storefront for the past 10 years, prioritizing education and compliance.

“We have people that are sent to us, referred to us from cancer centers, because they are at their wits end,” she said. “They cannot figure out what to do. They can’t seem to find any sort of relief.”

She says the bill’s regulations would likely force Magic City Organics to relocate out of state.

“We are all real people. We are not criminals,” Otwell said. “We abide by all the laws, and we’ve been self-regulating for seven years.”

Under HB 445, smokable and vape hemp products would be banned, THC limits in edibles would be capped at 10mg per serving, and only adults 21 and older could purchase from a restricted set of retail locations.

“I use cannabis in my everyday life to keep me off SSRIs and NSAIDs,” said Kat, a local mom. “I’m not willing to drink alcohol. I’m not willing to use pills to fight my pain, and I’m here for people like me.”

A local brewery owner also spoke out, calling the measure “failed prohibition” and warning it contradicts the legislature’s own public health goals.

“All that has been accomplished with this is addressing a point-of-sale issue,” he said, “while ignoring the blatant hypocrisy of removing cannabis from shelves and replacing it with tequila and vodka.”

“There are thousands of jobs on the line. There are hardworking, well-meaning people, and this is going to create outcomes that are devastating.”

Birmingham Mayor Randall Woodfin says the bill undercuts small businesses and could push vulnerable residents toward dangerous alternatives.

“This bill does not protect our communities,” he said. “It destroys jobs — and hurts local businesses. This is economic sabotage.”

Woodfin said millions of dollars in revenue is pumped into the state through these businesses.

“For the past seven years, they’ve helped save lives,” Woodfin continued. “But with this bill, you’re pushing everyday people to the black market.”

Business owners are asking Alabamians to call the governor’s office and urge a veto before the bill takes effect.

After Starring at UAB and Red Mountain Theatres, Jalen Kirkman Headed to NYC

First, Kirkman, 22, was in the UAB Department of Theatre’s production of “Godspell” as Jesus, then in “A New Brain” as Roger and “Into the Woods” as Baker. Fresh from playing cool guy on campus Adam in “Freaky Friday,” last year he played policeman Eddie Souther in “Sister Act,” both presented by Theatre UAB’s historic professional collaboration with Birmingham’s Red Mountain Theatre Company.

In between, Kirkman worked with Red Mountain Theatre in “Dreamgirls” as C.C. White, “Holiday Spectacular” in 2023, and 2024, “The Color Purple” and “The Donna Summer Musical.” At Maine State Music Theatre, he was John Thayer in “Titanic” and in the ensemble for “9 to 5.” For Fulton Theatre, he played Dickon in “The Secret Garden: In Concert” and was in the ensemble for “Charlie and the Chocolate Factory.” He also made news in his own story, by entering, and winning, a national competition for young voices singing classic music.

Kirkman performed the national anthem and UAB alma mater at the Saturday morning commencement May 3 at Bartow Arena. He graduated with a Bachelor of Fine Arts degree in musical theater from the College of Arts and Sciences on a Personalized Path in the UAB Honors College. He studied with Head of Musical Theatre Valerie Accetta, faculty in the college’s Department of Music, and Department of Theatre professors Dennis McLernon, Jack Cannon and Roy Lightner, who is also artistic director at Red Mountain Theatre and with whom Kirkman trained in dance. Kirkman performed in the Department of Theatre’s student tour group, a company of students who regularly travel to schools and community venues during the school year to present performances. He got the chance to work on staff at the Alys Stephens Performing Arts Center with the facility’s house management team for another perspective on performance.

A big moment — and big break — came in 2024 when he was selected as a finalist in the “NextGen National: Finding the Voices of Tomorrow” contest presented by the American Pops Orchestra at Lincoln Center. The final 10 vocalists were chosen from 240 student submissions in 112 colleges. Competitors participate in NextGen free of charge but are required to use older music from before the 1970s.

Each finalist received an all-expenses-paid trip to New York City to attend master classes and events and work with professional artists, then perform live at Lincoln Center for the final competition. Kirkman’s family including parents Tera and Eric Kirkman and brother Justin Kirkman went with him to New York, along with UAB students and graduates Kiersten David, Mac Baxter and Bri Hernandez.

Kirkman first performed “Guess Who I Saw Today,” a jazz classic sung first by Nancy Wilson and more recently by Samara Joy — a performing artist he was able later to experience live in concert at UAB’s Alys Stephens Center. For the final competition, he performed “Night Song” from the Sammy Davis Jr. musical “Golden Boy” and “Fascinating Rhythm” by Ella Fitzgerald. Four judges, along with the audience, voted for the winners, and Kirkman was named the top vocalist from across the country. He was awarded the Chip Hand Prize for Vocal Excellence, which carries a $10,000 award and performance opportunities with the American Pops Orchestra.

Kirkman’s technique and talent are outstanding, but what is most remarkable about him is his devotion to his community, Accetta says.

“He shows up for all of his classmates and collaborators, and he says yes to every opportunity,” Accetta said. “He leads with gratitude and an open heart, and it has been a privilege to work with him these last four years.”

After graduation, this summer he will work at Music Theatre Wichita in “Crazy for You,” “Something Rotten” and “Newsies.” After signing with the talent agency Hudson Artists Agency based in New York, he will move to New York City this fall to pursue his career full time.

Kirkman says he is “over the moon” about getting to move to New York. His agents will continue submitting him for projects both in the city and across the country, something he is very excited for, he says.

“It can be very daunting when you start to think about the level of talent that thrives there and not to even mention the rent prices, but it’s all worth it,” Kirkman said. “Something about being immersed in the culture and art of New York City charges my soul in a way I have not felt before, and I am excited to be living in that full time.”

How he chose UAB is a story Kirkman says he loves telling prospective students.

Accetta visited his high school in Florence, Alabama, when he was a sophomore and did a master class during which he and several students sang. The next year, he attended the Southeastern Theater Conference to audition for different colleges and get ready for senior year.

“The audition set up for that is like a cattle-call type thing,” Kirkman said. “You walk up and are in front of hundreds of different colleges, hundreds of different people who could potentially be interested in you. But I walked on stage, stood in the middle and looked out in the audience, and we locked eyes. She kind of recognized me and smiled a little bit and that just kind of took off any nerves. After the audition, she called me back to talk a little bit more and immediately remembered who I was, came up, gave me a hug and everything, and it was just like catching up with a friend. And so immediately from that point I knew UAB was going to see me more as a person, as Jalen and as who I am, rather than just someone offering up, talent or money or something like that.”

UAB Theatre is supportive and collaborative, and that has resonated with him throughout his time here.

“I don’t think I would be where I am now as a person or as an artist without the time I spent at UAB,” Kirkman said. “The individual love and care that I have received from all the faculty and staff who I have crossed paths with will always stick with me and continues to inspire me to lead with the same love and care in life and in the workplace as well. I will forever be a proud Blazer.”

The project consists of the construction of a new clean linen storage room and reconfiguration of an existing materials management space on the 3rd floor of the UAB North Pavilion building. The scope of work includes architectural, electrical, and mechanical new work and associated demolition to facilitate the new construction. The construction budget is anticipated to be between $100,000 and $200,000.

 

The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances, and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family, and staff. Bonds:

A certified check or bid bond payable to the University of Alabama at Birmingham in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000 must accompany the bidder’s proposal. Performance and Statutory Labor and Material Payment Bonds will be required at the signing of the Contract.

 

Bids:

Bids must be submitted on proposal forms or copies thereof furnished by the Architect. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of ninety (90) days. The Owner reserves the right to reject bids if such action is determined to be in the best interest of the Owner. The Owner reserves the right to revoke pre-qualification of any bidder in accordance with Section 39-2-12, Code of Alabama, 1975, as amended in 1997 (by Act 97-225). The Bid Date is June 19, 2025 at 2:00 PM Central Time at the University of Alabama at Birmingham, UAB Hospital Planning, 2020 University Blvd., Birmingham, Alabama 35294. Bids shall be clearly identified on the exterior of the package with the bidder’s name, address, State license number, the name of the project being bid, time and place of the bid opening. Sealed bids shall be properly identified.

 

Proposals may be hand delivered or received by mail on the date of the bid opening at the Office of Darren Kruty, Project Manager Facilities and Capital Projects, 2020 Building, 2020 University Blvd, Birmingham, Alabama 35233, until 12:00 noon. After 12:00 noon of the date of the bid opening, proposals must be hand delivered and presented at the bid opening. Sealed proposals shall be submitted in triplicate and shall be properly identified. All proposals received after 2:00 p.m. on
June 19, 2025 will be returned unopened.

 

Fire Alarm Work

In accordance with Title 34, Chapter 33A, of the Code of Alabama 1975, bidders for fire alarm work of this project, if any, must include with their bid, evidence of licensure as required by the act, by including with the bid submittal, a valid State Fire Marshal’s permit.

  1. For each of the projects listed in Item 3, a sample data set that includes at least five (5) CCTV videos, digital sonar results, a laser profiling summary, and a report in PDF file format that summarizes the results from either the overall project or an individual sub-basin located within the project

 

  1. Any software necessary to fully view the sample data sets in the same manner as the standard deliverables required to be submitted in Section 33 01 32 – Large Diameter Sanitary Sewer Multi-Sensor Assessment

 

  1. A list and description of all judgments, claims, and suits pending or outstanding against the prospective Bidder that are associated with the projects listed in Item 3

 

  1. A list of all lawsuits associated with the projects listed in Item 3 filed by the prospective Bidder

 

  1. A list of names and experience records of key project management personnel, field supervision personnel, and field laborers proposed to work on this Project. Experience records for proposed personnel shall demonstrate compliance with the required qualifications specified in Section 33 01 32 – Large Diameter Sanitary Sewer Multi-Sensor Assessment.

 

  1. List any restrictions placed on the prospective Bidder by local, state, or federal government barring the Bidder from doing work for those bodies.

 

  1. Provide a statement of bonding capacity from Surety Company.

 

  1. List major construction equipment currently owned or leased by prospective Bidder, including the CCTV, HD Images, sonar, and laser profiling equipment proposed for pipe condition assessment. Indicate age of each item of condition assessment equipment and practical limitations for use of the condition assessment equipment in a sanitary sewer pipe, including:

 

  1. Minimum freeboard required for use of the CCTV, HD Images, and laser profiling equipment

 

  1. Minimum wastewater depth required for use of the sonar equipment

 

  1. Maximum allowable wastewater velocity to obtain accurate multi-sensor data

 

  1. Attach prospective Bidder’s financial statement from the most recent fiscal year.

 

  1. Attach any other pertinent documentation to substantiate prospective Bidder’s competence and financial responsibility.

 

The Owner may make such investigations as deemed necessary to determine the ability of the prospective Bidder to perform the Work, and the prospective Bidder shall furnish to the Owner all such information for this purpose as the Owner may request. The Owner reserves the right to reject any “Statement of Bidder’s Qualifications” if the evidence submitted by, or investigation of, such prospective Bidder fails to satisfy the Owner that such prospective Bidder is properly qualified to carry out the obligations of the Agreement and to complete the Work under this Contract. Such evidence should include, but not be limited to, successful completion of three (3) projects as the prime contractor within the last five (5) years. The Water Distribution System Storage Tanks Overflow Improvements project covers improvements on up to fifty-one storage tanks. This project includes, but is not limited to, the following scope of work:

 

  1. Introducing air gaps in overflow lines and installation of stainless-steel screens.
  2. Installation of slip-on or insert duckbill valves, and cast-in-place manholes on the overflow lines.

 

Prime Contractor bidders may obtain one complete set of Bidding Documents on or after Monday May 5th, 2025, from the office of the Chief Engineer of The Water Works Board of the City of Birmingham upon payment of a $300.00 deposit by company check or by certified check and signing a nondisclosure statement. No personal checks or any other form of payment except as noted will be accepted. This deposit shall be refunded in full to each prime contractor bidder upon the return of the Bidding Documents in a reusable condition within 10 days after the bid opening. The U.S. Environmental Protection Agency

Announces the Availability of the Administrative Record for the

Fairfield Neighborhood Lead Site 

Fairfield, Jefferson County, Alabama

 

The U.S. Environmental Protection Agency expanded the Fairfield Neighborhood Lead Superfund Site (the Site) from 18 to 38 residential properties that are in and around the City of Fairfield. The Site is an area that has been historically surrounded by iron and steel foundries operating. On December 10, 2021, the EPA received a petition from the Fairfield Environmental Justice Alliance for a Preliminary Assessment of hazards to public health and the environment associated with alleged releases from the facility, and other points and mobile sources impacting residential areas in the City of Fairfield.

 

The EPA completed the Preliminary Assessment of the Site on August 19, 2022. There were a small number of residential properties with lead or benzo(a)pyrene levels above the EPA’s Removal management Level. The EPA concluded its Site Inspection in May 2024 and determined that the Site will not be listed on the National Priorities List (NPL). A time-critical removal action for hazardous substances is necessary to protect human health and the environment. The EPA has coordinated all investigatory and response activities with the Alabama Department of Environmental Management and the City of Fairfield. The total cost for this action is estimated to be $ $4,907,960, which will be funded through the EPA.

 

The Administrative Record file includes documents that the EPA used to select the removal action. A removal action is a short-term cleanup intended to stabilize a site that poses an imminent and substantial threat to human health or the environment. Documents in the record may include, but are not limited to, preliminary assessment and inspection report, test results, and the Action Memorandum.   1. SCOPE OF WORK:

 

From time to time the Owner needs general contractors and construction trade labor to perform small, emergency, or special circumstances construction projects. Time being of the essence, the amount, type, and duration of labor required varies from project to project, and from trade to trade, and therefore the Owner is requesting annualized unit price trade labor rates from contractors using experienced employees or experienced subcontractors to provide this supplemental labor on an hourly basis.

 

Work may include interior renovations and maintenance including demolition, general construction, plumbing, HVAC, fire protection, and electrical work, maintenance, and modular furniture modifications. Work will be performed within the operating hospital facility using appropriate levels of infection control measures and the contractor should have experience with the implementation and maintenance of infection and dust control measures and interim life safety measures in a hospital environment as well as experience in performing construction in an operating facility.

The project consists of the construction of a new clean linen storage room and reconfiguration of an existing materials management space on the 3rd floor of the UAB North Pavilion building. The scope of work includes architectural, electrical, and mechanical new work and associated demolition to facilitate the new construction. The construction budget is anticipated to be between $100,000 and $200,000.

 

The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances, and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family, and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. Renovation for two new reading rooms, a portable imaging room, and associated renovations including but not limited to flooring, gypsum board, painting, ceilings, concrete work, plumbing, fire sprinkler, HVAC, and electrical work. The work will be performed using Infection Control measures so that clinical operations can continue without interruption. Adjacent spaces are sensitive to noise and vibrations and may require measures to mitigate these issues. The project is located contiguous with fully functioning patient clinical areas and Contractors must have significant experience in working in a hospital clinical environment and have knowledge and experience with implementation, monitoring, and maintaining Infection Control and Interim Life Safety measures. This project will require significant coordination, working with the Owners’ specified equipment vendors, and scheduling to successfully deliver the project. The estimated construction cost is between $300,000-$500,000.

 

 

  1. PRIME CONTRACTOR BIDDER PRE-QUALIFICATIONS:

 

Prime contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.

Documents:  

After notice to pre-qualified bidders is given, the pre-qualified prime contractor bidders may obtain bid documents from the Architect (see address above) upon deposit of $100.00 per set. The deposit is refundable in full on the first two (2) sets issued to each prime general contractor bidder upon return of documents in reusable condition within ten (10) days after bid opening. For each of the projects listed in Item 3, a sample data set that includes at least five (5) CCTV videos, digital sonar results, a laser profiling summary, and a report in PDF file format that summarizes the results from either the overall project or an individual sub-basin located within the project

 

  1. Any software necessary to fully view the sample data sets in the same manner as the standard deliverables required to be submitted in Section 33 01 32 – Large Diameter Sanitary Sewer Multi-Sensor Assessment

 

  1. A list and description of all judgments, claims, and suits pending or outstanding against the prospective Bidder that are associated with the projects listed in Item 3

 

  1. A list of all lawsuits associated with the projects listed in Item 3 filed by the prospective Bidder

 

  1. A list of names and experience records of key project management personnel, field supervision personnel, and field laborers proposed to work on this Project. The Water Distribution System Storage Tanks Overflow Improvements project covers improvements on up to fifty-one storage tanks. This project includes, but is not limited to, the following scope of work:

 

  1. Introducing air gaps in overflow lines and installation of stainless-steel screens.
  2. Installation of slip-on or insert duckbill valves, and cast-in-place manholes on the overflow lines.

 

Prime Contractor bidders may obtain one complete set of Bidding Documents on or after Monday May 5th, 2025, from the office of the Chief Engineer of The Water Works Board of the City of Birmingham upon payment of a $300.00 deposit by company check or by certified check and signing a nondisclosure statement. No personal checks or any other form of payment except as noted will be accepted. This deposit shall be refunded in full to each prime contractor bidder upon the return of the Bidding Documents in a reusable condition within 10 days after the bid opening. Additional sets of Bidding Documents for prime contractor bidders, subcontractors, vendors, or dealers may be obtained upon payment of said $300.00 deposit and signing a nondisclosure statement. The U.S. Environmental Protection Agency

Announces the Availability of the Administrative Record for the

Fairfield Neighborhood Lead Site 

Fairfield, Jefferson County, Alabama

 

The U.S. Environmental Protection Agency expanded the Fairfield Neighborhood Lead Superfund Site (the Site) from 18 to 38 residential properties that are in and around the City of Fairfield. The Site is an area that has been historically surrounded by iron and steel foundries operating. On December 10, 2021, the EPA received a petition from the Fairfield Environmental Justice Alliance for a Preliminary Assessment of hazards to public health and the environment associated with alleged releases from the facility, and other points and mobile sources impacting residential areas in the City of Fairfield.

 

The EPA completed the Preliminary Assessment of the Site on August 19, 2022. There were a small number of residential properties with lead or benzo(a)pyrene levels above the EPA’s Removal management Level. The EPA concluded its Site Inspection in May 2024 and determined that the Site will not be listed on the National Priorities List (NPL). A time-critical removal action for hazardous substances is necessary to protect human health and the environment. The EPA has coordinated all investigatory and response activities with the Alabama Department of Environmental Management and the City of Fairfield. The total cost for this action is estimated to be $ $4,907,960, which will be funded through the EPA.

 

The Administrative Record file includes documents that the EPA used to select the removal action. A removal action is a short-term cleanup intended to stabilize a site that poses an imminent and substantial threat to human health or the environment. Documents in the record may include, but are not limited to, preliminary assessment and inspection report, test results, and the Action Memorandum.   1. SCOPE OF WORK:

 

From time to time the Owner needs general contractors and construction trade labor to perform small, emergency, or special circumstances construction projects. Time being of the essence, the amount, type, and duration of labor required varies from project to project, and from trade to trade, and therefore the Owner is requesting annualized unit price trade labor rates from contractors using experienced employees or experienced subcontractors to provide this supplemental labor on an hourly basis.

 

Work may include interior renovations and maintenance including demolition, general construction, plumbing, HVAC, fire protection, and electrical work, maintenance, and modular furniture modifications. Work will be performed within the operating hospital facility using appropriate levels of infection control measures and the contractor should have experience with the implementation and maintenance of infection and dust control measures and interim life safety measures in a hospital environment as well as experience in performing construction in an operating facility.

 

  1. BIDDER PRE-QUALIFICATIONS:

 

Bidders (general contracting, electrical, flooring, resinous flooring, painting, asbestos abatement, plumbing and HVAC) interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of the bidder’s current Alabama General Contractors license is to be included in pre-qualification submittal.

 

 

 

 

 

 

Only bidders who have completed the pre-qualification process for the contract they are bidding on and that have been approved will be eligible to submit a bid for the Project. Prospective bidder’s pre-qualification package must be received by the Owner’s Facilities Director no later than 4:00 PM Central Time, May 30, 2025 after which no further requests will be considered.

 

Pre-qualification Requirements Information Package may be obtained from the Architect upon letterhead request. Any addendums to the prequalification requirements will be issued to documented bidders only.

 

The pre-qualification procedure is intended to identify responsible and competent bidders relative to the requirements of the project for which they are submitting a bid. Each prospective bidder will be notified of the results of the pre-qualification, on or about June 6, 2025.

 

The Owner reserves the right to waive technical errors in applications, or abandon the pre-qualification process, should the interests of the Owner appear to be promoted thereby.

  1. BIDS BY PRE-QUALIFIED BIDDERS

 

Documents:  

After notice to pre-qualified bidders is given, the pre-qualified bidders may obtain bid documents from the Architect (see address above) upon deposit of $100.00 per set. The deposit is refundable in full on the first two (2) sets issued to each bidder upon return of documents in reusable condition within ten (10) days after bid opening. Additional sets for pre-qualified bidders, subcontractors, vendors, or dealers may be obtained upon payment of the same deposit. The deposit for additional sets shall be refunded less the cost of printing, reproduction, handling, and distribution, upon return of the documents in reusable condition within ten (10) days after bid opening.

 

Bid documents will be available at the following locations after notice to pre-qualified bidders is given. Drawings and specifications may be examined at the Office of the Architect; and electronically at Construct Connect and Dodge Data & Analytics.

 

 

Bonds:

A certified check or bid bond payable to the University of Alabama at Birmingham in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000 must accompany the bidder’s proposal. Performance and Statutory Labor and Material Payment Bonds will be required at the signing of the Contract.

 

Bids:

Bids must be submitted on proposal forms or copies thereof furnished by the Architect. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of ninety (90) days. The Owner reserves the right to reject bids if such action is determined to be in the best interest of the Owner. The Owner reserves the right to revoke pre-qualification of any bidder in accordance with Section 39-2-4, Code of Alabama, 1975, as amended in 2024 (by Act 2021-485). The Bid Date is June 24, 2025 at 2:00 p.m. Central Time at the University of Alabama at Birmingham, UAB Health System Facilities, 15 20th Street South, Birmingham, Alabama 35233. Bids shall be clearly identified on the exterior of the package with the bidder’s name, address, State license number, the name of the project/trade being bid, time and place of the bid opening. Sealed bids shall be properly identified.

 

Proposals may be hand delivered or received by mail on the date of the bid opening at the Office of Stan Cordrey, Facilities Manager, UAB Health System Facilities, 15 20th Street South, Birmingham, Alabama 35233, until 12:00 noon. After 12:00 noon of the date of the bid opening, proposals must be hand delivered and presented at the bid opening. Sealed proposals shall be submitted in triplicate and shall be properly identified. Birmingham Students to Re-Enact the 1963 Children’s Crusade Today at Kelly Ingram Park

Foot soldiers and more than 200 students will gather in Kelly Ingram Park today, May 9 to re-enact the 1963 Birmingham Children’s Crusade, also known as the Children’s March.

Participants will meet at the park’s pavilion at 8:30 a.m. At 9 a.m., they will gather at Sixth Avenue North and 17th Street North to start walking toward Birmingham City Hall. They will end their walk at Boutwell Auditorium, where they will watch a 40-minute documentary and hear from speakers. Organizers estimate that they will arrive at Boutwell around 9:30 a.m. Several community partners will have tables set up in the Boutwell lobby for students to collect resources.

Birmingham’s historic Children’s Crusade, which took place May 2-10,1963, involved more than 1,000 students walking downtown to talk to leadership at City Hall about segregation. At the time, many students left their schools to conduct peaceful marches. They were arrested, released from jail, marched again and arrested again. Children were sprayed with fire hoses and attacked by police dogs. The event, which compelled President John F. Kennedy to publicly support federal civil rights legislation, eventually led to the passage of the Civil Rights Act of 1964.

“Back then, we couldn’t go to the library. We couldn’t walk across Kelly Ingram Park. We couldn’t go into the front door of a restaurant. We had to go in the back,’’ said Paulette Roby, a foot soldier and chairwoman of the Civil Rights Activist Committee “Home of the Foot Soldiers. “We couldn’t go into places like Loveman’s (department store) to even try on a dress. It was off limits to us. You had to guess your fit and hope it worked when you got home.’’

Roby was 13 years old in May 1963 when she participated in the Children’s Crusade. And even though she was arrested and spent a night at a makeshift jail at Fairpark Arena with other young protestors, she never gave up on her fight for equality. She continued to march in the 1960s. In 2014, she became chairwoman of the Civil Rights Activist Committee “Home of the Foot Soldiers,’’ which was formed in 1991.

High school students from Birmingham City Schools will join the Birmingham foot soldiers for the re-enactment, which will include the following route on the sidewalk:

Gather at the park’s pavilion at 8:30 a.m. (17th Street North runs behind the pavilion.)

At 9 a.m., the march will start at 17th Street North and Sixth Avenue North

Cross 17th Street North and walk down Sixth Avenue North

Cross 18th Street North

Cross 19th Street North and turn left onto 19th Street North

Walk down 19th Street North and turn right onto Park Place

Take an immediate left onto Short 20th Street North in front of City Hall

Walk down the sidewalk on Short 20th Street North

Cross Abraham Woods Jr. Boulevard and enter Boutwell Auditorium

Gov. Kay Ivey Signs Law to Make Juneteenth Official State Holiday in Alabama

Juneteenth is now an official Alabama state holiday.

Governor Kay Ivey on Thursday signed legislation marking the annual holiday on June 19.

The Alabama Senate had passed the bill to officially recognize Juneteenth as a state holiday. The legislation, known as House Bill 165, was previously passed by the Alabama House of Representatives.

“Since President Trump observed Juneteenth in June of 2020, we have proclaimed it each year, and I am pleased the Legislature has made it an official state holiday,” said Gov. Ivey after the signing Thursday afternoon.

The bill, sponsored by Bobby Singleton and Representative Rick Rehm, makes Juneteenth, the day that commemorates the end of slavery after the Civil War, an official state holiday.

For several years, Ivey has designated Juneteenth as a state holiday, but it has not been officially recognized. The bill adds Juneteenth to the list of state holidays, resulting in the closure of all state offices on June 19.

Juneteenth commemorates the day in 1865 when enslaved African Americans in Galveston, Texas, learned of their freedom, more than two years after the Emancipation Proclamation was issued. It is celebrated as the end of slavery in the United States and is considered the longest-running African American holiday. In 2021, Juneteenth was declared a federal holiday, highlighting its national importance.

Juneteenth has been recognized as a federal holiday since 2021.
