Birmingham City Council Approves $2 Million On Crime Reduction, Help for Gun Victims

The Birmingham City Council on Tuesday approved four items totaling $2 million in the city’s latest efforts to reduce homicides which reach record levels in 2024.

Last week, Birmingham broke a nearly century-old homicide record, as police responded to the 149th homicide of 2024, finding a man shot to death in the front yard of a home in Titusville. The previous record of 148 was set in 1933.

On Tuesday each item approved by the council to reduce violent crime is related to supporting evidence-based intervention programs all funded through the City’s federal allocation of American Rescue Plan Act (ARPA), according to city leaders. This includes, but is not limited to hospital violence intervention programs, street teams to provide mentorship, and other strategies related to the City’s gun violence reduction strategy.

Here’s how the more than $2 million for those items break down:

Community Initiatives, $130,350 to implement an integrated violence intervention program under the Community Safety Initiatives Immediate Response Action Plan.

Institute of Research for Social Justice in Action, $700,000 to implement a community practitioner certification and Transforming Communities Through Effective Violence Intervention Strategies program under the Community Safety Initiatives Immediate Response Action Plan.

National Institute for Criminal Justice Reform, $302,418 for the design, implementation, and refinement of the city of Birmingham’s gun violence reduction strategy (“GVRS”) and community violence intervention (“CVI”) ecosystems under the Community Safety Initiatives Immediate Response Action Plan.

Trajectory Changing Solutions LLC.  $700,000 to create street outreach programs.

There’s also $297,582 for the Offender Alumni Association, which helps gunshot victims think twice about retaliation.

“As chair of Public Safety for the Birmingham City Council, I stand firmly with community-based organizations that are working tirelessly to intervene in cycles of violence and provide support for victims of gun violence,” said Councilor LaTonya Tate. “By meeting victims where they are and equipping them with essential resources, we aim to not only address their immediate needs but also prevent the heartbreaking consequences of retaliatory gun violence.”

She added, “Our approach is rooted in compassion and prevention—offering tailored resource packets, access to counseling, and opportunities for healing that empowers victims and their families to break the cycle of harm. Together, with our community partners, we are committed to fostering a safer, more supportive city for everyone.”

Uche Bean, the director of Community Safety Initiatives, pointed to work by OAA which in one year has seen over 120 people participate, and none of the victims have retaliated or gone to jail because of their incident as an example of the success that program have.

OAA is expected to help expand its success outside of the trauma unit and into the emergency room, where the victim’s friends and family are awaiting positive news.

“We’re able to go over and talk to them, but not just them, but there’s a host of other people that are hosting them and surrounding them. They may be thinking retaliation, too. We want to change those people as well,” said Lacrecia Day, who is with OAA.

A change Bean says won’t happen overnight but is worth waiting for the results.

“The ARPA money may run out, but I think if we show proof and results that it will incentivize others to be heavily invested in this work that we’ve seen nationally,” Bean said. “We use people with lived experiences that can go and connect with the community.”

Brenda Lovelady Spahn, Founder of The Lovelady Center Women’s Shelter in Birmingham, Dies

Dr. Brenda Lovelady Spahn, founder of The Lovelady Center in Birmingham, has died. She was 75.

Known in the community as “Miss Brenda,” Spahn launched The Lovelady Center in 2004 in her own home with the aim to teach a life free from drugs and crime.

The program started with seven inmates from Alabama’s Julia Tutwiler Prison, and rapidly expanded. To date, the center says Spahn’s work has impacted nearly 20,000 women and their children.

It’s the largest faith-based recovery facility for women and children in the nation and it’s right here in Birmingham.

WBRC spent time at the facility Wednesday during a church service as hundreds of women gathered to worship, even during this time of mourning. Several people in the room shared hugs and tears.

Currently, 500 women and a little more than 100 children are at the facility.

One woman who now serves as the Judicial Services Director entered the facility back in 2010 and graduated the program. Wendy Chapman says the center changed her life so much, she wanted to continue giving back to others in her same position.

Chapman says the news of Miss Brenda’s passing is heavy, but they know her memory and her legacy will live on for ages.

“She was a friend, a mentor,” said Chapman. “She was like a mom. I wouldn’t have had 14 years of a job that I love. I wouldn’t have my husband and my home and all the things without her answering the call that God had on her life.”

Spahn turned over leadership of the program to her daughter, Melinda MeGahee, in 2021. MeGahee is the current executive director of the center.

A Celebration of Life for Spahn will be held on Friday, Dec. 27, 2024 at 10 a.m. at the Church of the Highlands located at 4700 Highlands Way in Birmingham.

Immediately following the service, a reception will be held at The Lovelady Center located at 7916 2nd Ave. South in Birmingham. The public is welcome.

Also, the family has requested that in lieu of flowers, gifts be made to The Lovelady Center in her honor.

Rope. Dynamite. Guns. And more guns.

In 1933, Birmingham, then a young city founded on railroads and coal mines, counted 148 homicides, as men, so far as we know, killed each other with all manner of weapons. Some while drinking, others while fighting, others caught up in others’ arguments.

On Wednesday, Birmingham broke that nearly century-old record, as police responded to the 149th homicide of 2024, finding a man shot to death in the front yard of a home in Titusville.

Birmingham stands out among other cities in the state, and country, for its dramatic increase in homicides in recent years.

The city recorded multiple mass shootings in 2024. Instead of one or two bullet casings at a scene, police sometimes documented hundreds. Some people were killed after alleged kidnappings and torture.

Officials pleaded for peace. The killings continued.

“If we had one homicide in our city, that would be too many,” Mayor Randall Woodfin told AL.com on Tuesday. “If we had two, that would be too many. If we had 10…100. One homicide is too many because I don’t think of it in terms of a number, I think of it in terms of that victim, I think of it in terms of that victim’s families.”

In the early 1930’s, Birmingham was a growing city with a population of about 260,000 people, giving the city a murder rate of about 5.7 homicides for every 10,000 people. Today, the city is shrinking, with a little under 197,000 people, giving the city a murder rate of 7.5 homicides per 10,000 people.

City officials and residents say the trends didn’t happen overnight.

“How do you move on? How do you go forward? I don’t know,” said Charisse McQueen, whose teenage son was killed in 2023.

Who Were Recent Victims?

2024 may be a record-breaking year, partially due to a string of deaths law enforcement say are connected to one man. But violence isn’t a new phenomenon.

When Birmingham was young, industrialization attracted thousands of people looking for jobs in a melting pot of violent confrontation, with bombings, mobs and lynchings used in some of the most brutal murders.

In 1932, Birmingham-Southern College Professor Kenneth E. Barnhart published a study concluding that police brutality, lack of access to education and distrust of the justice system encouraged violence in Black communities.

Since then, Birmingham has had other waves of violent crime, notably in the 1990s.

In 2020, there were 122 homicides. Derrick Marks, 25, was one of many people shot and killed that year.

His mother, Catrina Carey, said she still grieves the loss of her son, who was a rapper and singer.

Carey recently helped her daughter, Velinda, move to a new home in Florida. Velinda believes her son can live a safer life away from Birmingham.

“My daughter chose to move out of the state because her son is graduating high school next year. He’s afraid to be in Birmingham after he graduates…She is so afraid for him to be here because of all of the killings,” Catrina Carey said.

The killings continued.

Adonnis Xavier Bishop McQueen, 17, was shot in front of his home in 2023.

He was a Huffman High School senior who had a talent for cutting hair. His mother placed his many trophies and his clippers near his urn.

Charisse McQueen said she could not stand to look across the street and see the pavement where her son’s body lay after being shot.

“I couldn’t stay in that house. I had to leave there,” McQueen said. “I couldn’t walk past there. I couldn’t look out my bedroom window. There it is. I come out my door. There it is. My children had to walk past it to go to the school bus and it’s just too much. And so they’ve been in Decatur and Huntsville and I’m still here on the opposite side of town. Just trying to figure out life. I feel powerless. I feel I’m not the same. I know I’m not the same.”

And in 2024, the killings continued.

In the last few years, escalating beefs have led to retaliatory shootings and killings, police say. Officials believe many shootings are targeted. And many bystanders have been caught in the crossfire.

Anitra Holloman, a college student and mother, was killed in the Sept. 21 mass shooting at the Hush lounge. Her child’s father was shot to death in 2022.

Skilar, Holloman’s 1-year-old, was orphaned by gun violence.

“Why?” Holloman’s mother, Candance Kemp, told AL.com. “Whoever you were targeting, why did you have to do it there with all of these innocent bystanders?

How Did We Get Here?

Lonnie Hannon teaches at the University of Alabama at Birmingham’s School of Public Health and studies the cultural, political and economic factors that shape society.

Hannon grew up in Birmingham. He believes declines in core institutions such as churches, schools and families over the last 30 years have left many Birmingham residents more isolated and vulnerable. Birmingham has one of the highest rates of single-family households in the United States.

“Once those institutions decline, then you get a situation where people really don’t have a guiding post, a guiding star, a guiding light that helps them set boundaries for themselves,” Hannon said.

TeAndria Ellis, founder and executive director of the Surge Project, a Birmingham nonprofit dedicated to youth and community development, said not all residents have equal opportunities to thrive and live happy, healthy lives.

“I am a believer that gun violence is an end result of other issues that exist in the lives of not just the perpetrator, but also the victims,” Ellis said.

Despite the city’s recent economic and civic engagement growth, almost 75% of Birmingham residents say the region’s economic resources are not distributed fairly, according to a 2022 Institute for Policy Studies and Alabama Arise survey.

“You got a lot of income inequality, and you got a lot of people who are poor who have a greater distance to close the gap, the income gap, the resource gap, and then they are willing to take bigger risks,” Hannon said.

Then add guns, many purchased illegally or converted into machine guns, to the mix.

“Most of the people who are committing crimes or retaliating want to enact street justice…Family members know who in their family is out here committing these violent crimes but there’s no accountability at home,” said Jefferson County District Attorney Danny Carr. “Community and law enforcement has to work hand in hand to stop any type of retaliation or shooting.”

In 2023, Alabama lawmakers allowed permitless carry. Some local mayors, including Woodfin, have asked the legislature to grant local residents the ability to decide whether permits are needed to have firearms in city limits.

“If by vote from a majority of the residents of the City of Birmingham think that people either need a permit or these types of weapons should not be allowed to be driven around with, give it to the voters. Empower the voters,” Woodfin said.

“I believe the residents of Birmingham have had enough of this and want to see more gun safety laws in place that protect people in Birmingham, but that has to come from a level higher than me.”

How Can Birmingham Become Safer?

Woodfin said his administration will “continue to be aggressive” in putting more taxpayer dollars toward public safety, hiring and retaining police and supporting youth violence prevention programs.

“2025 will be better than 2024,” Woodfin said.

Since losing her son, Carey has become a counselor and mentor to others who have lost a loved one to gun violence to help those victims heal.

“What I would like to see is more empowerment for the youth and the young adults to achieve their full potential,” Carey said. “There are plenty of programs out here. There is always hope.”

Carr said that while growing up in Ensley, he saw fathers, uncles and grandfathers kiss their loved ones goodbye and send them off to work or school with a wave.

Now, he said, he doesn’t recognize his old neighborhood. In front of the store where he used to peacefully get his groceries, he now sees people loitering, smoking weed and playing music.

But Ensley, and some other neighborhoods, are making positive changes, locals say.

Renew Birmingham revitalizes underserved communities, primarily Ensley, by offering residents mental health resources, transportation, groceries and educational and career opportunities in exchange for volunteer work.

“If you don’t have accountability and responsibility of the residents to get invested in the community, then fear, apathy and dependency will continue to drive the culture into the ground,” said Gerrel Jones, executive director of Renew Birmingham.

In 2022, there were 13 homicides in Ensley. In 2023, after Renew’s inception, there were 10 homicides in Ensley. Now the neighborhood sits at eight homicides, according to Jones. He said he also sees more people getting involved in the community.

“I did fish fries at my home. I knocked on all my neighbors’ doors. I introduced myself, passed out my card. I went to all the churches, and made sure the kids were doing volunteer work and so on and so forth. Those are the types of things that have to be done. We cannot be passive about trying to change our community,” Jones said.

He hopes similar organizations will be a norm in all of Birmingham’s 99 neighborhoods.

Local officials, gun violence experts, violence prevention advocates and community members are asking for one elusive thing going into the new year: unity.

“My hope for next year is that people understand the importance of life, that they prioritize this community. Put the guns down and understand that violence is not the answer. Understand that there are real ramifications to acts of violence in our community,” Carr said.

“The reality is that it’s gonna take everybody.”

BCS High School Students Compete in Word Up! Poetry Contest

The 2024 Word Up! Festival brought together high school students from across the city for an inspiring evening of spoken word and self-expression. (BCS)

The 2024 Word Up! Festival, hosted by The Flourish Alabama in partnership with the Birmingham Public Library, was an amazing night of powerful poetry from Birmingham students. Held earlier this month at the BPL Central Branch, the festival brought together high school students from across the city for an inspiring evening of spoken word and self-expression.

The event culminated in thrilling performances during the Final Round, where students vied for $5,750 in prizes. Kayla Wright of AH Parker High School emerged as the Individual Champion, winning the $1,000 top prize. Jacob Woods from Carver High School claimed second place and $500, while Nakiya Moore, also of AH Parker High School, took third place with a $250 award. Students who placed 4th-10th (listed below) also each received $50 each.

In the team competition, AH Parker High School secured first place, earning $2,000, with Jackson-Olin High School and Carver High School taking second and third places, winning $1,000 and $500 respectively. Wenonah High School placed fourth.

Jackson-Olin student Greselda McCants won our first ever Spirit of the Slam award, which came with $150. The award is in honor of the late Brian “Voice Porter” Hawkins, a Birmingham poet and pillar of our poetry community.

With passionate performances, community support, and generous giveaways, the 2024 Word Up! Festival proved to be an unforgettable evening that celebrated the arts and amplified the voices of Birmingham’s young poets.

Department of Public Works to Launch New Neighborhood-based Garbage Pickup Schedule

The City of Birmingham’s Department of Public Works will launch a new schedule for household garbage pickup beginning Monday, Jan. 6, 2025, in an effort to increase efficiency in this next phase of the uniform carts program. The schedule will include consolidated recycling routes and an expansion of bulk trash and brush pickup.

Here are the changes:

  • Neighborhoods will have one dedicated day each week for household garbage pickup. (In the past, larger neighborhoods required multiple days for pickup.)
  • For those individuals who have signed up for a uniform recycling cart, recycling collection will be every other week on the same day as the neighborhood’s designated household garbage pickup.
  • Bulk trash and brush pickup will move to once every other week.

The Department of Public Works will distribute a letter to residents detailing the new schedule before the January 6 launch date. Pickup schedules can also be viewed on city social channels and on www.birminghamal.gov/pickup. For residents who have not previously signed up for the recycling program, click Recycling Opt In to be registered to receive a recycle cart as additional carts become available for distribution. A link to the bulk trash and brush schedule can be found at www.birminghamal.gov/pickup.

The public is also encouraged to sign up for non-emergency alerts and information by texting BHAMREADY to 38276.

BIRMINGHAM, Ala. (WIAT) — Birmingham City Councilor Crystal Smitherman was named as one of the recipients of the National League of Cities’ Centennial Under 40 Impact Award.

The winners were chosen from a pool of nominees and are recognized for their contributions to public service, governance, and community development. The award recognizes and celebrates the achievements of elected officials under the age of 40 from NLC member cities, towns and villages.

“It is an honor to be able to represent Birmingham through an organization like the National League of Cities,” Smitherman said. “I’ve met several City Councilors from places like Texas who were only like 25-years-old or younger. It’s encouraging to see so many young women stepping into leadership roles in municipal government and I look forward to continuing to build those working relationships for years to come.”

In 2019, Smitherman earned her Juris Doctorate Degree from the University of Alabama School of Law and graduated from Hampton University with honors in 2015. She has worked extensively as a Legal Intern for several law firms in the City of Birmingham and served as an Outreach Education Contractor for Girls Inc. Councilor Smitherman was admitted to the Alabama State Bar in the fall of 2019. She currently practices with her father at Smitherman Law Office, LLC.

The Birmingham City Council appointed Smitherman to the vacant District 6 seat on January 2, 2019.

  1. SCOPE OF WORK:

The project consists of the fit-out of a 2,400 SF shell space for office use at UAB.  The space will be comprised of a large open office and support office space, breakroom, and new data closet.  The scope of work includes architectural, interiors, electrical, and mechanical new work.  The construction budget is anticipated to be between $1,000,000 and $1,100,000.

The work will be performed under a single Prime General Contractor who will coordinate the work of this project.  Particular and specific care will be required to coordinate complex shutdowns, limit disturbances and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff.   The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

 

  1. PRIME GENERAL CONTRACTOR BIDDER PRE-QUALIFICATIONS:

Prime General Contractor bidders interested in submitting a proposal must apply for pre-qualification and must be licensed under the Provision of Title 34, Chapter 8, and Code of Alabama, 1975. A copy of a current Alabama Contractors license is to be included in pre-qualification submittal.

All prospective Bidders and interested parties are required to attend the pre-bid conference.  The purpose of the pre-bid conference is to raise questions pertaining to the Bidding and Contract documents and for the OWNER or its representatives to clarify any points. HUB Resource Engagement Form (HUB Form 3) must be completed and included with all sealed bids for construction contracts with the BWWB. Bids will NOT BE ACCEPTED from any Prospective Bidder who does not attend the mandatory Pre-Bid Conference.

Each bid shall be accompanied by a cashier’s check, drawn on an Alabama Bank, or bid Bond in the amount of five percent (5%) of the bid not to exceed $50,000.00 in the form and subject to conditions provided for in the Specifications.

The successful Bidder will be required to furnish a Performance Bond and a Payment Bond each in an amount equal to 100 percent of the Contract Award.

Bidders shall comply with all statutory requirements in accordance with the Instructions to Bidders. Bids will only be received from Contractors who are licensed by the State of Alabama. Contract time of commencement and completion will be in accordance with the Agreement.

The Water Works Board of the City of Birmingham (“BWWB”) has adopted a voluntary Historically Underutilized Business (“HUB”) Program designed to encourage the participation of HUB firms in construction projects. To that end, the BWWB will never exclude any firm from participation in, deny any person benefits of, or otherwise discriminate in connection with the award and performance of BWWB contracts based on racial, gender, social, or economic status.

It is the intent of the BWWB to foster competition among contractors, suppliers and vendors that will result in better quality and more economical services for the BWWB. Under this program, the BWWB has established a goal of 30% participation of HUB firms for services required for BWWB construction projects. The BWWB’s stated goal will not be the determining factor in construction contract awards; rather bidders must demonstrate compliance with the Good Faith Efforts, more particularly outlined in the HUB Program, toward meeting said goal.

Failure on the part of a bidder to fully submit the information required herein may be considered by the BWWB in evaluating whether the bidder is responsive to bid requirements.

Alabama Code §31-13-9 (1975) provides that as a condition for the award of any contract by The Water Works Board of the City of Birmingham, a business entity or employer that employs one or more employees within the state of Alabama shall provide documentation of enrollment in the E-Verify program.

Each Prospective Bidder must complete, as a condition for the award of any Contract by The Water Works Board of the City of Birmingham, the Certification Regarding Debarment in Section 00 20 10.  The Certification must be complete in its entirety and must be included with the Prospective Bidder’s Bid (NO EXCEPTIONS).

The legislature of Alabama Act 2013-205 grants the Alabama Department of Revenue (ADOR) the authority to issue certificates of exemption from sales and use taxes for construction projects for certain governmental agencies. Pursuant to Act 2013-205, Section 1(g) the Contractor accounts for the sales tax not included in the Bid Form by submitting an Accounting of Sales Tax-Attachment to BWWB Bid Form. Failure to provide an accounting of sales tax shall render the bid non-responsive. Other than determining responsiveness, sales tax accounting shall not affect the bid pricing nor be considered in the determination of the lowest responsible and responsive bidder. After Notice of Award, Contractor and Subcontractor licensed by the State Licensing Board for General Contractors must comply with ADOR requirements for making an application for qualification of the exemption and are responsible for ADOR reporting requirements for the duration of the project.

If a Contract is to be awarded, it will be awarded to the Bidder with the best price on the best terms for the OWNER, who has neither been disqualified nor rejected pursuant to these Contract Documents, and whose Bid based on an evaluation by the OWNER indicates that the award will be in the best interest of the Project and will result in the lowest overall cost to the OWNER for completion of the project. If a Contract is to be awarded, it will be awarded within 90 calendar days after the day of the opening of bids.

The OWNER reserves the right to reject any and all proposals, the right to waive irregularities or to accept any proposal deemed to be in the best interest of the OWNER.

Sealed Bids for construction of the PAUL B. KREBS WATER TREATMENT PLANT IMPROVEMENTS will be received at the office of The Water Works and Sewer Board of Anniston, Alabama, (Owner), 1429 Noble Street, Anniston, AL 36201, until 10 a.m., local time, on Thursday, February 13, 2025. Any Bids received after the specified time will not be considered.

Bids will then be publicly opened and read.

The Project contemplated consists, but is not limited, to the following items:

  1. Base Bid
  2. Installation of a newly finished water pump station.
  3. Replace all existing finished water pumps with five new canned vertical turbine pumps.
  4. Install space and pump cans for two future vertical turbine pumps to serve the distribution system downstream.

iii. Construct a new finished water pump station to house the new vertical turbine pumps south of the existing finish water pump station. The new pump station shall be constructed with individual cans per each pump housing the vertical turbine pumps. This includes the corresponding check valves, isolation valves, air release valves, and instrumentation as required. The pumps and corresponding pipe headers will be located within the building.

  1. Demolition of the existing maintenance building and modifications to surrounding area as required to allow for construction of the newly finished water pump station and electrical building.
  2. Installation of pneumatic surge tank and corresponding compressors, instrumentation, sensors, and appurtenances.
  3. Installation of all new yard piping for connection of existing clear well effluent piping to the newly finished water pump station and the pump station discharge piping to the connection of the plants high service distribution system piping. Yard piping installation will include tie-ins, flow meters, and valves.

 

  1. Installation of electrical and SCADA upgrades.
  2. Installation of new 277/460V-3-phase power service to replace exiting radial-type distribution power.
  3. Installation of two new on-site standby generators and paralleling switchgear with isolated/redundant main distribution buses and two separate utility service laterals.

iii. Update half of the existing main plant process loads currently fed from existing MCC-A to be fed from a new redundant MCC-A2.

  1. Construct a new electrical room within the new finish water pump station to house new electrical gear for the facility including new electrical gear for finish water pump station and generators.
  2. Replace existing lighting with new, energy-efficient LED lighting systems throughout the interior and exterior of the plant.
  3. Upgrade SCADA with a new RTU in the new finish water pump station.

 

  1. Fluoride Tank Containment Area and Supports
  2. Construction of containment area and tank supports for the new client- provided fluoride tank. This shall include instrumentation, level sensors, loading station, emergency shower and eyewash, and all chemical piping to connect to the existing system.

 

  1. Spring Basin and Containment Wall
  2. Provide waterproofing and repair of the existing Coldwater Spring retaining wall and concrete valley gutters to mitigate surface stormwater short circuiting into the spring.

 

  1. Clearwell/Chlorine Contact Basin Repairs
  2. Repair of collapsed baffle wall. Demolish approximately half of the wall length and reconstruct based on original details. Inspect floor at baffle wall failure location and repair.
  3. Clean all silt from clear well floor, inspect for cracks or damage, and repair.

iii. Repair two concrete pilasters.

  1. Seal cracks in exterior dome roof and coat exterior.
  2. Repair cracks in interior clear well walls.
  3. Provide a new exterior and interior coating system.

vii. Repair interior dome roof. Coat and repair exposed wire mesh and rebar. Provide interior coating of surface to prevent future exposure and deterioration.

  2. New loop road to improve access around the site for maintenance and chemical deliveries.

SCOPE OF WORK:

The Project consists of the interior renovation of an existing Low Acuity patient treatment area on the first floor of the existing UAB Hospital Emergency Department. The renovated space will become a temporary waiting room for the Emergency Department. The scope of work is approximately 1,675 sf.

The work will be performed under a single Prime General Contractor who will coordinate the work of this project. The work will be performed adjacent to and within an operational Hospital and Emergency Department. Particular and specific care will be required to limit disturbances, coordinate shutdowns, and follow strict Infection Controls and Interim Life Safety Measures (ICRA/ILSM) requirements for the protection of patients, family and staff. The Prime General Contractors seeking to be pre-qualified will require experience with similar size and type hospital projects performed in and adjacent to an operating hospital environment and with the implementation and maintenance of infection control measures, interim life safety measures, coordinating shutdowns, and maintaining a clean and organized job site in an operating hospital. The General Contractor must have experience with representative projects as a General Contractor (not as a Construction Manager, Program Manager, etc.)

 

The estimated construction cost is between $400,000 and $500,000.

Sealed Bids for the construction of the Cane Creek Booster Pumping Station PLC Upgrade project will be received by The Water Works Board of the City of Birmingham Engineering Department, Attn: Hattye McCarroll. Construction of Cane Creek Booster Pumping Station PLC Upgrade Project includes but not limited to the following scope of work:

  1. Modify the existing 3-door cabinet Pump Control Panel while keeping the left side panel and controls in service.
  2. Replace PLC-5 processors, associated IO, and associated software with new redundant ControlLogix in the existing Pump Control Panel in the right-hand side, and in the Flow Control Panel. Translate existing documented PLC-5 control narrative, program and test in ladder logic algorithm suitable for ControlLogix in redundant application.
  3. Retain the services of Schneider Electric for Multilins Panel PLC upgrade and communication protocol upgrade with the existing Foxboro DCS and removing existing communication module.
  4. Provide training seats and programming software for Rockwell hardware as specified.
  5. Modify Pump Control Panel structure (existing doors) by replacing existing Redi-Panels with a single Panelview Plus 7 on right hand side and provide a programmed spare.
  6. Replace all three front doors of the existing Pump Control Panel.
  7. Following sequence to maintain operation of station, remove existing drum switches, chart recorders, and communication converter and return to OWNER.
  8. Field verification of wires in & out of service. Remove any unused wires within the right, left, and center cabinets.
  9. Review all field conditions, confirm functions, replacement components, and confirm field I/O wiring and labeling.
  10. Fully test operation of new PLC prior to continuing demolition of left side controls. Make provisions to maintain operation of the pump station as required to facilitate a graceful cutover from old to new control system.
  11. Provide drawings depicting the as-built state of the ControlLogix hardware, IO wiring, network architecture, etc. and provide editable copies of PLC program in native format.
  12. Replace existing Pump Control Panel overhead panel lighting with LED & door activation switches.
  13. Replace the existing two UPS with Eaton 3.1 kVA UPS.
  14. Start-up and field-testing services.
  15. Functionally test controls at completion of demolition.

The Water Works Board of the City of Birmingham (“BWWB”) has adopted a voluntary Historically Underutilized Business (“HUB”) Program designed to encourage the participation of HUB firms in construction projects. To that end, the BWWB will never exclude any firm from participation in, deny any person benefits of, or otherwise discriminate in connection with the award and performance of BWWB contracts based on racial, gender, social, or economic status.

It is the intent of the BWWB to foster competition among contractors, suppliers and vendors that will result in better quality and more economical services for the BWWB. Under this program, the BWWB has established a goal of 30% participation of HUB firms for services required for BWWB construction projects. The BWWB’s stated goal will not be the determining factor in construction contract awards; rather bidders must demonstrate compliance with the Good Faith Efforts, more particularly outlined in the HUB Program, toward meeting said goal.

The scope of work includes the replacement of domestic hot water equipment and associated construction for the Main Mechanical Room on the 3rd floor of the UAB Highlands Building. This includes but is not limited to partition and concrete patching and plumbing work. Notice is hereby given that a hearing before the Department of Environmental Management of the State of Alabama will be held on Wednesday, February 5, 2025, at 1:00 p.m. in the Main Hearing Room at the ADEM – Central Office location at 1400 Coliseum Boulevard in Montgomery, to consider proposed revisions to Division 335‑6 of the ADEM Administrative Code (Water Quality Program Regulations).

The Alabama Department of Environmental Management proposes to amend the ADEM Administrative Code rules listed above.  Additional information on the basis for these proposed rule changes can be found in the summary of reasons.

The City of Birmingham, in partnership with the Department of Planning, Engineering, and Permits, is launching the ePermit Hub’s Digital Plan Room within the Accela platform. This innovative digital solution is now live and brings a new level of efficiency and accessibility to the city’s permitting processes.

The Digital Plan Room allows residents, contractors, and developers to submit plans, monitor the status of applications, and access project-related documents online. This user-friendly interface aims to streamline the planning and permitting process, reduce wait times, and enhance communication between the city and its stakeholders.

“By implementing ePermit Hub’s Digital Plan Room, we are taking a significant step towards modernizing our city’s infrastructure and improving the overall experience for our residents and businesses,” said Katrina Thomas, Director of Planning, Engineering, and Permits. “This initiative reflects our commitment to transparency, efficiency, and innovation in city services.”

UAB Expert Recommends Tips to Keep Residence Safe During Holiday Travel

The most wonderful time of the year can be filled with lots of travel to see family and friends. When leaving the home alone while traveling, a University of Alabama at Birmingham safety expert says there is no need to set up traps and trip wires. Just make sure the following items are added to the to-do list before loading up the sleigh to keep homes safe, prevent damage and deter potential risks.

Safety and security

Corporal Kimani George in the UAB Police and Public Safety Department says there are several safety tools and precautions that one can take when leaving the house for an extended period of time.

“A simple step is to lock everything. Ensure all doors, windows and entry points are locked, including garage doors and sliding glass doors,” George said. “Secure exterior doors with sturdy deadbolt locks, and leave blinds or curtains in their usual positions. Completely closed curtains can make it obvious you’re away.”

In addition to the traditional locks, George recommends taking extra precautions and utilizing the following to increase security:

  • Suspend deliveries: Put a hold on mail and packages to avoid their piling up, which signals no one is home.
  • Install timers: Use timers on indoor and outdoor lights to mimic usual routines.
  • Enlist help: Ask a trusted neighbor or friend to check on the home, collect mail or park in the driveway occasionally.
  • Secure valuables: Keep jewelry, documents and electronics in a safe or hidden place away from windows.
  • Utilize motion-activated lights: Install bright exterior lights that activate with movement.
  • Activate alarm systems: Display security company signs prominently.
  • Install outdoor cameras: Having visible cameras on the exterior of a home can deter someone from snooping around.

“When preparing for holiday travel, avoid hiding keys under mats, in flowerpots or other predictable places. It is best to leave a spare key with a loved one or trusted neighbor,” George said. “Another telltale sign of a vacant home is overgrown lawns, so arrange for maintenance if the vacation will span over a couple of weeks.”

Prepare for natural elements

During the winter, there can be an increased risk of damage to infrastructure due to weather and natural disasters.

“In Alabama, we have seen anything from freeze warnings to tornado warnings during the holiday season. Make sure when traveling to prepare your house for any natural element,” George said.

George recommends preventing water damage by turning off water supply lines to prevent leaks or burst pipes and draining outdoor faucets and hoses. Insulate exposed pipes and test a sump pump, if the home has one.

  • He suggests reviewing the following check list for fire hazards before traveling
  • Unplug non-essential electronics and use surge protectors
  • Ensure smoke and carbon monoxide detectors are working
  • Clean out the fireplace or wood stove if recently used

For cold weather protection, set the thermostat to at least 55° F (13° C) to prevent pipes from freezing, and open cabinet doors under sinks to allow warm air to circulate. If a home is in a storm-prone area, a backup generator could be purchased to keep essential systems running while you are away from the house.

Potential risks

When making a list of security do’s and don’ts before leaving for the holidays, make sure to add social media to the list. Announcing holiday plans or posting pictures of travels before coming home can be a security risk, George says.

“By posting pictures of your trip on social media sites, you are alerting the public that your home is currently vacant,” George said. “It is a safer option to wait until you return home before sharing the memories of your travels.”

If photographs are shared to social media before the end of a trip, George recommends checking the privacy settings of the account to restrict who can view the post.
