Birmingham Promise Celebrates 5 Years of Providing Scholarships, Job Opportunities for City Students

For Sarah Granderson, who graduated from Ramsay High School in 2021 and is now a senior at Jacksonville State University, Birmingham Promise is more than a program. “It’s a path to economic opportunity that can truly change lives,” she said.

Through Promise scholarships, Granderson has been able to work toward her degree in political science and sociology without needing student loans. She also continues to benefit from her time as an intern at Oakworth Capital Bank, where she met people who continue to serve as mentors and role models. “To this day, I stay in touch,” she said.

On Friday, Granderson attended a gathering that brought together city leaders, employers, and students who have benefited from Birmingham Promise. The program celebrated its fifth anniversary helping city students with scholarships and internships.

Since its creation in 2019, Birmingham Promise has provided college scholarships totaling $11 million to 1,636 graduates of Birmingham City Schools. It has also facilitated paid internships for more than 300 high-school students in the Birmingham system.

The independent nonprofit organization was originally launched by Mayor Randall Woodfin’s administration. Woodfin, speaking at the anniversary event at the Fennec on Friday, said while Birmingham Promise is a charitable organization, its programs aren’t handouts so much as investments that will pay long-term dividends.

“Birmingham Promise, it turns out five years later, is not just the largest economic mobility program in Birmingham; it’s the largest economic mobility program in the state of Alabama for high school students,” Woodfin said.

That is why PNC recently donated $10 million to Birmingham Promise over the next 10 years – the largest private donation in the organization’s history, said Bill Demchak, the chairman and CEO of PNC. The programs, he said, will ultimately benefit the students, the city and the businesses within it. “When our communities thrive, we thrive,” Demchak said.

Promise Executive Director Samantha Williams said almost all students who benefit from Birmingham Promise are people of color, and many come from poor homes where parents did not attend college — all factors that can create roadblocks to higher education and career opportunities. “They are surmountable,” she said, “with help.”

Already, Birmingham Promise has seen growth in the number of freshman college students who return the next fall — a key indicator of how many of them will ultimately complete a degree. The percentage of freshmen returning for the sophomore year grew from 66 percent in 2021 to 74 percent in 2023, she said.

Carver alum Damiuna Dawson said she graduated from UAB in four years with no debt thanks to Birmingham Promise, and is now pursuing a master’s degree in social work at Alabama A&M. But one of the things that excites her most is that her college journey has inspired an older sibling and even Dawson’s mother to pursue additional education.

In accepting the Promise Keeper Award from Birmingham Promise board chair Danny McKinney, Regions executive Leroy Abrahams spoke about more ripple effects that will come from Birmingham Promise.

“It’s so powerful to think of what comes from this,” said Abrahams, who is on the Birmingham Promise board and served as chairman for most of its history.

He recalled being the first member of his family to receive a four-year college degree and said he realized at a recent gathering with his adult children that he was “the least-educated person in the family.”

“This is generational impact,” he added.

While it will take time to reap the full rewards, he urged supporters to be patient and keep investing in Birmingham Promise. “The cost of ignorance,” he said, “is a lot higher than the price of an education.”

UAB to Conduct Research on the Health Impacts of Public Housing and Neighborhood Revitalization

The University of Alabama at Birmingham will lead a community-based research study funded by the National Institutes of Health to examine how specific modifications of housing and neighborhood conditions affect health outcomes.

In collaboration with the Housing Authority of the Birmingham District, the City of Birmingham, and multiple organizations and stakeholders, the $3.7 million Housing, Environment, And Living Conditions for Transformed Health (HEALTHe Birmingham) study will measure the health impacts and cost-effectiveness of different types of improvements such as public housing renovations, neighborhood improvements and indoor air purification.

Gabriela Oates, Ph.D., associate professor in the University of Alabama at Birmingham Marnix E. Heersink School of Medicine, will serve as the principal investigator, along with Lori Bateman, Ph.D., assistant professor at UAB, multiple principal investigator.

“The disparities in lung disease and other chronic conditions between residents of public housing and the general population are profound, and the resulting human and economic burden is extraordinary,” Oates said. “This is a once-in-a-generation opportunity to determine the effectiveness of large-scale initiatives in reducing these disparities.”

HEALTHe Birmingham will assess the health effects of public housing and neighborhood revitalization sponsored by the federally funded Choice Neighborhood Initiative and will conduct a prospective trial on improved indoor air quality in public housing communities with various levels of environmental contamination.

This research will determine the extent to which public housing renovations and improvements of the neighborhoods’ physical and social environments benefit lung health and reduce chronic disease risk. Results could impact public health policy and inform future initiatives to reduce health disparities.

“Millions of dollars are invested in public housing revitalization each year, yet few studies have measured the impacts of these improvements on residents’ health and disease risk,” Bateman said. “This study is an opportunity to do that.”

“We are looking forward to working with residents and community partners during every phase of this project,” Bateman said.

Residents of the Southtown Court, Smithfield Court, Elyton Village and Collegeville Center public housing communities and residents of the Smithfield, College Hills and Graymont neighborhoods will be involved in the study.

Oates says she is honored to be the principal investigator for this research, which is a culmination of decades-long work at UAB in cultivating community trust and building partnerships for sustainable changes that advance health equity.

“This project would not be possible without our communities, organizational partners, and the infrastructure of the UAB Lung Health Center and the UAB Minority Health and Health Equity Research Center,” Oates said.

HEALTHe Birmingham is one of only three U01 awards that the NIH funded nationally for transformative health disparities research.

A performance bond equal to 100% of the contract amount and a payment bond equal to 100% of the contract amount will be required of the successful bidder. Said bonds shall be executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama.

Liability insurance certificates shall be required of the successful bidder and such certificates shall list the City of Birmingham, its officials, agents, and employees as additional named insured.

Only bids submitted by General Contractors licensed in the State of Alabama in accordance with Title 34, Chapter 8 of the Code of Alabama (1975 as amended) will be considered.

Bids shall be submitted in a sealed envelope marked “SEALED BID – ARPA FUNDED Hooper City Phase V Contractors shall write his or her State of Alabama general contractor’s license number and the name of the company submitting the bid on the outside of the sealed bid envelope.

General requirements:  The A/V Firm shall be responsible for the professional quality, technical accuracy, and coordination of the design work.  The A/V Firm will coordinate with the Architect and Contractor on the design and installation of the A/V systems.

The A/V Firm shall coordinate with the appropriate public utility companies and commissions, if required, to prepare connection designs according to the applicable guidelines. Submissions shall be prepared (and revised and resubmitted, if necessary) for securing approvals, class of service, permits, and service hook-ups.

The work shall comply with all applicable City of Birmingham, Jefferson County, State of Alabama, federal codes and regulations.  The work shall also comply with any applicable utility provider, construction industry and ASHRAE standards, requirements, and guidelines.

The work shall conform with the “to be established” project budget and scope, once finalized, throughout planning, design, and installation.

The AV Firm shall make site visits, attend meetings, produce meeting minutes, make presentations, and submit required deliverables as necessary to execute specific parts of the work ‘to be established’ and in the Contract and the Scope of Work for the project. The A/V Firm will be available to perform optional installation phase services at the agreed upon rate, if requested by the Jefferson County Commission.

A. SCOPE OF WORK:

The project consists of renovation of  seventeen (17) Labor and Delivery Room Infant Stations, replacement of overbed lights, and new room medgas valves. The project will be broken into multiple phases. The scope of work includes, but is not limited to ceilings, finishes, plumbing, electrical work, and equipment coordination. The construction budget is anticipated to be between $800,000 – $1.2 Million.

The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Control and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family, and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

B. PRIME CONTRACTOR BIDDER PRE-QUALIFICATIONS:

Prime contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of current Alabama Contractors license is to be included in pre-qualification submittal.

Documents:
After notice to pre-qualified bidders is given, the pre-qualified prime contractor bidders may obtain bid documents from the Architect (see address above) upon deposit of $100.00 per set. The deposit is refundable in full on the first two (2) sets issued to each prime general contractor bidder upon return of documents in reusable condition within ten (10) days after bid opening. Additional sets for pre-qualified prime contractor bidders, subcontractors, vendors, or dealers may be obtained upon payment of the same deposit. Birmingham, Alabama 35214. All prospective Bidders and interested parties are required to attend the pre-bid conference and the pre-bid site visit. The purpose of the pre-bid conference and site visit is to raise questions pertaining to the Bidding and Contract documents and for the OWNER or its representatives to clarify any points. This project includes a Preconstruction Planning Period that begins when the Contract Times commence. Construction Work onsite will not be allowed until completion of the Preconstruction Planning Period. The Preconstruction Planning Period is set forth in the Agreement.

Each bid shall be accompanied by a cashier’s check, drawn on an Alabama Bank, or bid Bond in the amount of five percent (5%) of the bid not to exceed $50,000.00 in the form and subject to conditions provided for in the Specifications.

The Water Works Board of the City of Birmingham (“BWWB”) has adopted a voluntary Historically Underutilized Business (“HUB”) Program designed to encourage the participation of HUB firms in construction projects. To that end, the BWWB will never exclude any firm from participation in, deny any person benefits of, or otherwise discriminate in connection with the award and performance of BWWB contracts based on racial, gender, social, or economic status.

It is the intent of the BWWB to foster competition among contractors, suppliers and vendors that will result in better quality and more economical services for the BWWB. Under this program, the BWWB has established a goal of 30% participation of HUB firms for services required for BWWB construction projects. The BWWB’s stated goal will not be the determining factor in construction contract awards; rather bidders must demonstrate compliance with the Good Faith Efforts, more particularly outlined in the HUB Program, toward meeting said goal.

Failure on the part of a bidder to fully submit the information required herein may be considered by the BWWB in evaluating whether the bidder is responsive to bid requirements.

Alabama Code §31-13-9 (1975) provides that as a condition for the award of any contract by The Water Works Board of the City of Birmingham, a business entity or employer that employs one or more employees within the state of Alabama shall provide documentation of enrollment in the E-Verify program.

Each Prospective Bidder must complete, as a condition for the award of any Contract by The Water

Works Board of the City of Birmingham, the Certification Regarding Debarment in Section 00201. The Certification must be complete in its entirety and must be included with the Prospective Bidder’s Bid (NO EXCEPTIONS).

Legislature of Alabama Act 2013-205 grants the Alabama Department of Revenue (ADOR) the authority to issue certificates of exemption from sales and use taxes for construction projects for certain governmental agencies. Pursuant to Act 2013-205, Section 1(g) the Contractor accounts for the sales tax not included in the Bid Form by submitting an Accounting of Sales Tax- Attachment to BWWB Bid Form. Failure to provide an accounting of sales tax shall render the bid non-responsive. Other than determining responsiveness, sales tax accounting shall not affect the bid pricing nor be considered in the determination of the lowest responsible and responsive bidder. After Notice of Award, Contractor and Subcontractor licensed by the State Licensing Board for General Contractors must comply with ADOR requirements for making application for qualification of the exemption and are responsible for ADOR reporting requirements for the duration of the project.

If a Contract is to be awarded, it will be awarded to the Bidder with the best price on the best terms for the OWNER, who has neither been disqualified nor rejected pursuant to these Contract Documents, and whose Bid based on an evaluation by the OWNER indicates that the award will be in the best interest of the Project and will result in the lowest overall cost to the OWNER for completion of the project. If a Contract is to be awarded, it will be awarded within 90 calendar days after the day of the opening of bids.

Contract time of commencement and completion will be in accordance with the Agreement.

Each Prospective Bidder must read and provide documentation relative to the “Request for Company Product and Service Information Letter” and complete the “EEO Report Form” document for the corporation, partnership, joint venture, etc. submitting a bid included at the end of the Section 00200 Instruction to Bidders.  These two (2) items must be included with the Prospective Bidder’s Bid.

Each Prospective Bidder shall read and understand the Alabama Department of Revenue’s (ADOR’s) sales and use tax exemption policy pursuant to Act 2013-205 Section 1(g)  [CONTRACTOR accounts for the sales tax not included in the Bid Form by submitting an Accounting of Sales Tax – Attachment to BWWB Bid Form].  Failure to provide an accounting of sales tax shall render the Bid non-responsive.  Other than determining responsiveness, sales tax accounting shall not affect the bid pricing nor be considered in the determination of the lowest responsible and responsive bidder.  After Notice of Award, Prime Contractor and Subcontractor(s) licensed by the State Licensing Board for General Contractors must comply with ADOR reporting requirements for the duration of the project.  For further information see Section 00409, Alabama Department of Revenue-Sales and Use Tax Exemption, Section 00200 Instruction to Bidders (Article 33) and refer to paragraph 6.10 in the Supplementary Conditions.

Sealed Bids for a water main replacement project will be received by The Water Works Board of the City of Birmingham, System Development Department, 3600 First Avenue North, Birmingham, Alabama until 9:00 a.m. local time on Wednesday, December 11, 2024.  The Sealed Bids will be opened and read at 10:30 a.m. local time immediately after the 2nd Project in WIFIA Set #1 on Wednesday, December 11, 2024, by System Development Department staff in the System Development Conference Room on the Second Floor of the Main Campus Building located at 3600 First Avenue, North in Birmingham, Alabama.  Each Prospective Bidder will be able to listen to the Bid Opening via conference call [Number: 1-888-278-0296 / Access Code: 2875407].  Bids received after 9:00 a.m. local time on date aforementioned will be rejected and returned unopened.

Bids shall be based on unit price items and lump sum items as indicated on the Bid Form (Section 00410).

If a Contract is to be awarded, it will be awarded to the lowest responsive and responsible Bidder, who has neither been disqualified nor rejected pursuant to these Contract Documents, and whose Bid based on an evaluation by the OWNER indicates that the award will be in the best interest of the project and will result in the lowest overall cost to the OWNER for completion of the project.  Unless extended by OWNER, a Contract will be awarded within ninety (90) calendar days after the day of the opening of Bids.

The OWNER reserves the right to reject any and all proposals, the right to waive irregularities or to accept any proposal deemed to be in the best interest of the OWNER.

This project involves turnkey professional services for the design and implementation of Audio-Visual (A/V) solutions at the Jefferson County Coroner/Medical Examiner Office. The scope includes A/V systems for a training room, conference room, and five office CCTV monitors, covering design, bid preparation, bid assistance, and installation management.

General requirements:  The A/V Firm shall be responsible for the professional quality, technical accuracy, and coordination of the design work.  The A/V Firm will coordinate with the Architect and Contractor on the design and installation of the A/V systems.

The A/V Firm shall coordinate with the appropriate public utility companies and commissions, if required, to prepare connection designs according to the applicable guidelines. Submissions shall be prepared (and revised and resubmitted, if necessary) for securing approvals, class of service, permits, and service hook-ups.

The work shall comply with all applicable City of Birmingham, Jefferson County, State of Alabama, federal codes and regulations.  The work shall also comply with any applicable utility provider, construction industry and ASHRAE standards, requirements, and guidelines.

The work shall conform with the “to be established” project budget and scope, once finalized, throughout planning, design, and installation.

The AV Firm shall make site visits, attend meetings, produce meeting minutes, make presentations, and submit required deliverables as necessary to execute specific parts of the work ‘to be established’ and in the Contract and the Scope of Work for the project. The A/V Firm will be available to perform optional installation phase services at the agreed upon rate, if requested by the Jefferson County Commission.

Any cost for reproduction shall be the responsibility of bidders.

Prospective bidders are advised to check their source of bid documents frequently for any addenda to the bid documents. It is the bidder’s responsibility to bid on the correct set of bid documents.

Bids shall be accompanied by a cashier’s check drawn on an Alabama bank, or a bid bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, in an amount equal to 5% of the bid (subject to a maximum of $10,000) and payable to the City of Birmingham. Bid bonds of the three (3) lowest bidders will be held for a period of ninety (90) days unless bidders agree, in writing, to a longer period of time.  No bid may be withdrawn after the scheduled closing time for receipt of bids and for a period of ninety (90) days thereafter.

A performance bond equal to 100% of the contract amount and a payment bond equal to 100% of the contract amount will be required of the successful bidder. Said bonds shall be executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama.

Liability insurance certificates shall be required of the successful bidder and such certificates shall list the City of Birmingham, its officials, agents, and employees as additional named insured.

Only bids submitted by General Contractors licensed in the State of Alabama in accordance with Title 34, Chapter 8 of the Code of Alabama (1975 as amended) will be considered.

Bids shall be submitted in a sealed envelope marked “SEALED BID – 25th Street North Improvements (The Star Development Infrastructure Work) at Carraway Phase 1”. Contractors shall write on the outside of the sealed bid envelope his or her State of Alabama general contractor’s license number as well as the name of the company submitting the bid.

The Contractor is hereby advised that TIME IS OF THE ESSENCE on this project. The Contract Time for this project is six hundred and thirty-five day (635) consecutive calendar days. The first 270 days will be an administrative period followed by a 365-day construction period from the effective date of the written Notice to Proceed to achieve Final Acceptance. If mutually agreed upon between the Owner and Contractor, the construction period may commence prior to the end of the administrative period. Upon such agreement the contract end date will be modified based on the date of termination of the administrative period. Liquidated damages will be assessed if this time limit is exceeded. The Contractor may apply for an extension of time in accordance with the provisions of the Contract; however, such an extension must be approved prior to the Contract Completion Date to avoid the imposition of liquidated damages.

The Contractor is hereby advised that a Pre-Bid Conference will be held via a virtual video conference on Wednesday December 4, at 2:00 PM. This Pre-Bid Conference is MANDATORY for all contractors planning to submit a Bid Proposal on this project. The project consists of the replacement of bathroom vanity mirrors and associated lights in all hotel guestrooms of the existing UAB Marriott Hotel.  The scope of work includes minimal architectural, electrical, and demolition work. The work will be performed by a single Prime General Contractor who has experience managing and coordinating work of similar size and scope as a General Contractor (not as a Construction Manager, Program Manager, etc…). A. SCOPE OF WORK:

The project consists of demolition of approximately 2,250 SF Administration Area.  The project will be broken into multiple phases. The scope of work includes, but is not limited to ceilings, finishes, plumbing, electrical work, and equipment coordination. The demolition budget is anticipated to be between $110,000-$175,000.

The work will be performed under a single Prime General Contractor who will coordinate the work of this project. Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Control and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family, and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

As Birmingham Faces Growing Number of Homicides, City’s RESTORE Program Aims to Reduce Youth Violence

In 2022, 83 percent of perpetrators, up to age 22, charged with murder or attempted murder in Jefferson County were at some point involved in family court.

And 69 percent of homicide victims ages 13-22 years old also had prior family court involvement, according to the Jefferson County Family Resource Center.

Then the RESTORE program was enacted. Evidence suggests it has made a difference.

Since the RESTORE program’s inception in 2023, the number of Jefferson County youth ages 13-22 years old who were charged with murder decreased by 80 percent, and homicide victims in the same age group dropped by 61 percent.

In one year, the RESTORE program, a Birmingham-based reentry program, served 249 youth. From January to June 2024, 780 children and teens attended RESTORE workshops to talk about goal setting, accountability, healthy relationships, conflict resolution and how to express their emotions. And 703 services were rendered to participants and their families, including transportation, clothing, food, housing, education and employment, mental health and medication assistance.

“We’re saving lives,” Antski Williams, RESTORE program manager, said. “That helps us work on prevention because for two hours, twice a week, every week, they are able to put down their street beef until they change the politics in the street. That means that they’re not out there dying or killing. We touch their lives everyday. We’re restoring lives, restoring communities. That’s a life saved.”

The group has its work cut out. On Tuesday Birmingham hit a somber milestone with the shooting death of a 45-year-old man in front of his 5-year-old grandson while they were driving on busy Parkway East, according to AL.com.

The man’s death pushed the city’s homicide tall past that of all of 2023 with more than month still go in the year.

On Tuesday, a shooting near Woodlawn High School on Tuesday left a teen dead. According to Birmingham police, 17-year-old Gerald Andre Lomax Jr. and a friend were leaving a basketball game around 9:50 p.m. Lomax was rushed to UAB Hospital where he died Wednesday afternoon after being taken off life support.

RESTORE is a partnership with the city of Birmingham, Jefferson County Family Court, Jefferson County Family Resource Center and Jefferson County Juvenile Detention Center. Birmingham City Council approved nearly $2 million in federal funding to expand the RESTORE program.

In September, RESTORE received $225,000 from the city of Birmingham to continue supporting the program’s efforts.

The additional funds, Buntain said, will allow the program to serve more children by lowering the eligibility age from 16-19 years old to 11-19 years old. Of the more than 200 participants, 118 were community referrals.

Williams said the RESTORE program helps to prevent future violence by seeing, first hand, what gaps in the community need to be filled.

“The community referrals was really a beautiful thing, because now you don’t have to be justice impacted to get the services you need,” Williams said.

Buntain said some youth who have been released from the detention center ask to continue attending the RESTORE workshops.

Williams leads the workshops for the young men in the program, and before the class starts, he invites them to stand up and recite a pledge: “I stand on man business. I stand on self discipline. I stand on self respect. I stand on self accountability. I stand on self control. I stand on self observation. I stand on man business.”

“That centers everyone on why we are here, and we get down to business after that,” Williams said.

“It’s being able to untangle the wires in their head. They get a lot of mixed messages, about what love, loyalty and the culture is supposed to look like. If we don’t change their minds, then we just enable them with the resources.”

Arnetta Spencer, program coordinator, often talks to the young women in the program about setting long and short term goals. One of the RESTORE participants she works with, who has had a particularly rough past, dreams of becoming a real estate agent.

During workshops, Spencer works with the teens to help them understand what steps they need to take to reach their dreams. Sometimes that means helping a teen apply for their ID and other documents. Other times that means arranging transportation to and from job interviews.

“They’ve been through so much trauma, and they want people to listen instead of talk at them and tell them what to do,” Spencer said.

“Whatever they want to do, we want to encourage them. We don’t want them to think that just because they’ve been in the system, they can’t accomplish their dreams. And now, they’re calling us, telling us what they want to do and asking us how we can help,” Spencer said. “The fact that we can just help a few kids, God, it’s just amazing.”

The program not only helps children. Program coordinators also work with the families to ensure they have the resources they need to thrive including parenting classes, workforce opportunities and educational development programs.

“When parents do better, kids do better. Supporting them and addressing the needs and the issues going on with the adults will always benefit the others in the household,” Valerie Delgado, Jefferson County Family Resource Center assistant director, said.

‘Violence is everywhere’

Stephanie Hawkins, vice president of the Transformative Research Unit for Equity at RTI International, a nonprofit research organization, said the juvenile justice system can alter life trajectories and have negative impacts on a young person’s mental health.

“It can then frame for them what their possibilities are. It interrupts what we would consider a normal developmental trajectory, and if your developmental trajectory is now inclusive of being detained in a juvenile system, it might change how you think about what your life outcomes are.”

Many teens and young adults who are justice impacted, Hawkins said, often also struggle with food and housing insecurity, experience community violence or are impacted by poverty and lack of social services.

“There is grief, trauma, challenges that exist when you live in a community that doesn’t have a lot of resources,” Hawkins said. “A lot of the externalizing behaviors, the mental health challenges that young people were navigating, sometimes were about the context in which they lived.”

Hawkins has worked with young people in juvenile detention and has a 27-year career researching community violence and child development.

“Having worked with these young people in different facilities, they are no different than young kids that I might chat with in schools. They have the same dreams, hopes that other kids do,” Hawkins said.

“When young people have to navigate life with the reality that their family member, friend is potentially going to die from violence…that trauma and grief is really profound and sometimes not tended to, so making sure that there is a trauma informed, culturally responsive approach on top of structural changes is important,” Hawkins said.

In March, RESTORE program coordinators surveyed 11-15 year olds to understand what their concerns were.

When asked to describe violence in their community, their responses were similar. “Violence is everywhere,” one participant said. “You cannot avoid violence,” another responded. One recounted that in their neighborhood, they experienced, “repeated, nonstop gunfire and no response from police or fire/rescue.”

When asked what survival looked like, their responses varied. “Staying in the house, not going outside, and minding your business,” some responded. “Getting out of Birmingham,” another said.

“The amount of trauma that we are talking about, we are seeing a huge shift in coping, in trauma, in anger,” Buntain said.

When asked what could be done to stop gun violence in their communities some said bringing back permit carry laws and increasing access to therapy and counseling.

 ‘Embrace the long game’

While RESTORE helps to fill the gaps left by community violence and poverty that many of the children and teens they work with face, Buntain said additional investments in structural and systemic changes are necessary to help juvenile justice impacted youth after they leave a workshop.

“We need services that let kids be kids,” Buntain said.

Experts say investment in violence intervention programs, schools, transportation, clean water, job opportunities, mental health resources and supportive services are vital to making positive changes.

Hawkins praised programs like the RESTORE initiative for including family support and long-term structural solutions.

“Effective violence prevention efforts require us to embrace the long game. What I did love about the RESTORE program was that it was inclusive of the family, it provides transportation, food, essentials. And I think those are really the right types of interventions,” Hawkins said.

Birmingham City Schools Dr. Mark Sullivan Now Among Highest Paid Superintendents in Alabama

Birmingham City Schools Superintendent Mark Sullivan, who led the district through the pandemic and has been praised nationally for recent gains, can continue in his role for at least another three years, board members voted Tuesday.

His contract, which comes with a $300,000 salary and two additional vacation days, will position Sullivan among the state’s highest earning superintendents.

His salary for the current fiscal year is $274,482, according to state data.

Birmingham school board members approved the contract renewal on a 6-2 vote at a Tuesday board meeting, but the contract will still have to be reviewed and signed by the board president, as well as Sullivan and a representative. If finalized, Sullivan will make more than State Superintendent Eric Mackey, who earns about $285,000 per year. Creshal Threadgill, Mobile County’s superintendent, became the first superintendent to make more than $300,000 last year.

“This has been a very difficult four years,” Sullivan said, remembering staff members who died during the pandemic and the difficulties of providing a safe environment for students to learn and regain lost ground.

“Moving forward, we are committed to making sure that our school system is absolutely the best district that it can be. We have a lot of great things on the horizon to improve our district, and we’re nowhere near where we want to be, but we’re a long way from where we used to be.”

Sullivan has led the district since August 2020, following nearly three decades of service as a teacher and administrator. His starting pay was about $231,000, according to state data.

Sullivan received an overall score of 3.57 out of 4, or an “above expectations,” on his most recent evaluation held on Sept. 10. The district recently saw a 19 percentage-point jump in reading scores, and has seen success with creative interventions such as intersessions during school breaks. Sullivan will head to Harvard University next week, officials recently announced, to co-teach a class centered on the school district’s achievements.

“Visible” And “Hands-On”

Community members on Tuesday described Sullivan as a “visible” and “hands-on” leader who has been attentive to concerns and always made an effort to check in on students and staff.

“Our schools are moving forward,” said parent Hazel Boykin, to applause. “He knew there was a problem in the school system, but thank God, he brought it out.”

Typically, school superintendents are evaluated based on surveys of board members and direct reports. Birmingham’s board recently tweaked the evaluation process to also consider student achievement.

“There’s more scrutiny than what a lot of other school districts deal with in the state,” Board President Jason Meadows said after the evaluation, adding a moment later “We have a long way to go, a long way to go, but there’s a lot of hard work going on.”

The raise comes as schools across the state grapple with the end of pandemic relief spending. In many places, districts are cutting staff to stay in budget.

Good Financial Standing

Birmingham schools are currently in good financial standing, leaders say, and are starting to see enrollment numbers improve after a long decline. Officials anticipate leaning on local funding to continue key intervention programs and will continue to offer stipends for special education teachers and other hard-to-fill areas during the 2025 fiscal year.

Two of the opposing board members, Neonta Williams and Derrick Billups, praised Sullivan for his progress but said they didn’t believe they had enough data to warrant the increase in pay.

Williams said some staff members feel frustrated and disengaged, and said she would like to see more accountability measures considered in the next evaluation.

“There’s no question, I support Dr. Sullivan,” Billups said. “But for me when I look at the process… I think we’ve been very inefficient, I don’t think we’ve had the level of dialogue that’s necessary or looked at the data to support some of the actions to move forward.”

“It seems a little mind-boggling to me when I think about our teachers, and our certified staff, and their step grades, they get less than 1 percent per year,” he added.

Other board members said they felt that an increase was what Birmingham needs to stay competitive with other large districts.

“You pay people in the direction that you want them to go, and that’s the approach that I take and that’s where I’m looking to go tonight, so I respectfully disagree,” Sherman Collins Jr. told the board Tuesday evening.

Miles College Hosts Clark Atlanta for Southern Intercollegiate Athletic Conference Crown on Saturday

Miles College has been nothing short of sensational this season. The Golden Bears (8-2, 8-0) will host Clark Atlanta (7-2-1, 6-2) on Saturday, Nov. 16 at 11 a.m. for the Southern Intercollegiate Athletic Conference (SIAC) championship. There is a lot on the line in this conference title game. The winner could receive a NCAA Division II playoff bid.

The Golden Bears have only lost two games against non-conference teams this season — West Alabama and Alabama State — and last week cruised past Tuskegee University, 37-7, for their eighth consecutive victory.

On offense, Miles College is led by quarterback Kamren Ivory who has been a steady player throughout the season. Ivory has completed 108-of-199 passes for 1,392 yards with 13 touchdowns and five interceptions. The Golden Bears top receivers are Jaquel Fells (30 catches for 386 yards and one TD), Franck Pierre (23 receptions for 283 yards and five TDs), Keidarris Griffin (20 receptions for 298 yards and three TDs), Jaih Andrews (19 catches for 298 yards and four TDs) and Travaunta Abner (19 receptions for 256 yards and two TDs).

The ground attack has been solid with running backs Jonero Scott (97 carries for 524 yards and three TDs) and Javonta Leatherwood (66 attempts for 378 yards and nine TDs).

Earlier this season, Miles defeated Clark Atlanta 49-28. The Panthers have one of the best offensive teams in the SIAC with quarterback David Wright III who has connected on 223-of-358 passes for 2,915 yards with 28 TDs and 12 interceptions. Clark Atlanta’s key receiver is Armone Harris who has 65 receptions for 858 yards and 14 TDs.

Defensively, Miles College will need a strong effort from defensive end Roc Dowdell (seven sacks), linebacker William Hardy (40 total tackles and two sacks) and defensive back Lashon Young (seven interceptions).

This should be an exciting matchup for the league championship. Both teams can really move the ball up and down the field. It could be a high scoring affair.

In the Southwestern Athletic Conference (SWAC), Alabama A&M shutout Grambling State in the second half for a 22-17 victory on Thursday night. A week ago, AAMU crushed Arkansas-Pine Bluff, 52-24, behind a terrific performance from running back Donovan Eaglin who had 26 carries for 148 yards and five TDs.

In other conference action, Alabama State will host Jackson State, on Saturday, Nov. 16 at 2 p.m. The Hornets are coming off a tough 24-23 loss to Grambling State. Jackson State is one of the top HBCU teams I the country.

A shooting near Woodlawn High School left a teen dead.

According to Birmingham police, 17-year-old Gerald Andre Lomax Jr. and a friend were leaving a basketball game around 9:50 p.m.

Lomax was rushed to UAB Hospital where he died Wednesday afternoon after being taken off of life support.

His football coach Joe Webb said Lomax was at the game to support his friends but Birmingham investigators said as he was leaving he got into an argument.

Lomax and his friend attempted to leave the location, 54th Street and 2nd Avenue N, when an unknown suspect fired multiple shots into their car. Lomax, riding in the passenger seat, was shot, and the driver took him to Woodlawn High School for help.

“They brought him back to the school to get help,” Birmingham City Schools board member Jason Meadows said Wednesday. “They knew that we have, like, resource officers that, there’s police presence in the front of the school.”

“Please talk to your children,” Birmingham City Schools Superintendent Mark Sullivan said Wednesday in a video released by BCS. “We have excellent counselors in the Birmingham school system to help them with anything they may be experiencing.

“We want to help them to learn to navigate conflicts by using resolution skills in hopes that it will avoid the loss of life in our schools and in our city,” he added. “Violence in our community impacts everyone.”

The loss hit the Jackson-Olin family from staff to students, hard, as Meadows said he was a teen with a bright future.

“They are there taking it hard like the cheerleaders and the football team,” said Meadows “It’s devastating when you have someone who was doing the right things, who was a favorite of the administration, a favorite of his peers. And yet this happens.”

No one is in custody at this time.

At Age 104, Retired Air Force LtCol. Emma Vaiton Epitomizes Veterans Day

At age 104, Retired Lieutenant Colonel Emma Louise Vaiton of Birmingham on Monday celebrated National Veterans Day the same way she’s given to her country, as an inspiration for her commitment to service and extraordinary contributions that paved the way for future generations.

This year marks the 77th Anniversary of National Veterans Day which pays tribute to those who have made immense sacrifices for their fellow Americans.

During her tour of active-duty Vaiton was stationed at different posts in America, and throughout the world. In her 20-year career, she served with distinction at several bases, including Travis Air Force Base in Northern California twice, Alaska, England, Germany, and Mississippi, where she retired.

As a Black female officer, she recalls facing unique challenges during her time in the military. Yet she persevered with grace and dignity, always focused on her mission, she said. Asked about her experience, she simply told the Birmingham Times, “I just did what I had to do and went on.”

Asked about any significant changes she could recall during her 20-year tenure in the armed forces relative to women in general and Blacks particularly, Vaiton responded, “I began to see more opportunities open up for promotions among Blacks and women were primarily in the medical field as nurses.”

She added, “I enjoyed my years of service. I met many people and made some lifetime friendships. I would recommend the service to anyone interested.”

Vaiton was born on Oct. 20, 1920, in Montgomery, Alabama. Her family eventually moved to Birmingham where she attended city public schools. She is a 1937 graduate of A. H. Parker High School before enrolling at Norwood School of Nursing where she became a registered nurse.

The three-year nursing school program was operated by Norwood Hospital in Birmingham, which was later renamed after its chief hospital administrator, Dr. Carraway.  During this time nursing school programs were operated by local hospitals — not colleges or universities.

After working for several years at the U.S. Department of Veterans Affairs Health Administration Hospital (VA) in Tuskegee, Alabama, Vaiton enrolled at Tuskegee College (Tuskegee University) and graduated with a bachelor of science degree in nursing 1951. Her class was the first in the state of Alabama to graduate students with nursing degrees from a college or university.

Vaiton continued to work at the VA Hospital in Tuskegee until she joined the United States Air Force in January 1953, which she joined as a captain when most were coming in as second lieutenants. She distinguished herself by rising through the military ranks from captain to major to lieutenant colonel when very few African Americans were reaching the high ranks.

Based in California, Alaska, England, and Germany, she became a psychiatric nurse who received top secret clearance during her tenure with the Air Force. One of her major jobs was meeting the Air Force planes when they landed to help facilitate the transfer of wounded soldiers to military base hospitals where she helped care for them. Later in her career, she became an administrator in the Air Force and on Jan. 31, 1973, after serving for 20 years, she retired.

Asked some of the challenges she faced as an African American woman in leadership, she said, “Push back from some of her male counterparts who were not pleased with taking orders from … they never said anything negative to me directly, rather it was more in their demeanor.”

Asked her biggest contribution, she replied, “keeping our soldiers stable and safe.”
